ELK GROVE VILLAGE PLAN COMMISSION
October 25, 1976

As the first order of business , Chairman Pro Tem Shannon read a letter
dated October 25, 1976 from John Woods , Secretary to the Board of
Directors of the Elk Grove Estates Homeowners ' Association. The letter
was addressed to Mr. Shannon, and its context was a request that the
matter of the Administration Building to be constructed on the Planned
Unit Development property, be held in abeyance pending further notice.
Mr. Shannon invited the people in the audience to stay through the
public hearing, for a discussion of the Administration Building. He
also congratulated them for their interest in the Plan Commission's
transactions, and mentioned that they could pursue that interest, if
they cared to, by applying for one of the vacancies on the Commission.
2. At 8: 15 P.M. Mr. Shannon and the Plan Commissioners , sitting as a
Zoning Board, conducted a public hearing on a text amendment to the
Zoning Ordinance #842, permitting coin operated amusement devices
and centers to be established in B-1 , B-2 and B-3 zoned districts .
A full transcript of this hearing is on file in the Village Clerk's
office, and is identified as Docket No. 76-9.
3• At 9:50 P.M. , the Plan Commission reconvened for a continuation of
its regular meeting.
Mr. Dan Smyczyns-kipresented himself as spokesman for the Walter
and Charles Avenues homeowners . Inasmuch as Mr. Smyczynski requested
that he be invited to future meetings in which the proposed
Administration Building is discussed by the Lake Estates Homeowners
or the Plan Commission, his address is being recorded here, for that

For the ensuing hour and ten minutes, the Plan Commission listened
to, and discussed with the audience, all the near and far-reaching
concerns they had with regard to the proposed building and parking
lot. Property value depreciation, aesthetic impact, safety, privacy
invasion, unauthorized congregation, crime potential hazzards were
the major concerns of the homeowners. Mr. Shannon said that we
represent the interest of all of the residents in the Village, and
that we would take another intensive look at the location of the
proposed building, and possibly come up with a decision that differs
from our last one - which was made without the benefit of the input
we received this night.

A 'gentleman in the audience, finally, indicated he had information
that the Lake Estates Homeowners were contemplating using a condominium
in Village on the Lake, for their administrative office purposes .
This appeared to everyone to be a very fine solution to the problem.
4. Rohlwing Grove Unit No. 3 - Lot No. 1
This section matches one of the building phases of the development.
It was explained that there presently exists some controversy
between the present owner and the farmer to the immediate north of
the subject property. In a strip which is approximately 68' wide
on the west side and approximately 48' wide on the east side of
the land that extends from Rohlwing Road (Route 53) 1-90, the deed
line is being contested. The farmer claims to have farmed this
strip for many years, and is reluctant to yield his occupancy to
the developer. The matter is in process of a declaratory judgement
of the courts . Pending the outcome, the Plan Commission's- recommenda-
tion to the Village Board will be held in abeyance.
Finding the plat, in other respects , to be conforming, it was moved
by Cummins , and seconded by Hamilton, that the Plan Commission
recommend approval to the Village Board. Voting Aye: Hamilton,
Shannon and Cummins . Abstaining was Commissioner Wesley.
The meeting was adjourned at 11 :20 P.M.
