ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY JANUARY 12, 2010 Mayor Craig B. Johnson called the meeting to order at 7:30 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Absent: Trustee Nancy J. Czarnik Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE/INVOCATION Pastor Meghan Aelabouni, Christus Victor Lutheran Church, delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on December 8, 2009 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Lissner VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson reported that a letter was received from Mr. Steve Bylina, General Superintendant of the Cook County Forest Preserve, allowing us to move forward with the study for the flooding effect of Salt Creek from Busse Lake. Mayor Johnson met with the Suburban O'Hare Commission which is still in existence but is morphing into more than airport issues. Most members of the Suburban O'Hare Commission are downstream from Busse Lake on Salt Creek and they are going to work with Elk Grove Village on the flooding problem. Mayor Johnson confirmed with Alan Boffice, Director of Engineering & Community Development, that we are in the process of receiving Engineering Proposals and Environmental Studies. Mr. Boffice stated that he was in meetings today and that they are working with two companies on the proposals and should receive them in six to eight weeks. It is a very large scope to make sure that all the Environmental Studies are done in Busse Woods. Mayor Johnson asked if this was going to be more expensive than anticipated and Mr. Boffice was confident that we would stay within the budgeted amount for the project. The Environmental Studies are going to study the effects of the recommendation which was received from Mr. Cox and the environmental group he is a part of. It will study the effects of his plan, not the feasibility of his plan, and what the environmental effects would be by changing the water levels, etc. After the Environmental Study is complete there will have to be Engineering Plans drawn based on Mr. Cox's recommendation to determine how the dam would be modified exactly. The Engineering Plan costs would be similar to the initial study. Mr. Cox and his group, "The Friends of the Forest Preserve" were happy with the meeting that was held today. 1 VBM 1-12-2010 Mayor Johnson said that we would update the Suburban O'Hare Commission and continued by stating that flooding has been an ongoing problem here in Elk Grove Village and that we are excited to have a number of Municipalities and DuPage County working with us to find a solution that is acceptable for the impact to the forest preserve but also feasible for preventing the flooding problems that we have been facing approximately twice a year. Crain's Chicago Business came out with their annual review of top business list. In Elk Grove Village we have six (6) of the top two hundred seventy eight(278) leading private firms; two (2) of the top one hundred fifty six (156) leading public firms; two (2) of Crain's Fast Fifty (companies growing at an enormous fast pace), one (1) in the top twenty four(24) SBA lenders and one (1) of the area top hospitals. Mayor Johnson gave an update on the economy, stating we are still relying on our reserves. As mentioned previously, that can't last forever and we are hoping that the economy will turn around. The Village's Business Park is running at an approximately thirteen (13) to fourteen (14) percent vacancy rate, which is one of the highest vacancy rates we have ever had but it is a number we are starting to see improvement on. December was a very good month in the Business Park for property sales and movement and we are optimistic that things are going to get back to normal. Trustee Prochno—On Friday, January 8, 2010 Trustee Prochno had the pleasure of representing the Village at a 100`h birthday party at Village Grove for resident Alice Besenhofer. Congratulations to Alice! . Trustee Prochno thanked all the residents for shoveling and the wonderful job they are doing by keeping our sidewalks safe and clean for pedestrian traffic. An extra"thank you" was extended to a resident who contacted Trustee Prochno regarding a visually impaired gentleman who uses the PACE bus service every day. She felt that the corner bus stop wasn't properly shoveled and she was concerned about the gentleman's safety. The corner was taken care of and Trustee Prochno stated that she would personally monitor that corner to make sure that it is safe for all of our residents. Mayor Johnson and Trustee Prochno both thanked Vito Sammarco, Director of Public Works, for the great job that his department is doing with salting and snow removal. Trustee Franke announced that the CERT (Citizen Emergency Response Team) program which offers training for residents to help out in emergencies or in their neighborhoods will be having three (3) classes next year, the first one will be starting on April 8, 2010. More information will be in the Village Newsletter or you can call the Fire Department at (847) 734-8030. Trustee Petri announced that on January 91h he celebrated his grandson Nicholas's seventh birthday. Trustee Feichter—On January 5, 2010 the Community Character Coalition met and announced the calendar events for the upcoming year. On March 25, 2010 there will be an Amazing Character Challenge. In the past it was called the Foot Rally but this year it will be more involved. The Challenge is for Junior High students. They will be working in teams and will be leaving the Pavilion between 1:00 p.m. and 5:00 p.m. and going throughout the Village doing all kinds of things related to the development of character. The Police Department and Fire Department will be helping and escorting them throughout the program. It is an educational program for the students that will be bigger and better this year. The Celebration of Cultures will be held on Friday, April 9, 2010 from 6:00 p.m. to 8:30 p.m. at the Pavilion. Any cultural group is welcome to exhibit at the event. If anyone is interested they should contact the Village Hall or Trustee Feichter for further information. It will be a great event. 