HomeMy WebLinkAboutPLAN COMMISSION - 11/24/1976 - UNITED DEV CO/EAGLE DEKOVEN/SBL ROHLWING GROVE MINUTES ELK GROVE VILLAGE PLAN COMMISSION November 22, 1976 The regular meeting of the Plan Commission was called to order by Chairman Pro Tem William E. Shannon at 8: 10 p.m. on Monday, November 22, 1976, in the Council Chamber of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBERS ABSENT: William Shannon, Chm. Pro Tem Stanley Klyber William Wesley STAFF PRESENT: Edward Hauser Gary Parrin, Administrative Asst. Leah Cummins , Secretary Thomas Rettenbacher, Building Comr. Thomas Hamilton Robert Koop The Commissioners briefly discussed the letter received by Robert Koop on November 15, 1976. Shannon will be responding to the Village President and Board of Trustees on the points raised by Koop. The petitioner was asked to establish whether he is in the instrument approach zone. The Commission was concerned with the FAA's analysis of the tower location. This information was requested when Koop received his first special use permit. United Development Company The developers of the Village ori the Lake Condominiums requested to be placed on the Commission's agenda to discuss the final development of their property. Shannon replied that they will be placed on the Agenda for December 13, 1976. Eagle - DeKoven It was noted that the parking lot lights at the shopping center are excessively bright. Rettenbacher replied that the developer is testing the lights for ordinance compliance. SBL - Rohlwing Grove Unit No. 3 Hamilton said that the Village should approach the County to review their road development plans for the extension of Nerge Road. If completion of the road is nearing, it should be built by utilizing the open lot and having a smooth curve transition onto Devon Avenue rather than the proposed 'T' intersection. Any update to the Cook County road development plan for Devon Avenue should be submitted to the Village. In addition, the Barton-Aschman report shows the smooth transition of Nerge Road and Devon Avenue. Shannon created a Traffic Committee to discuss the layout of Nerge Road with the Village Manager. Members of the Committee are Shannon, Hamilton and Hauser. Hamilton asked if, before the developer starts construction of Nerge Road, the Village contacts the County and receives their con- currence on the smooth transition of Nerge Road onto Devon Avenue; will the developer build Nerge Road with the transition. Leo Lenahan t 0 Plan Commission Minutes - 2 - November 22, 1976 stated yes and would provide a letter to this effect Cummins moved to approve the plat of subdivision for Unit No. 3 since it is consistent with the previously approved plans and Annexation Agreement. Hauser seconded the motion. The Commission discussed the plat as it relates to the 'T' intersection of Nerge Road with Devon Avenue. The Commission recommends to the Village Board that the Village ask of the developer a letter of intent to the effect that, if the plans for a smooth transition of Nerge Road (as referred to in the Annexation Agreement) , through the 1 . 13 acre leave-out, can be developed and approved by the Village and Cook County prior to the time of construction of Nerge Road, then any and all funds intended for the construction of Nerge Road in its 'T' intersection configuration would instead be applied toward the construction of the new approved configuration. The developer indicated at this meeting that he would be willing to submit such a letter. Those voting Aye: Hamilton, Hauser, Cummins , Shannon; Abstain: Wesley. Centex Industrial Park Unit No. 209 A question on the flood plain arose and action on the plat was delayed until December 13, 1976. Centex Industrial Park Unit No. 210 Cummins moved to approve the subdivision. Hauser seconded the motion. All present voted Aye. The meeting adjourned at 11 :50 p.m. Submitted by: 'r.
