HomeMy WebLinkAboutPLAN COMMISSION - 12/27/1976 - VETERINARY OUT-PATIENT CLINIC MINUTES ELK GROVE VILLAGE PLAN COMMISSION December 27, 1976 The regular meeting of the Plan Commission was called to order by Chairman Shannon at 8: 15 p.m. on Monday, December 27, 1976, in the Council Chamber of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBERS ABSENT: William Shannon, Chairman None Leah Cummins STAFF PRESENT: John Glass Robert Callahan, Thomas Hamilton Building Supervisor Edward Hauser Richard Finn, Stanley Klyber Administrative Intern William Wesley Veterinary Out-Patient Clinic Shannon began the discussion by stating that to grant the veterinary clinic a special use permit would dilute the B-2 ordinance. Hauser noted that there was no proof that the veterinary service was really needed. Cummins continued this thought by stating that she was worried about what would happen to the property if the operation failed. A disagreement developed concerning the definition of a consumer service use under the B-2 ordinance. Hauser said that personal services do not include caring for animals . Wesley disagreed with this, and he suggested that there was no conflict. He felt that the veterinary clinic was within the legal requirements of the B-2 ordinance. Shannon referred to an October, 1973 memo dealing with a veterinary clinic located in the 1-1 District. According to the report, the Village Manager suggested that a special use permit with controls be issued. (See the October 1973 report for full details.) Hamilton expressed that the proposed veterinary clinic be allowed in the B-2 section with the conditions of the 1 -1 veterinary clinic and an added condition that the clinic be a self-supported building with no connecting buildings . Shannon further noted that an additional condition would be necessary because in a B-2 District, the owner could build to the lot line. Wesley stated that these changes would require a text amendment. He also suggested that the B-2 change should be made specifically for veterinary clinics. Hauser made the motion to change Article 5.5 for zoning the B-2 District as follows : Amend Section C (p. 35) to be relettered to Section E. Insert after Section B (p. 34) , the following: Section C. Conditional Uses : The following conditional uses are permitted: (add) Veterinary Out-Patient Clinics . Plan Commission Minutes - 2 - December 27, 1976 Section D. Prerequisites for Conditional Use: (add) Veterinary Out-Patient Clinics, subject to following condition: (a) There shall be no boarding of animals of any kind except for those animals so ill that the personal attention of a doctor of veterinary medicine is required, or those animals recovering from surgery, providing that any such boarding facility permitted be situated in the clinic and not attached thereto. (b) All business must be conducted within a completely enclosed building, and no outdoor kennel of any kind shall be permitted. Side and rear yard requirements shall be in accordance with the 1-1 District. (c) Incinerators , lime pits or other facilities for the destruction of animal waste or corpses or any type shall not be permitted. (d) Parking requirements shall be in accordance with Section 3.96 (c) (2) , Medical or Dental Clinics . Klyber seconded the motion. All present voted 'AYE' . Wheel Stops Shannon began the discussion by stating that the purpose of the text amendment is to remove the excessive burden which was placed on developers . Wesley suggested that they were mainly interested in preventing the protrusion of vehicles beyond the lot line. Hamilton argued that the protrusion was not the problem, rather the damage caused by cars rolling off the lots onto people's property was the major concern. Cummins made a motion that they approve the text amendment per- taining to the wheel stops . Hamilton seconded the motion. All present voted 'AYE' . Centex Industrial Park Unit No. 211 Cummins moved to approve the subdivision. Hamilton seconded the motion. All present voted 'AYE' . Next Meeting At the next meeting the Plan Commission acting as the Zoning Commission will conduct a Public Hearing concerning a special use permit for Greyhound Lines , Inc. at 2202 Landmeier Road (Docket 77-1 ) .
