CALL TO ORDER- 7:21 PM Present: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Christine K. Prochno A Quorum was present. INVOCATION - Deacon Larry Smith - Queen of the Rosary Church PLEDGE OF ALLEGIANCE 3.APPROVAL OF MINUTES OF MARCH 28, 2017 - Motion to approve the Minutes of the Regular Village Board Meeting held on March 28, 2017 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED 4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Craig Johnson attended the following meetings: March 30-A Tollway meeting to provide an update on Elmhurst Road. Elmhurst Road will be the new"diverging diamond" which is similar to the road configuration at Route 59 and 88. The configuration is a little confusing at first but will work beautifully to help avoid congestion. Elmhurst Road will be partially operational by July 4th and should be fully operational by November 2017. April 6- The Village issued a liquor license to TaTa's Pierogi located at 554 E. Devon Avenue. April 10- The Mayor was on Joe Walsh's radio show (5 60) to discuss the minimum wage issue. The Board discussed the Cook County Minimum Wage and Sick Leave Ordinance at tonight's Committee of the Whole meeting and unanimously agreed after reviewing the public comments to move this item to the next Consent Agenda for consideration. April 11 -Congressman Raja Krishnamoorthi hosted a meeting to discuss the Elgin O'Hare Western Access, specifically the bypass road (I-490) on the west side of the airport and the western access to the airport. The Village has been wanting this for a long time and the Congressman has agreed to take the lead to make this happen. Mayor Johnson addressed several recent inquiries from residents: Water Bills- The Mayor confirmed that his water bill also has increased recently but the Village has verified that there have not been any changes to the water rates. Vacancy Rate - The Village received numbers for the current vacancy rate for Elk Grove Village and the rate has gone down from 3.89% to 3.56%. This confirms that Elk Grove is the location for your business. Ambulance Fees- The Mayor reminded residents that the Village bills the insurance company or Medicare directly and a bill should never be sent to the residents for an ambulance call. A final statement may be mailed but the total amount should be $0. Busse Dam - The Busse Dam has been working beautifully with the recent rainfall. There is only one area that still needs work near Clearmont. Election - Last week was the election and the County reported that we had the largest voter turnout for Elk Grove Village since 2009. Once the County approves the official numbers by the first meeting in May, the Village and Library Trustees will be sworn in at the May 23, 2017 Village Board Meeting. Trustee Lissner- The post office is now offering a service called Informed Delivery through their website at USPS.com. The post office will scan up to 10 envelopes and send a notification of the mail that is being delivered to your address that day. Trustee Prochno - Friday,April 7, the Celebration of Culture was held at the Pavilion where a number of organizations had booths celebrating all the different cultures in the community. Monday, April 10, Officer Ed Thomas gave an informative presentation to the Lioness Club on how we can protect ourselves from crime. The Community Character Coalition is having a raffle to benefit the VFW Post#9284 on Devon Avenue. Castle Chevrolet has generously donated a $70,000 Chevy Corvette for the VFW win a "Vette for a Vet" program with hopes to raise funds for an elevator at the VFW Hall. The drawing will take place at the July 25 Summer concert on the Village Green and tickets are available at ccceg.org. The price is $10/1 ticket or$20/3 tickets or you can contact a Board member to purchase tickets. Trustee Feichter- Harper College recently appointed Trustee Feichter to a 2-year task force committee to review and make recommendations on their renovation plan at Harper College. Trustee Franke - No Report. Trustee Czarnik- The Kenneth Young Center is having their 161h annual 5K run/walk Hustle for Health to support the mental health and older adult services on Saturday, May 6. Czarnik scholarship award applications are in and the winners will be announced sometime in May. Mayor Johnson-As part of the 2025 plan, the Village will expand the rear yard drainage program to include some of the front yards that flood near the sidewalks. 5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the March 31, 2017 Accounts Payable Warrant in the amount of $1,504,128.13. There were none. 7. REGULAR AGENDA a. Authorization to grant special permission authorizing outdoor seating at Tasty Dawgs of Elk Grove, LLC, located at 812 E. Higgins Road, in conjunction with the seating plan approved by the Community Development Department. Motion to approve the Outdoor Seating at Tasty Dawgs at 812 E. Higgins. Moved by Trustee Czarnik Seconded by Trustee Petri VOICE VOTE MOTION CARRIED 8. PLAN COMMISSION - Village Manager Rummel - No items under Plan Commission. 9. ZONING BOARD OF APPEALS -Village Manager Rummel ZBA Docket 17-1 - Public Hearing to consider a petition for a variation from the provisions of Zoning Ordinance 2410 as it pertains to permitted locations for fences in residential zoning districts on property located at 520 Montego Drive. (PH 04-06-2017) There is one request for an installation of a fence in the side yard at 520 Montego Drive. The Zoning Board of Appeals forwarded a Finding of Fact unanimously recommending to grant the fence variation as long as it was 5' off the sidewalk and address the corner pitch issue as recommended by the Zoning Board. The petitioners are here tonight and have agreed to follow the recommendations of the Zoning Board, Trustee Prochno asked if the homeowners were in contact with the Association to ensure that they are following the recommendations of the Association prior to submitting to the Zoning Board. The homeowner stated that they have and everything is within the guidelines of the Association. Motion to instruct the attorney to prepare the necessary documents for the fence variation at 520 Montego Drive. Moved by Trustee Lissner Seconded by Trustee Petri VOICE VOTE MOTION CARRIED 10. