Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner,James P. Petri, Christine K. Prochno A Quorum was present. Also present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker and Village Clerk Loretta M. Murphy 2. INVOCATION - Deacon Ted Czarnecki, Saint Julian Eymard Catholic Church Mayor Johnson announced that Deacon Czarnecki is celebrating his 40th Anniversary as Deacon tonight. He served 34 years at Queen of the Rosary and the last 6 years have been with Saint Julian Eymard Catholic Church. PLEDGE OF ALLEGIANCE 3.APPROVAL OF MINUTES OF APRIL 25, 2017 - Motion to approve the Minutes of the Regular Village Board Meeting held on April 25, 2017 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED 4. MAYOR&BOARD OF TRUSTEES' REPORT- Mayor Craig Johnson- The next board meeting on May 23rd,will be the swearing in night for the newly elected officials from the Village and the Library. After taking the Oath of Office, the board members will be able to say a few words to the constituents. There will not be public comment for this meeting. April 27 -Attended the Tollway Board Meeting and the Board unanimously voted to do the work on the Tri State Tollway. It will have an extra lane of traffic and a high occupancy lane similar to what was done on I-90 that is scheduled to be completed by 2025. April 27 -Attended a ribbon cutting at TaTa's Pierogi, 554 E. Devon. April 30 -Attended the Leo Club Meeting at Panera. It was very impressive to see the way the meeting was run. The Leo Club raised thousands of dollars and voted that day to determine which charitable organizations within the community would receive a donation. May -Attended the Interfaith Breakfast at Christus Victor Lutheran Church for National Prayer Day. May 5 -Attended the Verizon Ribbon Cutting, 170 Biesterfield. May 5 - Met with the new Mayor of Bensenville, Frank DeSimone. Frank has been a Trustee for two years. We will continue the strong relationship that we have had with Bensenville over the years and the Mayor will be on the Board of the Suburban O'Hare Commission. May 6 - There was a low turnout at the Coffee with the Board. The Mayor stated that the Coffee is a casual atmosphere to give residents an opportunity to have a cup of coffee and visit with the Mayor and Board. The next scheduled Coffee with the Board is on Saturday, November 4, 2017 but there may be one added at the Farmers Market at the end of August or early September. �I i Mayor Johnson announced that the Daily Herald listed the Readers' Choice Awards and the Village of Elk Grove was rated number 1 as the Best Town/City to Live In. The Mayor announced that he has received positive feedback on the commercials that are running during the Cubs games for the Maker's Wanted Campaign. This is getting great exposure for Elk Grove Village. i Page 1 of 6 Item m. on the agenda tonight formerly adopts and accepts Cook County's final vote totals from the April election. The vote total was 2,016 people,which is actually the highest vote count in the past ten years. It is good that the numbers are going up but it is still only about 9% of the total population in Elk Grove Village. The Mayor announced that the Village experienced 5.2" of rain with recent storms. The large volume on Sunday night gave us the opportunity to test the operation of the Dam. We knew that the large volume of rain would have caused significant flooding in the past and the Dam was tested and worked perfectly. The water level was much lower than in previous years and the Dam helped to minimize the amount of water and shorten the duration of flooding. Mayor Johnson asked Pastor Curt Hansen along with Trustees Feichter and Prochno to join him at the podium. The Fallen Soldier Memorial Scholarship program is presented by a partnership of the Village of Elk Grove, The Friends of the Elk Grove Library, and the Community Character Coalition of Elk Grove. The scholarship program was developed in honor of four (4) Elk Grove Village soldiers that paid the ultimate sacrifice for our nation after 9-11. The soldiers' names are James S. Cronin, Phillip E. Frank,John T. Olson, and Adriana N. Salem. This is the 12th year that we have been offering scholarships and have awarded 35 scholarship checks to the community to date. The criteria for this scholarship is the student must show proof of service and leadership in the community, service and leadership in the school,write an essay, and show good grades. The winners of this year's scholarship awards are: 1. Connor Cloherty, Elk Grove High School, attending Colorado State University in Fort Collins, CO for Mechanical Engineering; 2. Mary Ann Cortese, Saint Viator High School, attending Franciscan University in Steubenville, OH for International Business and Political Science; 3. Molly Guagenti, Conant High School, attending Carthage College in Kenosha,WI for Mathematics and Secondary Education; and 4. James "Tony"Valentino, Saint Viator High School, attending Brown University in Providence, RI for Applied Mathematics and Advanced Economics. Trustee Franke -There are still openings for seasonal employees in the Public Works Department. The program is for 10 weeks and the rate of pay is $11.61 per hour. More information can be found on the Village website under the Public Works