HomeMy WebLinkAboutPLAN COMMISSION - 09/13/1976 - PUBLIC HEARING DOCKET 76-8 0 MINUTES ELK GROVE VILLAGE PLAN COMMISSION September 13, 1976 The regular meeting of the Plan Commission was called to order at 8: 10 p.m. on Monday, September 13, 1976 in the Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: STAFF PRESENT: William Shannon, Chm. Pro Tem Gary Parrin, Leah Cummins Administrative Assistant Stanley Klyber Dennis Pelegrimas , William Wesley Fire Protection Specialist Thomas Hamilton (8:20 p.m.) Thomas Rettenbacher, MEMBERS ABSENT: Building Commissioner Edward Hauser (9'45 P.m.) Warren Jacobsen Alvin Krasnow Public Hearing: Docket 76-8 John Williams, Attorney for Dr. Robert L. Mahr (Veter.i-narian) , was present to represent the petitioner. The petitioner is requesting a text amendment for a veterinary out-patient clinic in a B-2 district. The property to be utilized for the veterinary clinic is located 622' north of Devon Avenue, fronting Rohlwing Road. Cummins questioned whether the number of animals to be kept overnight at the clinic could be heard, particularly barking dogs . Dr. Mahr replied that there should be no problem due to the construction of the building and that relatively few animals will be kept overnight to cause noise problems. Wesley questioned the size of the property. Dr. Mahr replied that the clinic will be approximately 45' x 55' . The parking will most likely be in the front of the building. Wesley then questioned the type of screening to prevent head- lights from effecting residents on the west side of Rohlwing Road. He also recalled that SBL was to follow a particular landscap,ing. p:lan along Rohlwing to act as screening. Williams replied that most homes along Rohlwing have already erected fences. Shannon asked if odors would be a problem. Mahr stated that they must work in the building and consequently would keep the building clean. Full-time veterinary doctors are present to insure cleanliness . Wesley requested staff to provide the Commission with the subdivision plan or site plan for the SBL property in order to review the location of the Clinic in respect to the surrounding property. Shannon adjourned the hearing at 9: 12 p.m. and advised the petitioner that the Commission will take the testimony under advisement. A • • Plan Commission Minutes - 2 - September 13, 1976 Koenig's First Resubdivision The Assistant Village Engineer verified that the 100' Right of Way for Biesterfield Road was properly reflected on the plat. Klyber moved to approve the resubdivision. Wesley seconded the motion. All present voted 'AYE' . Re-Mi Foods Mr. Foster, representing Re-Mi Foods , is requesting the Plan Commission to answer on their petition for a text amendment. In order to build this year, they must obtain a building permit no later than September 29th. Re-Mi Foods submitted a letter to Pelegrimas with the following information: Monthly Water Use = 12 x monthly usage. 12 x 790,000 gallons/month = 9,480,000 gallons/year A water recycling device will be utilized with a recirculating capacity of 1200 gallons per minute. The water being conserved by use of the cooling tower is estimated at 2,100,000 gallons per month or 25,200,000 gallons per year. If need be, Shannon informed Foster that the Commission will hold a special meeting to expedite their response to Re-Mi Foods when the report from Polytechnic is available on their syrup processing odor. Elk Grove Townhouse Association: Parcel C A representative of the Association was present to inform the Plan Commission that repair work was started on Pahl Drive and of the townhouse area. Included in the repair work was the construction of extra parking stalls . The construction does not alter the required open space, but the Building Commissioner felt that the additional spaces alter the site plan. Consequently, a minor change must be presented to the Plan Commission for a recommendation to the Village Board. This meeting was for the information of the Plan Commission at this time. Centex Industrial Park Unit No. 205 This subdivision is not in the flood plain and meets the approval of the Village Engineer. Cummins moved to approve Unit No. 205. Klyber seconded the motion. All present voted 'AYE' . s-. Plan Commission Minutes - 3 - September 13, 1976 Winkle's Resubdivision Cummins moved to approve the resubdivision plat . Hamilton seconded the motion. Those voting 'AYE' : Shannon, Hamilton Cummins ; 'NAY' : Wesley, Klyber. Columbia Resubdivision Hamilton moved to approve the resubdivision. Cummins seconded the motion. All present voted 'AYE' .
