ELK GROVE VILLAGE PLAN COMMISSION
Wednesday, May 7, 1980
The regular meeting of the Plan Commission was called to order at 8 p.m.
on Wednesday, May 7, 1980 in the Council Chamber of the Municipal
Building, 901 Wellington Avenue.

Docket 80-2: Semar Petition for Annexation and Rezoning
The Plan Commission, acting as a Zoning Commission, conducted a
Public Hearing on the petition of Phillip R. Semar, Larry McKone,
Trinity Evangelical Divinity School and Trinity College. The petitioners
were requesting that the Village annex 10.46 acres of property located
at the southwest corner of Biesterfield and Beisner Roads. The
annexation would be made contingent on the property's being zoned O-T,
Office Transition District. The Village's Official Map shows the
property zoned R-3, Single Family Residence District.
Robert Marx, Attorney, Philip Semar, Builder, Al Eichstaedt,
Architect, Jerry Kisner, Engineer, Don Ciaglia, Engineer, Rolf Campbell,
Planner, and Neil King, Real Estate Counselor, were present to represent
the petitioners. Eichstaedt explained that the petitioners are proposing
to construct a 52,000 square foot building which would be one (1) story
in height. The southern portion of the development would remain a
wooded area to serve as compensatory storage space and a buffer for
the single family homes.
Kisner continued the testimony by asserting that the soil on the
site is suitable for this type of development. Ciaglia presented a
proposed utility plan for the site. Campbell declared that the proposed
development is consistent with good zoning and land use policies, and
as designed would have no adverse affect on the nearby residential
properties. Campbell added that the surrounding roads can adequately
accommodate the traffic that will be generated. Campbell also presented
a "Comparative Tax Impact Study" for the Commission's review. King
indicated that it would be economically unfeasible to build single
family homes on the property.
Mullen asked whether or not Campbell had prepared the initial
plans for the development. Campbell related that he did not prepare
the plans; but did feel that the type of development that is being proposed
would be the highest and best use of the land.

Rettenbacher pointed out that the entire west side of the develop-
ment would need to be screened from the abutting single family homes.
Geinosky questioned whether or not the developers would be
installing deaccelerat.ion lanes along the Biesterfield Road right-of-way
in front of the property. Campbell responded that the lanes would be
shown on a final site plan.
Kenna asked if the Trinity Church would be the eventual owners
of the development. Marx reported that Semar Builders has a purchase
contract for the property and would be the developers of the site.
Ronald Cope identified himself as the attorney for several residents
in the area. Cope asked that the Public Hearing be adjourned to
another evening in order to give the residents sufficient time to
express their views.
Kenna advised the petitioner that the Public Hearing would be
continued at the May 21, 1980 meeting. A full account of the pro-

Docket 80-1: Stein/Oehlerking Petition for Annexation and Rezoning
The consensus of the Plan Commission was to approve a finding
of fact which recommends that the President and Board of Trustees
approve the petitioners' request for pre-annexation rezoning to A-2,
Multiple Family Residence District.
The meeting adjourned at 10:30 p.m.
