HomeMy WebLinkAboutPLAN COMMISSION - 04/15/1981 - CENTEX HOMES HAMPTON FARMS DEVELOPMENT Minutes Elk Grove Village Plan Commission Wednesday, April 15, 1981 The regular meeting of the Plan Commission was called to order at 8 p.m. on Wednesday, April 15, 1981 in the Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBERS ABSENT: Kenna, Edward W. , Chairman Cummins, Leah, Secretary Geinosky, Frederick C. Glass, John R. STAFF PRESENT: Mullen, George E. Stephen M. Feller, Paliganoff, David J. Administrative Assistant Stangeland, Orrin J. Docket 81-3: Centex Homes' Petition to Amend the Special Use Permit for the Hampton Farms Development William Gillilan, President of Centex Homes; Fred Feinstein, Attorney; Paul Ulatowski, Engineer; and Joe Luciani, Vice President of Centex Homes, were present to represent the petitioner. The petitioner was requesting an amendment to Ordinance No. 1292, which grants a Special Use Permit for development of property as a Planned Unit Development in Winston Grove Section 24. The proposed amendment would permit certain changes to the building design and number of bedrooms in the remaining units that have not been constructed under the approved plan. The remaining units would be constructed as follows: (1) Fifty-two (52) townhouse modules, each consisting of a one story, two bedroom condominium unit over a one story, one bedroom con- dominium unit. Each condominium unit would have an attached one car garage and a private entry. (2) Ninety (90) two story, two or three bedroom units. Each unit would have an attached one car garage. The property is located west of Meacham Road and north of the Chicago District Pipeline right-of-way. Gillilan began by noting that the number of buildings would remain the same under the proposed plan, but that the number of units and bedrooms would change as follows: Approved by Proposed Ordinance 1292 Amendment Units 206 258 Bedrooms 553 504 - 594* *Centex would retain the flexibility of choosing between having 2 or 3 bedrooms in ninety of the units. Plan Commission Minutes - 2 - April 15, 1981 Docket 81-3 (continued) Stangeland questioned if there were adequate provisions for parking in the proposed plan. Gillilan replied that the Zoning Ordinance requires two off-street parking spaces per unit. The proposed plan would provide 2.4 off-street spaces and .7 on-street parking spaces per unit. Gillilan added that the development would have significantly more parking spaces than other similar projects in the area. Stangeland expressed concern that the revised plan contains 112 less parking spaces than the approved plan. Gillilan responded that experience has shown that there is not sufficient market demand for units with two car garages. He added that Centex had considered several alternatives to provide additional off-street parking but that there were significant disadvantages with each alternative. Paliganoff asked if Centex expected that most buyers of the units would be families with two cars. Gillilan replied that approximately 2/3 of the units already sold have two adults in the household and 1/3 have only one adult living in the units. Kenna remarked that in his opinion the Zoning Ordinance has adequate requirements for parking. He suggested that a committee should be formed to study the Ordinance if any members of the Plan Commission feel that the parking requirements are inadequate. Stangeland agreed to serve on a committee to study the parking issue. Geinosky questioned if the architectural style of the four new buildings along Meacham Road will blend in with the buildings that have already been constructed. Gillilan explained that the new buildings will have the same materials and look as good (or better) than the existing units. He added that in his opinion the two styles will be different, yet compatible. An individual in the audience expressed concern about the number of parking spaces to be provided under the proposed plan. Another individual in the audience stated that he felt that the amount of parking proposed for the development would be more than adequate. Glass moved to recommend that the President and Board of Trustees approve the petition by Centex Homes. Geinosky seconded the motion. A roll call was taken and Geinosky, Glass, Mullen, Paliganoff and Kenna responded 'AYE' ; Stangeland responded 'PASS' ; and Cummins was absent. New Chairman Kenna announced that the President and Board of Trustees had appointed Glass as the new Chairman of the Plan Commission, effective May 1, 1981.
