MEMBERS PRESENT: MEMBERS ABSENT: Kenna, Edward W. , Chairman Geinosky, Frederick C. (arrived 9:30 p.m.) Cummins, Leah, Secretary Glass, John R. Mullen, George E. Paliganoff, David J. Stangeland, Orrin J. STAFF PRESENT: Stephen M. Feller, Administrative Assistant Review of Findings on Docket 80-5: Lutheran Church Petition for Special Use Permit Reverend Sternberg was present to represent the Northern Illinois District of the Lutheran Church - Missouri Synod. Sternberg explained that on August 12, 1980 the Village Board granted a Special Use Permit for the construction of two modular units on property located at the southeast corner of Biesterfield Road and West Glenn Trail. At the request of the petitioner, the Special Use Permit automatically expires after a two year period. Sternberg remarked that the original request for a Special Use Permit for a two year period was based upon an estimate of $26,000.00 to remodel the units to comply with Building and Fire Codes. The actual cost to remodel the units will be $52,000.00. Sternberg stated that the Church would need to be able to use the units for five years in order to justify the increased expenditures. Sternberg requested that the Plan Commission recommend that the President and Board of Trustees amend the Special Use Permit to allow the use of the modular units for a five year period. Mullen made a motion to (a) recommend that the Special Use Permit be amended to permit the use of the structures for five years; and (b) notify the President and Board that the original findings would not have changed regardless of whether the Permit expires after two or five years. Cummins seconded the motion and all present voted 'AYE' . Higgins-Elmhurst Subdivisions Nos. 1 and 2 Cummins moved to recommend that the Plats be rejected for the following reasons: 1) Landmeier Road should be extended through the property to intersect with Elmhurst Road. • • Plan Commission Minutes - 2 - October 13, 1980 Higgins-Elmhurst Subdivisions Nos. 1 and 2 (continued) 2) The signature block on the Higgins-Elmhurst Subdivision No. 1 to attest the Village President's signature should read "Village Clerk" and not "Secretary". Cummins also stated that the petitioner should be made aware of the informational comments included in the staff report dated September 29, 1980. Staff indicated in this report that the petitioner will need to make extensive improvements to the water distribution and sanitary sewer systems in the area. Mullen seconded the motion and all present voted 'AYE' . The meeting adjourned at 10:00 p.m. Respectfully submitted: Stephen M.
