HomeMy WebLinkAboutPLAN COMMISSION - 05/21/1980 - ELK GROVE LODGE 2423 MINUTES ELK GROVE VILLAGE PLAN COMMISSION Wednesday, May 21, 1980 The regular meeting of the Plan Commission was called to order at 8 p.m. on Wednesday, Play 21, 1980 in the Council Chamber of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBERS ABSENT: Kenna, Edward W. , Chairman Geinosky, Frederick C. Cummins, Leah, Secretary Glass, John R. Mullen, George E. Paliganoff, David J. Stangeland, Orrin J. STAFF PRESENT: Stephen M. Feller, Administrative Assistant Charles B. Henrici, Deputy Fire Chief George B. Knickerbocker, Village Attorney Thomas F. Rettenbacher, Building Commissioner Docket 79-3: Benevolent & Protective Order of Elks Elk Grove Village Lodge No. 2423 The Plan Commission, acting as a Zoning Commission, conducted a public hearing on the petition of the Benevolent and Protective Order of Elks, Elk Grove Village Lodge No. 2423. The petitioners were requesting that the Village continue the Special Use Permit granted to the Elk Grove Village Lodge No. 2423 for the property located at 115 Gordon Street. Allan Ureick was present to represent the petitioners. Ureick presented a letter which confirmed the shared parking arrangement at the site. Kenna asked if the Village had received any complaints regarding the use of the property. Rettenbacher responded that he had checked the files and found no record of any complaints. Kenna then explained the conditions associated with the special use. Cummins moved to recommend that the Special Use Permit be extended for a period of one year. Glass seconded the motion and all present voted 'AYE' . Docket 80-2: Semar Petition for Annexation and Rezoning The Plan Commission, acting as a Zoning Commission, conducted a Public Hearing on the petition of Phillip R. Semar, Larry M_cKone, • Trinity Evangelical Divinity School and Trinity College. The petitioners were requesting that the Village annex 10.46 acres of property located at the southwest corner of Biesterfield and Beisner Roads. The annexation would be made contingent on the property's being zoned O-T, Plan Commission Minutes - 2 - May 21, 1980 Docket 80-2: Semar Petition for Annexation and Rezoning (continued) Office Transition District. The Village's Official Map shows the property zoned P.-3, Single Family Residence District. Robert Marx, Attorney, Philip Semar, Builder, Al Eichstaedt, Architect, Jerry Kisner, Engineer, Dor. Ciaglia, Engineer, Rolf Campbell, Planner, and Neil King, Real Estate Counselor, were present to represent the petitioners. Ronald Cope, Attorney, Daniel Fletcher, Engineer, Bruce Bedel, Landscape Architect, Peter Olesen, Traffic Engineer, William Lawrence, Planning Consultant, Les Worcester, resident, and Walter Haas, resident, were present to represent several of the nearby property owners. Cope began by asserting that the proposed development intrudes upon the abutting residential area. He related that the Itasca Meadows Subdivision serves as a "Sanctuary for people" and commented that there is a need to preserve the single family values of the area. Fletcher suggested that the proposed Engineering Plan differs from the Site Plan as they relate to storm water drainage. Bedel declared that it was improbable that the trees in the southern two acres would live if the area was used for storm water detention. Olesen remarked that the proposed development would generate between 200 - 350 vehicles during a peak traffic hour. Lawrence commented that in his opinion, the highest and best use of the property would be a residential use. Worcester and Haas showed a slide presentation of the Itasca Meadows Subdivision. Ciaglia declared that the method of storm water drainage is clearly defined on all of the plans which were submitted. He pointed out that the wooded area in the south portion of the development would be used as compensatory storage space for the flood plane and that the parking lot would serve as the detention area for the storm water. Campbell explained that Biesterfield Road could adequately handle the traffic from the development. He also reported that the proposed office use would not adversely affect the nearby property owners. Campbell added that it would be possible to zone the northern portion of the parcel as Office Transition District while keeping the wooded two acres to the south zoned for residential use. Cummins stated that the proposed office use would infringe upon the nearby homeowners "in a grotesque way". Mullen asked Campbell to describe the highest and best use of the property to the west of the development. Campbell responded that he believed the best use to be residential. Glass questioned how many parking spaces would be lost to make room for the required screening along the western portion of the development. Eichstaedt responded that it would be necessary to eliminate 38 parking spaces. Following is a synopsis of comments presented to the Plan Commission from the audience: - The plan would adversely affect the storm water drainage in the area. • Plan Commission Minutes - 3 - May 21, 1980 Docket 80-2: Semar Petition for Annexation and Rezoning (continued) - The property should be maintained as a rural area in order that the residents can have their privacy. - The residents enjoy the fact that animals (deer, ducks, and geese) can live in the subdivision and children can play in the streets. Kenna advised the petitioner that the testimony will be discussed by the Plan Commission at a meeting on May 28, 1980. A full account of the proceedings is available in the official Transcript. Landscaping Plan: Landmeier Road Truck Terminal Cummins moved to recommend approval of the landscaping plan for the truck terminal located on the southwest corner of Landmeier Road and Lively Boulevard.
