ELK GROVE VILLAGE PLAN COMMISSION
Wednesday, November 18, 1981
The regularly scheduled meeting of the Plan Commission was called. to
order at 8:10 p.m. on Wednesday, November 18, 1981 in the Multi-Purpose
Room of the Municipal Building, 901 Wellington Avenue.

Organization of the Zoning ordinance Committee
Geinosky (chairman of the Organization of the Zoning Ordinance
Committee) began with a discussion of the goals and purpose of the
committee. He stated that the Zoning Ordinance as currently written
is quite difficult to.follow, and that items seem to be scattered in
an illogical manner. The committee will attempt to reorganize the
Zoning Ordinance so as to render it a more readable and easily
referenced document. Geinosky added that the committee will
recommend no changes as to the verbal content of the Ordinance;
however, they will suggest alternate arrangements of paragraphs
and sections which would provide for a better organization of the
Ordinance.
Paliganoff also expressed the concern of a need for a better
index system of the Zoning Ordinance.
Geinosky related that he envisioned an upgraded index as a part
of the reorganization effort. Fulton pointed out that a cross-
reference should also be added.
Conditional Business Use Committee
Mullen presented the purpose of the Conditional Business Use
Committee. He began by stating that the committee will investigate
and recommend areas of the Village in which business uses could/should
be encouraged. For instance, many of the major arterial industrial
streets (e.g. Busse, Higgins, Devon) could be well suited for retail
or other types of business use.
Glass noted that parking may become a problem if additional retail
business concerns materialize. Glass added that the committee may

want to investigate various methods for allowing retail and other
business uses through the Zoning Ordinance. It was further observed
by Glass that three pertinent questions need to be answered:
1. What areas of the Village should be included for business
use?
2. How will these areas obtain the necessary permission to
construct and operate?
3. Are there any specialized restrictions that need to be
placed on these areas?
Parking Regulations
Glass directed the Parking Regulations Committee to investigate
and recommend any warranted changes in the Parking Ordinance.
The meeting was adjourned at 9:20 p.m.