2 VBM 1-12-2010 The Hearts of Valor Ball is being held at the Stonegate Center. It is given by the Heart of A Marine Foundation which Elk Grove Village strongly supports. You can contact the Mayor's secretary for ticket information. It is a wonderful patriotic event. Hundreds of servicemen are there in full dress uniform and it is a highly memorable event. Trustee Lissner announced that on Friday; January 15, 2010 his grandson Matthew will be thirteen and his granddaughter Lauren will be nine. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the December 31,2009 Accounts Payable Warrant in the amount of 5605,570.51. CONSENT AGENDA It was moved and seconded that the Consent Agenda of the January 12, 2010 Regular Village Board Meeting be approved as presented. Alarm License/Waive Fees—Authorization of the following: • A request from the Elk Grove Public Library to waive permit fees for the Village's annual alarm license fee for the period of January 1, 2010 through December 31, 2010 in the amount of$25: • A request from Community Consolidated School District 59 to waive permit fees for the Village's annual alarm license fee for the period of January 1, 2010 through December 31, 2010 in the amount of$275. • A request from Community Consolidated School District 54 to waive permit fees for the Village's annual alarm license fee for the period of January 1, 2010 through December 31, 2010 in the amount of$75. B. Episcopal Church of St. Nicholas/Waive Fees— Authorization of a request to waive permit fees for the installation of a fire alarm monitoring system at the church in the amount of$50. C. Elgin O'Hare— West Bypass Market Campaign • Authorization to engage in a market campaign in three (3) newspapers and three (3) talk radio stations in reference to the Elgin O'Hare — West Bypass study for a total budget not to exceed $65,000, with funds split between the General Fund and the Industrial/Commercial Revitalization Fund; and • Authorization to award a contract to the Chicago Tribune of Chicago, IL for marketing purposes in the amount of$21,930. F. Powell Tree Care. Elk Grove. IL—Authorization to renew a service contract in an amount not to exceed $94.500. G. REGULAR AGENDA None BOARDS AND COMMISSIONS 8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI Item b. Environmental Evaluation of Facilities—Initially a few of the fire stations were considered but they did not meet the warrant for the cost savings. The new study shows that the two Public Works facilities do qualify for the study as well as the work to be done with a pay back in approximately four and a half years. Trustee Petri asked that the Committee be allowed to move forward. Mayor Johnson asked if there were any questions or objections by the Board. There were none and Mayor Johnson told Trustee Petri to go ahead and move forward. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER No Report 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE No Report 11. RECYCLING & WASTE COMMITTEE— CHAIRMAN FEICHTER Trustee Feichter reminded everyone that Christmas lights and extension cords can be recycled at Village Hall through February 15, 2010. Christmas trees will be picked up through Friday. Be sure to take all decorations off the trees before putting them out for pickup. For several years Trustee Feichter has seen people discard their trees in the Forest Preserve, he asked that people please discard their trees properly. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO Elk Grove Village was again selected as an Early Voting location for the 2010 Primary Election which will officially be held on February 2, 2010. Early Voting began on Monday, January 11`h and will continue through Thursday, January 28, 2010. Hours for early voting are 9:00 a.m. through 5:00 p.m., Monday through Saturday in Room F of the Charles J. Zettek Municipal Complex. On January 1, 2010 nearly 300 new State laws went into effect. Please remember that sending or reading messages on handheld devices while driving is now illegal. It is also illegal to be talking on a phone in a construction zone and a school zone without a hands free device. Our police officers are out there enforcing the new laws. Please put your phones down, save yourself a ticket and protect the children. i We have a new Citizen Alert Notification sign up. This is an emergency alert program. Residents can sign up to receive alerts about emergencies and other community events via home, cell or business phone, email, text messages or hearing impaired receiving devices through Northwest Central Dispatch. This emergency notification system allows the Village to provide critical information quickly in a variety of situations, such as i severe weather, road closures, missing persons and evacuation of buildings or neighborhoods. To sign up for this service go to the Village's website www.elkgrove.org and click on Emergency Alert. This link will take you to an outside website to sign up. 5 VBM 1-12-2010 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNERIPETRI Item G. was an increase in the land acquisition costs for the Arlington Heights Road and Devon Avenue intersection. The increase was paid for by both Cook County and DuPage County. Items 6. 