Department. Trustee Lissner- No Report. Trustee Petri - No Report. Trustee Prochno -Attended the Verizon Ribbon Cutting ceremony with Trustee Feichter on Friday, May 5. The owner, Greg Carnes, mentioned that they are hiring if anyone is looking for a job. On April 26,Attended the ribbon cutting ceremony with Trustee Czarnik at McNichols Chicago Metal Service Center at 2200 Arthur Avenue where they were celebrating their 65th Anniversary- 40 of those years have been in Elk Grove Village. On May 6th, participated in the Kenneth Young Center's Walk for the Health event at Busse Woods. The event was extremely successful with over$50,000 raised for the Kenneth Young Center. The Farmers Market kicks off on Saturday,June 3rd from 7:30 AM to 1:00 PM in the Village parking lot and runs every Saturday through October. The residents are invited to join an observance of the 201h Annual Memorial Day Ceremony hosted by Elk Grove Village with the support of the American Legion Post 216,the VFW Post 9284, and its Ladies Auxiliary. The event will be indoors rain/shine and take place in the main gymnasium at the Pavilion on Monday, May 29, at 10:45 AM. The event will include placing of wreaths by community organizations, a flag folding ceremony by the Police/Fire honor guard, as well as a gun salute and a performance by the Elk Grove Village Big Band. Refreshments will follow the ceremony. If you have any questions please contact the Village Clerk's Office at 847-357-4040. The VFW is having a fried chicken dinner on Saturday, May 20th from 5:00 PM to 8:30 PM. Call 847-439-9284 for reservations. Win a Vette to support the Vets program is still going on. Castle Chevrolet has generously Page 2 of 6 donated a corvette to be raffled off to assist the Vets with the construction of a new elevator. Tickets are 1/$10 or 3/$20 and can be purchased on the Community Character Coalition website at ccceg.org. The winners will be announced at the July 25th concert and the goal is to reach $150,000. Trustee Feichter-Attended the Meet Chicago Northwest meeting on May 3 in Itasca where Trustee Feichter was re-elected as Vice-Chairman on the Executive Committee. On May 2,Trustee Feichter attended a special meeting at Harper College. Trustee Feichter was asked to be part of a task force to review plans for the renovations and new construction for facilities at Harper College. They will have a vote on the ballet in the November 2018 election for a $180 million bond issue for this renovation project. More information will follow as it becomes available. On Sunday, May 7, attended the Shinnyo-en Buddhist Temple Day of Service where there were a number of volunteers that helped pack up essentials. Trustee Feichter assisted the Heart of The Marine Foundation assembling packets for the women veterans that were homeless. Items also were packaged for hospice programs, and the PADS organization. The CCC had a food drive at the Jewel the week before. Trustee Czarnik-As previously mentioned, Trustee Czarnik attended the McNichols Open House on April 26. There will be a pancake breakfast called "Pancakes for Parkinson's" at the Rainbow Falls Community Center, 200 Reverend Morrison Boulevard on May 201h from 9:00 AM to 11:00 AM. Tickets are $10/Adults and $6/Children. The event is sponsored by Tasty Catering and every penny goes to the Michael J. Fox Foundation. 5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the April 30, 2017 Accounts Payable Warrant in the amount of$1,553,223.74. Authorization to award a request from Northwest Presbyterian Church, located at 301 Ridge Avenue, to waive FY 2017/18 Vehicle License fees in the amount of$50. b. Authorization to award a request from The Salvation Army, located at 1000 Pratt Blvd., to waive FY 2017/18 vehicle sticker fees in the amount of$1,325. c. Authorization to award a request from the Elk Grove Village Public Library, 1001 Wellington Avenue,to waive permit fees for interior renovations of the Adult Services Department in the amount of$3,208. d. Authorization for payment in the amount of$16,895 for FY 2017-18 membership dues to the Northwest Municipal Conference (NWMC). e. ZONING BOARD OF APPEALS -Village Manager Rummel - No Report. 10.HEALTH &COMMUNITY SERVICES - Trustee Czarnik- Please remember that the respite care called The Caring Place is available on Mondays, Wednesdays, and Thursdays at Christus Victor Lutheran Church. RECYCLING&WASTE COMMITTEE - Trustee Feichter- The next recycling event will be on June 3rd at the Oakton Fire Station from 9:00 AM to 12:00 PM for electronics and document destruction. 12.YOUTH COMMITTEE- Trustee Franke -The Youth Committee received 13 scholarship applications. The Committee will meet in Executive Session on Saturday, May 27 at 10:00 AM in the Chernick Conference Room to determine the winners. The winners will be notified the following week. A letter will be sent to invite the winners to the June 20th Village Board Meeting to receive their certificates. The Youth Committee will have the annual Teen Swim Parties at Rainbow Falls on July 7 and August 11 from 8:15 PM - 10:15 PM. More details will follow as information becomes available. 