Plan Commission Minutes
February 13, 2017

Acting Chairman Geinosky called the meeting to order at 7:00 p.m.
Commissioner Ayers moved to appoint Fred Geinosky as Acting Chairman of the Plan
Commission. Commissioner Carlson seconded the motion. Upon voting (Ayers, Carlson,
Geinosky, Rettberg, Schumm, Thompson, Weiner, Morrill),the motion passed unanimously.
Commissioner Schumm moved to nominate Paul Ayers as Acting Secretary of the Plan
Commission. Commissioner Morrill seconded the motion. Upon voting (Ayers, Carlson,
Geinosky, Rettberg, Schumm, Thompson, Weiner, Morrill),the motion passed unanimously.
Item 1: December 15,2016 Meeting Minutes
Commissioner Morrill moved to approve the minutes of the December 15, 2016 meeting minutes.
Commissioner Ayers seconded the motion. Upon voting (Ayers, Carlson, Geinosky, Rettberg,
Schumm, Thompson, Weiner, Morrill), the motion passed unanimously.
Item 2: PC Docket#17-1: Special Use Petition to Operate a Vehicle Maintenance and Repair
Shop at 865 Nicholas—Renaissance Resources
Chairman Geinosky read the legal notice into the record and asked the Petitioner to explain his
purpose before the Plan Commission.
M. Goyette stated that Renaissance Resources intends to open an automotive maintenance facility,
focusing primarily on oil changes and vehicle maintenance. This will not be a body shop.
Commissioner Morrill asked if the Petitioner was currently operating the business. M. Goyette
stated that Renaissance Resources has not yet purchased the facility, and that the current owner is
still operating under his existing Special Use permit.
Commissioner Morrill asked if the Petitioner planned to follow the recommendations of the Police
Department and the requirements of the Department of Community Development. M. Goyette
stated that they would follow the recommendations and requirements.
Commissioner Thompson stated that the building needs some maintenance. M. Goyette stated that
they planned to undertake maintenance once they have coiipleted the purchase of the facility.
Chairman Geinosky asked about the condition of the parking lot. M. Goyette stated that they will
have the required handicapped spot appropriately striped and signed. Furthermore, he stated that
they were looking at closing the below-grade garage to allow more parking and improve access.
Commissioner Ayers asked if there were any issues with the current automotive special use at this
site. S. Trudan stated that no, there had been no issues. Commissioner Ayers asked if there were
any issues with automotive special uses in the I-1 Industrial Zoning District. S. Trudan responded
that no, no pervasive issues, any issues have been successfully dealt with through monitoring and
enforcement.
Commissioner Rettberg asked if the old business was still operating. M. Goyette stated that yes,
the old business is still operating.
Commissioner Rettberg asked if more customer traffic was anticipated based on the changes to the
use. M. Goyette stated that they didn't anticipate additional traffic, that the company operating
the facility will be a smaller company, focusing on commercial and passenger vehicles.
Commissioner Carlson asked if the tires in the back belonged to the current owner. M. Goyette
stated that the tires did belong to the current owner, and they are supposed to be cleaned up before
the sale.
Chairman Geinosky asked how many employees would work at the facility and how many working
bays they would have. M. Goyette stated likely four or five employees, with two to three
employees to start. Additionally the plan is for four to five bays.
Chairman Geinosky asked when the Petitioner planned on opening. M. Goyette stated that they
would move forward as soon as the petition was approved.
Chaiiinan Geinosky stated that the parking rot needs repairs, new striping and the appropriate
handicapped accommodations, and asked about the condition of the overhead door in the existing
below-grade dock. M. Goyette stated that they plan to fill in the loading dock.
Chairman Geinosky asked if the parking requirements were met. S. Trudan stated that the parking
conditions were met.
Commissioner Ayers moved to recommend approval of the Special Use to operate a vehicle
maintenance and repair shop in the I-1 Industrial Zoning District at 865 Nicholas subject to the
following conditions:
1. The Special Use is only valid for Renaissance Resources at 865 Nicholas Boulevard
and expires at the time the Petitioner is no longer located at the subject property.
2. The parking lot at 865 Nicholas shall be repaved and re-striped.
3. The overhead door shall be restored to better condition or replaced.
Commissioner Weiner seconded the motion. Upon voting (Ayers, Carlson, Geinosky, Morrill,
Schumm, Weiner, Rettberg, Thompson,AYES)the motion carried.
The meeting adjourned at 7:17 p.m.