1. And 6.J. were both Class 613's. Item 6.1. is for 1300 Landmeier Road, they are going to increase the usage and hopefully bring in approximately twenty-two (22)jobs. Item 6.J. is for a large building at 850 Lunt Avenue; 54,000 square feet with docks and offices. They hope to have between twenty-five (25) and forty (40)jobs. Both are assets to Elk Grove Village. 14. YOUTH COMMITTEE - TRUSTEE FRANKE The Youth Committee will be holding a meeting on January 21, 2010 at 6:30 p.m. in the Chernick Conference Room with regards to the future direction of the Youth Committee and the 2010 Youth Committee Scholarships. Information should be available at the next meeting. 15. PARADE COMMITTEE - TRUSTEE CZARNIK Trustee Prochno reported for Trustee Czamik that the next meeting of the Parade Committee will be on Monday, February 1, 2010 at 5:30 p.m. in the lower level conference rooms of the Charles J. Zettek Municipal Complex. The Grand Marshals will be family members of active military personnel currently serving in our Armed Forces and we have also added a new Grand Marshal, Trustee Nancy Czamik for all her years of commitment on the Parade Committee. 16. PLAN COMMISSION - VILLAGE MANAGER No Report 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER No Report 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRULISSNER Trustee Lissner referenced the information he had announced at the last Village Board meeting about the cable television adapters, stating that a recap of all the information will be in the upcoming Village Newsletter and that the same information is posted on the Village website. Trustee Lissner mentioned that if you have Comcast Basic Cable, which consists of approximately twenty channels, an adapter box is not needed at this time. b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK Trustee Prochno reported that the next meeting of the Health & Community Service Board will be Wednesday, January 20, 2010 at 7:00 p.m. in the lower level of the Charles J. Zettek Municipal Building. I There will be a Blood Drive on January 23, 2010 from 8:00 a.m. until 12:30 p.m. If anyone needs additional information they can call the Health Department at 847-357-4240. Trustee Prochno stressed the importance of donating blood and encouraged everyone to donate. C. LIQUOR COMMISSION - MAYOR JOHNSON No Report 6 VBM 1-12-2010 d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON We will be having our Concert Series again this summer. Cowboy Jack is going to have his Rodeo again this year and is planning a Concert, so there will be five weeks of Concerts this year. e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON The Alexian Brothers Tour of Elk Grove will be July 30, 31 and August 1, 2010. 19. REPORT FROM THE VILLAGE CLERK No Report 20. UNFINISHED BUSINESS Village Board - None Village Attorney - None 21. REPORT FROM THE VILLAGE MANAGER No Report 22. NEW BUSINESS None Mayor Johnson stated that before going out to the audience this evening he wanted to announce there was a very special person in the audience. A gentleman who has probably attended more meetings in the past twenty years than anyone in the Village, Mr. Paul Petzold. Mr. Petzold has announced his retirement on January 22, 2010. Mayor Johnson congratulated him on behalf of the Village Board and invited Mr. Petzold to join him after hearing from the audience to gavel the meeting adjourned. AUDIENCE— 8:04 p.m. Mr. Joe Sparacino addressed the Mayor and Board regarding the Red Light Cameras. He questioned why Elk Grove Village is expanding the program and expressed his concerns regarding safety and the issuance of a ticket he received. Mayor Johnson explained the results of an analysis Elk Grove Village performed on the intersections where Red Light Cameras had been installed. The results showed a decrease in accidents by approximately thirty percent (30%) and the amount of tickets being issued declined significantly which shows that people are starting to follow the law and stop at red lights. Our intersections are becoming safer. The amount of money collected is not a large amount and is not the motive behind the cameras. The motive is to cut down on accidents. Mayor Johnson explained that the Police Department reviews all the films from the tickets that are issued by RedSpeed and that numerous tickets are not issued after they have been reviewed. Mayor Johnson invited Mr. Sparacino to meet with Commander Walsh of the Police Department to review his ticket and if the video shows that an effort to stop was made, the ticket would be dropped. Elk Grove Village is taking advantage of the technology available to make our streets safer. 7 VBM 1-12-2010 23.
