ELK GROVE VILLAGE PLAN COMMISSION

1 . The Chairman Pro Tem called the meeting to order and the Plan
Commission, sitting as a Zoning Board, heard the petition of
Mr. Robert Koop, President of K & K Koffee Service, Inc. , for
a Special Use Permit under Ordinance No. 942, Article 3, of
Section 3.32 to cover the construction of a 70-foot radio tower
and antenna at their new building, 900 Lively Boulevard in Elk
Grove Village. A full public record was made and is on file in
the Village Clerk's office, identified as Docket No. 76-10.
2. At 9: 12 p.m. the Plan Commission, again acting as a Zoning Commission,
heard Mr. Tom Rettenbacher's petition on behalf of the Village of
Elk Grove Village for a text amendment to Paragraph F of Section 3.94
regarding the design, development and maintenance of wheel stops .
A full public record was made of this transaction and is on file
in the Village Clerk's office, identified as Docket No. 76-11 .
3. Mr. Joe Cimino, accompanied by Mr. John Gullo, approached the Plan
Commission with an informal proposal covering 8.55 acres of
property north of the single family residences , and next to Wild
Oaks on Oakton. Mr. Gullo wants A-2 zoning for multi-family
development. The reason he is changing from his previous request
for 1-1 zoning, is that he prefers completion time of 11 years
for this new development, as compared to the 4 to 5 years it
would take for industrial development. The property is now zoned
R-5 (10,000 square feet) in the County. He wants to construct
6-flats on 7.31 acres ; the balance of 1 .23 acres would be for
new streets. It was explained to him that 1-1 is shown on our
Elk Grove Village Master Plan because the property in question
is underneath the flight path and residential occupancy would
be less than desirable from the standpoint of sound and a constant
threat to safety. No firm decisions were made.
4. Leah Cummins distributed a pro forma finding of facts to be
submitted to the Village Board in support of the decision the
Plan Commission made with respect to the petition to permit
animal out-patient clinics in B-2 business districts . She
requested that each Commissioner make suggested additions ,
deletions, or amendments of any nature which would more accurately
portray the findings of the Commission for the Village Board's
benefit.

5. Mr. Shannon shared the information that he had conveyed the names
of six prospective Plan Commission members to the Village President.
At 10:30 p.m. the meeting was adjourned.

SUBJECT: Plan Commission Quorum
I have been advised by the Village Attorney that a quorum,
predicated on the number of positions established by Ordinance for
the Plan Commission, is required in order to conduct Plan Commission
business. I can appreciate the difficulties which may arise due to
the recent resignations of two Commissioners, an existing vacancy
and the absence of a Commissioner while pursuing futher education.
However, five Commissioners must be present to receive evidence dur-
ing public hearings, take action on subdivision plats, site plans,
rezonings, etc.
The plat of subdivision for Rohlwing Grove Unit No. 3 will be
resubmitted to the Commission on Monday, November 8, since less than
a quorum was present to approve the plat on October 25. Arrangements
have been finalized for the Court Reporter and Petitioners-:to be
present for the two public hearings to be held Monday. Please notify
Marge Schwellenbach (Ext. 201 ) if there will be any difficulty in
having a quorum present Monday evening. Thank you.
