HomeMy WebLinkAboutPLAN COMMISSION - 07/16/1980 - NORTHERN ILL DIST OF LUTERAN CHURCH r • MINUTES ELK GROVE PLAN COMMISSION Wednesday, July 16, 1980 The regular meeting of the Plan Commission was called to order at 8 p.m. on Wednesday, July 16, 1980 in the Council Chamber of the Municipal Buidling, 901 Wellington Avenue. MEMBERS PRESENT: Kenna, Edward W. , Chairman Cummins, Leah, Secretary Glass, John R. Mullen, George E. Paliganoff, David J. Stangeland, Orrin J. MEMBERS ABSENT: Geinosky, Frederick C. STAFF PRESENT: Stephen M. Feller, Administrative Assistant Thomas F. Rettenbacher, Building Commissioner Docket 80-5 Northern Illinois District of Lutheran Church (Missouri Synod) petition for a Special Use Permit to construct a church at the southeast corner of West Glenn Trail and Biesterfield Road Kurt Heerwagen, Attorney, Hal Steed, Architect, Reverend" Muller, and Reverend Sternberg were present to represent the petitic_iers. The petitioners were requesting a Special Use Permit to allow the placement of two modular units on their property for a period of two years. Phase Two of the project would be the replacement of the modular units with a permanent church building. The property consists of approximately 4.29 acres and is located across from Adolph Link School at the intersection of West Glenn Trail and Biesterfield Road. Heerwagen explained that the church has owned the property since 1971 but has leased the parcel to the Elk Grove Park District because the population of the area did not justify the construction of a church. Since September of 1979, about ':twenty-four members of the church have been meeting in Adolph Link School. The group wishes to place the modular building on the southwest corner of the parcel so that the Park District can continue its use of the property for another two years. Steed stated that the church had obtained permission from Community Consolidated School District 54 to use the parking facilities at Adolph Link School. He added that the modular units would be properly landscaped and that there would be a large cross in front of the building to identify it as a church. -2- Stangeland asked if it were known what the permanent church building would look like, Steed replied that he anticipated that the size of the permanent building would be about 6,000 squre feet. Cummins questioned whether or not ;there• were plans to use the facilities as a day care center. Sternberg replied that there is no intention to request such a use for the property. Iberwagen commented that the modular units were purchased at a very reasonable price, making phase one of the project economically feasible. Muller related that the church hoped to. have at least 100 adult parishioners within two years, which would be sufficient to justify the construction of a new building. Four residents (who are also members of the church) spoke in favor of the petition. Three residents opposed the petition because they felt that the modular units would be unsafe during heavy winds. Rettenbacher explained that the Building Code requires the modular units to have a foundation system that is as secure as those required for single family homes. Cummins moved to recommend that the President and Board of Trustees approve a Special Use Permit to use the property at the southeast corner of West Glenn Trail and Biesterfield Road for a church. Glass seconded the motion and all present voted "AYE". Glass moved to recommend that the President and Board of Trustees approve the use of modular units as a temporary church structure for a period of two years, subject to the petitioner's submitting an acceptable plan which shows the exact location of the structures and landscap-Ing on the site. Cummins seconded the motion and all present voted "AYE". Docket 80-4 U. S.Home Petition to Revise the Approved Amended Site Plan for the Condominium Phase of the Planned Unit Development at Village on the Lake Frederick Bragiel, Attorney, Dave Ziacheck, Attorney, Reynir Einarson, Vice President of Land Development for U. S. Home, Greg Snyder, Project Manager for U. S. Home, and Rolf Campbell, Land Planner, were present to represent the petitioners. The petitioners were requesting that the Village revise the approved 1973 site plan for Parcel D of the Planned Unit Development at the Village on the Lake. The approved 1973 .site plan provided for three five-story buildings with 282 units. The petitioners had modified their request to propose four three-story buildings with 276 units as follows: 24 - Studio 84 - 1 bedroom 72 - 2 bedroom w/1 bath 72 - 2 bedroom w/2 baths 24 - 3 bedroom j 276 - Total Units -3- The property consis.ts.of approximately 11.6 acres of land and is located at the northeast corner of Biesterfield and Leicaster Roads. Snyder explained that the Plan had been revised to show four buildings in response to the concerns expressed by the Plan Commission at previous meetings. The building setbacks along Biesterfield Road were also increased and 57 additional guest parking spaces were added. Campbell expressed the opinion that the revision by U. S. Home would be an improvement over the approved 1973 site plan. He suggested that the road network, recreational facilities, and parking provisions were all improved with the revised plan. Stangeland asked about the size of the underground parking stalls. Snyder replied that each parking space would be 10 ft. by 20 ft. with .24:ft. aisles as required by the Zoning Ordinance. Stangeland inquired about the type of homeowners association that would be formed. Ziacheck -remarked that U. S. Home intended to form one homeowners association for their building which would also belong to the "Umbrella Association" for the entire P.U.D. at Villa ge. on. the Lake. Ziacheck added that he felt this type of arrangement would comply with the requirements of the Zoning Ordinance. Glass questioned how the U. S. Home development could be physically separated from the existing condominum. - uildings. Ziacheck responded that a "pass system" would be used to insure that the residents would use the appropriate recreational facilities and parking lot. Marshal Dickler, representing the VOLHA Homeowners Association, expressed the opinion that the latest revision was a major change and would require a new public hearing. Kenna stated that a new public hearing was not necessary. Dickler then asked that the Plan Commission's consideration of the matter be postponed in order to give the nearby homeowners additional time to review the plan. Kenna announced that the Plan Commission would hold a special meeting on July 21, 1980 to give the VOLHA group an additional opportunity to comment on the plan. Cummins commented that 57 guest parking spaces would not be adequate for the development. She also stated that there should be a joint homeowners association for all of the condominiums at Village on the Lake. Mullen mentioned that he would have a difficult time voting in favor of the proposal if it did not include plans for a joint homeowners association. Ziacheck noted that the potential buyers of the U. S. Home condominiums would be reluctant to assume the responsibility for maintaining the aging capital facilities of the existing . condominium units. He asserted that U. S. Home could not sell the units if the new homeowners would be responsible "for the problems left by United Development". A full account of the proceedings was transcribed by a court reporter. -4- Landscaping Plan: Southwest Corner of Meacham & Biesterfield Roads: Kenna reported that Staff had reviewed and recommended approval of the landscaping plan for the Shawnw3 y Shopping Center. The consensus of the Plan Commission was to delay consideration of the plan pending receipt of a commitment from the owner to remove the large boulders in front of the building and properly maintain the parkway area.