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- Thank you to all who donated at our last blood drive. There were 39 donors at this event. 11. RECYCLING &WASTE COMMITTEE - Trustee Feichter- Elk Grove is having a major recycling event on April 22, from 8:00 AM to 11:00 AM at Elk Grove High School. This is a big event to accept a variety of items such as American flags, anti-freeze, batteries, books, bicycles, cell phones, cooking oils, CFL light bulbs, clothing/household goods, eyeglasses, fire extinguishers, medications, motor oil, paint, sharps, etc. Page 6 of 8 The Village will also have the regular recycling event on June 3rd for electronics and document destruction. Please check the newsletter or the website for more information. 12.YOUTH COMMITTEE - Trustee Franke - There are only a few weeks left to turn in the Youth Committee Scholarship Applications. There are three $1,000 scholarships available and the cutoff date is May 51h. The winners will be notified by May 31. 13. BUSINESS LEADERS FORUMS - Trustees Lissner/Petri - Trustee Lissner stated that there is a meeting tomorrow at the Enclave facility at 8:30 AM. We also had a meeting and toured Century Mold and Tool Company located at 855 Touhy Avenue. 14. CABLE TELEVISION COMMITTEE - Trustees Lissner/Petri - No Report. 15. INFORMATION COMMITTEE - Trustee Prochno - No Report. 16. PARADE COMMITTEE - Trustee Czarnik- June 17 is the Parade date and the theme is Storybook Land. The Village Board has decided to do a Harry Potter theme for their float. The applications need to get in as soon as possible so we can finalize everything for the event. The next meeting will be held on May 8 at 5:30 PM in Room E. Our sponsors this year are: A& H Plumbing and Heating,Audiogram, Chicago Offset, Crosstown Electric, Elk Grove Chamber of Commerce, Grove Memorial Chapel, Jerry Castle &Son Hi Lift Inc., RoccoVino's, the Rotary Club of Elk Grove Village and The Sign Centre. The Grand Marshal will be Steve Schmidt. 17. PERSONNEL COMMITTEE - Trustee Franke - No Report 18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Lissner The JPZ Committee met last Friday morning to discuss a request to Resubdivide the property at 225 Bond Street to consolidate from two (2) separate lots into one (1). The consensus of the Committee was to approve the request with one recommendation. There is a driveway that is not going to be used for traffic at the end of one building and the Fire Department has requested that the driveway remain in case there is an emergency situation for access to the back of the building. The Committee suggests that there be a No Parking Sign placed in front of the property. There is another parking lot on the other side that is adequate for the building. Mayor Johnson asked if the petitioner agreed to the No Parking requirement. The petitioners were present and stated that an Agreement was signed and submitted to the Village. Motion to instruct the Village Attorney to prepare the necessary documents. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Petri - There are 12 railroad crossings scheduled for work. The Village is working with the County to provide the engineering and design work to create turn lanes on Arlington Heights Road from Turner to Brantwood. The County will build and maintain the road. There are median improvements planned for Rohlwing Road and the street program will be starting soon. 20.AIRPORT UPDATE - Mayor Johnson - The first 12-week rotation plan has been approved and will start on April 30th. There will be a special newsletter going out to the community that explains the rotation schedule and what runways are going to be used. 21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson We open up the concert series with the following: July 4 -Ambrosia, Orleans, Mitch Ryder and The Guess Who (Rotary Green) July 11 - Credence Clearwater Revisited (Village Green) July 18 - Rodney Atkins (Village Green) July 25 - Kool and the Gang (Village Green) where the corvette will be raffled off. At this time, we do not have a concert lined up for the Tree Lighting Ceremony. 22. SPECIAL EVENTS COMMITTEE - Mayor Johnson - Memorial Day Ceremony will be on Monday, May 29, 2017 at 10:45 AM inside the gymnasium of the Pavilion. 23. LIQUOR COMMISSION - Mayor Johnson - No Report. 24. REPORT FROM VILLAGE MANAGER- The Village would like to call a special Village Board Meeting for Monday, May 29, at 10:00 AM for the exclusive purpose of awarding bids Page 7 of 8 to the lowest responsive and responsible bidders on the Biesterfield Public Works project. The Mayor stated that this is for the West Side Public Works garage that is part of the 2025 plan for construction to begin this summer and completed by this calendar year. Then that allows us to start on the Meacham Fire Station and have that done by the following year. 25. REPORT FROM VILLAGE CLERK- No Report. 26. UNFINISHED BUSINESS - No Report. 27. NEW BUSINESS - No items for New Business. 28. PUBLIC COMMENT- 8:13 PM - Phil Holda, 589 Corrinthia Drive addressed the Mayor and Board with questions regarding the 2025 Project that appeared in a newspaper article. Mr. Holden expressed his concerns about the Village tearing down existing buildings instead of remodeling the inside of the buildings and the costs involved. Mayor Johnson explained the 2025 Plan to Mr. Holden and that the buildings are between 40 and 50 years old. It is too expensive to replace everything that needs to be repaired and it will be cheaper in the long run for the Village to rebuild to prepare the buildings for the future. The Mayor explained how the Village is planning to pay for the 2025 Project and noted that a special newsletter will be going out next week to explain the costs to the residents in more detail. The Mayor stated that the Board is here to protect the taxpayers and we will do this project in the most cost effective manner. 29.ADJOURNMENT - Motion to adjourn the Village Board Meeting at 8:33 PM.