13. BUSINESS LEADERS FORUM - Trustees Lissner/Petri - Trustee Petri - Met with Hale Engineering, 100 Gordon Street, on May 1St from 9:00 AM to 10:30 AM. On May 3, there was a BLF Steering Committee Meeting at the Holiday Inn from 11:30 AM to 1:00 PM. Trustee Lissner- Stated there will be a webinar at 8:00 AM tomorrow morning that will be led by Dr. Ray Benedetto on the internet for those that may be interested in watching. The Ambassador Program has also scheduled a visit with ADP for May 18th. 14. CABLE TELEVISION COMMITTEE -Trustees Lissner/Petri - No Report. Page 4 of 6 15. INFORMATION COMMITTEE - Trustee Prochno -According to the National Highway and Traffic Safety Administration 3,477 people were killed and an estimated 391,000 people were injured in motor vehicle accidents involving distracted drivers in 2015. That is a 9% increase in fatalities as compared to previous years. 10%were fatal crashes, 15%were injury crashes, and 14% of all vehicle crashes in 2015 were reported as distraction affected crashes. Mayor Johnson-As the owner of an insurance business, ISO (Insurance Service Organization) does all the ratings of insurance. They did the first comprehensive, nation- wide study and found that roughly 60% of accidents can be directly attributed to distracted driving incidents. Insurance companies have been raising the rates universally because of all the electronics in the cars and people using their cell phones. i The Village participated in the first Illinois Distracted Driving Awareness Week from April 24 - 28 in both the education and enforcement option along with 300 other agencies. A total of 203 citations and 25 written warnings were issued. Trustee Prochno -Attended a pancake breakfast at Queen of the Rosary on Sunday, May 7th that was hosted by the Boy Scouts. The Scouts are doing great in Elk Grove Village. 16. PARADE COMMITTEE - Trustee Czarnik- The Hometown Parade will be on Saturday, June 17, and the kickoff is at 2:00 PM. The theme is Storybook Land and our Grand Marshal is Steve Schmidt to lead off the parade. Our sponsors this year are A& H Plumbing and Heating,Atlas SN Holding,Audiogram, Chicago Offset, Crosstown Electric, Elk Grove Chamber of Commerce, Grove Memorial Chapel,Jerry Castle &Son Hi Lift Inc., RoccoVino's, the Rotary Club of Elk Grove Village and The Sign Centre. We appreciate their help. The next meeting will be on June 5 at 5:30 PM in Room E. Just a reminder that the time of the Parade has been moved up to 2:00 PM from 5:00 PM. 17. PERSONNEL COMMITTEE-Trustee Franke - No Report. 18.JUDICIARY, PLANNING AND ZONING COMMITTEE- Trustee Lissner- No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE-Trustee Petri - Public Works has been working in the Business Park resurfacing the streets. Concrete work has been completed. American Lane and Delta Lane have been surfaced, milled and patching will be completed this week with surfacing being placed this Saturday. Fargo Avenue and Turner Avenue have been resurfaced and are now 100% completed on any cleanup and punch list items. After the contractor completes American Lane and Delta Lane,they will move on to Howard Street to complete the resurfacing and patching. Public Works will then start patching and resurfacing on Howard Street. Aero Road Construction is working on Lively Boulevard with the pouring of concrete sidewalks and curbs in preparation of resurfacing. Ditch cleaning north of Oakton Street was delayed due to the recent rainfall but crews will continue to work on the next week or two. The street maintenance program will begin in early July. Mayor Johnson- Just a reminder that there will be a Village Board Meeting on May 29 at 10:00 AM to approve bids for the west side Public Works garage. 20.AIRPORT UPDATE- Mayor Johnson- The first Runway Rotation Plan for the Fly Quiet Program is finishing up and the second 12-week plan should be approved on Friday, May 19. 21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson We open up the concert series with the following: July 4-Ambrosia, Orleans, Mitch Ryder and The Guess Who (Rotary Green) July 11 - Credence Clearwater Revisited (Village Green) July 18 - Rodney Atkins (Village Green) July 25 - Kool and the Gang (Village Green) where the winner of the corvette raffle will be announced. 22. SPECIAL EVENTS COMMITTEE - Mayor Johnson-There will be an event on Saturday, May 13th at Mikerphone Brewery, 121 Garlisch, from 12:00 PM to 5:00 PM. They are hosting a fundraiser and all of the proceeds will go towards the VFW elevator. Wristbands can be purchased online on the Mikerphone Brewery website for$40/each. The Corvette will be at the fundraiser as well as the Farmers Market Days. Special thanks to Castle Chevrolet for donating the Corvette for the fundraiser. The Memorial Day Ceremony will be on Monday, May 29, 2017 at 10:45 AM inside the gymnasium of the Pavilion. Page 5 of 6 9 23. LIQUOR COMMISSION - Mayor Johnson- No Report. 24. PUBLIC COMMENT- 8:28 PM -A resident commented that some residents have their entire lawn covered with dandelions. We live in a beautiful community and some of the lawns and parkways look bad. Mayor Johnson stated that we tried to go ecofriendly with our dandelion removal program. The Mayor stated that the Village will look at our current process and come up with some alternatives to tackle the dandelion issue. 29.ADJOURNMENT - Motion to adjourn the Village Board Meeting at 8:29 PM.
