MINUTES
ELK GROVE VILLAGE PLAN COMMISSION
June 28, 1976
The regular meeting of the Plan Commission was called to
order at 8: 12 p.m. in the Multi-Purpose Room of the Municipal Building,
901 Wellington Avenue.

Elk Grove Town Estates
The subdivision plat for Elk Grove Town Estates was submitted
to the Building Commission for review and comment. The Commissioner
noted that :
1 . Easement notations should state that they will be
underground.
2. Lot 3 should be verified that it meets the 60' front
easement.
3. Side yard and rear yard setback lines should not be
designated at this time. Placement of the buildings
will determine their designation.
The developer replied to the third comment by the Building
Commissioner by stating that the side yard and rear yard setbacks were
shown to aid the Engineering Department in determining necessary easements .
Shannon asked the Village Engineer to inform the Commission
on the possible solution to the sewage backup problems. Ciaglia felt
that if sewage from the development could be detained during wet weather
and released into the existing system during dry weather, there would
be no adverse effect on the Wildwood-Shadywood area. The developer
noted that he would retain whatever amount the Village requests .
Jacobsen asked Ciaglia the amount which should be contained
during wet weather. Ciaglia answered that a holding facility should
be able to retain three days of sewage.
The developers are contemplating the use of one tank to
service the 36 townhouse units . The design will be submitted to the
Engineer for approval .
Hauser asked Ciaglia if he foresees any problems. Ciaglia
replied that the developer must first obtain E.P.A. and M.S.D. permits.
Their approval should mean that the holding tank proposed is workable.

Odor problems and pumping the sewage out of the tank would be some of
the problems , but the Engineer felt that these could be overcome.
Willis added that it is a highly optimistic view that the
O'Hare Treatment Plant will be operational by 1979. He felt that a
more realistic completion time is in 1981 .
Arvidson
Arvidson's Engineer said that he met with Ciaglia who
informed him that the developer would have to store all sewage during
wet weather flows , including their average daily sewage. Arvidson inter-
jected that he will detain whatever amount of sewage the Engineer
determines .
Hauser mentioned that water is also a concern. Willis answered
by stating that the sprinkling ban is in force and will remain to
alleviate water shortage problems. In addition, the construction of
additional wells will enable the Village to continue supplying sufficient
water.
Hauser asked Willis if the sprinkling ban will cure our water
shortage occurences. Willis stated that the total sprinkling ban should
save 340,000 gallons per day. Alleviation of the problem depends on
how the public reacts to the sprinkling ban and how they face low water
pressure situations . Willis added that the Village has sufficient
water to meet the needs for human consumption and industrial use and
future development.
Shannon queried if additional efforts are being pursued.
Willis answered that the Village, through SHARE + 3, is cooperating
with seven other municipalities to obtain Lake Michigan water through
the City of Chicago. SHARE + 3 is developing preliminary engineering
and financing plans . Water shortages will persist until the Village
is given an allocation of Lake Michigan water.
Willis also added that sanitary sewage backup is not totally
a Village problem. It is an M.S.D. problem they' re trying to solve,
but for ten years Des Plaines has kept the building of a treatment
plant from occurring.
Hauser said that the Commission's concern was not to magnify
the problem in Section 1-E. Willis said any development will add to
the problem. The practical solution was presented - hold the sewage
during wet weather.
Duane Dial , a resident on Berkenshire, asked what will occur
with smell . Arvidson's Engineer said that the tank will be properly
vented and the tank is to be cleaned after each usage during wet flows.
Mr. Dial also asked about storm water runoff. The reply was that they
will retain all water which presently occurs naturally on the property.
Ciaglia added that the flood ordinance requirements will effectively
regulate storm water on the Arvidson property.
Tom O' Brien, 1270 Berkenshire, asked the type of provisions
which will be followed to make the lake areas safe, particularly since
one of the lakes comes close to his property. Arvidson's Engineer said
that the high water mark will be 35-40 feet from his property line.
The lake is designed with a 46' wide safety slope below the surface

of the water and three horizontal to one vertical design slope.
Depth requirements and water flow will keep the water from
becoming stagnant, added Ciaglia.
Cummins mentioned that the North Cook County Soil and Water
Conservation District report, which states the proposal should be
denied and examined as a potential water retention site, need not be
followed since the Village has soil and erosion control regulations
of its own.
Cummins moved to approve the Arvidson Silver Streams proposal
provided that a holding tank with a three-day capacity be utilized and
said tank meets with the approval of the Village Engineer. Krasnow
seconded the motion. Those voting 'AYE' : Cummins , Klyber, Krasnow,
Jacobsen; 'NAY' : Hauser. The special use permit was approved .
Elk Grove Town Estates
Klyber moved to approve the Elk Grove Estates Townhouse
tentative -plat of subdivision provided that a holdin4^� constructed
which holds three days of sewage and meets the approval of the Village
Engineer. Krasnow seconded the motion. Those voting 'AYE' : Jacobsen,
Klyber, Krasnow, Cummins ; 'NAY' : Hauser. The tentative plat was approved.
Plat of Vacation of Easement on Tonne Road
The Village Engineer reported to the Commission, in reply to
their inquiry from the June 14, 1976 Plan Commission meeting, that the
easement is not necessary and presently has no utilities in it.
Klyber moved to approve the plat of vacation. Cummins
seconded. All present voted 'AYE' .
Centex Industrial Park Unit No. 203
Approval of the above plat of vacation was necessary to
subdivide the property. Krasnow moved to approve the subdivision.
Cummins seconded. All present voted 'AYE' .
Higgins Industrial Park Unit No. 176
The Village's flood plain ordinance adequately provides for
retention.
Klyber moved to approve Higgins Industrial Park Unit No. 176,
Krasnow seconded. Those voting 'AYE' : Klyber, Krasnow; 'NAY' : Jacobsen,
Hauser, Cummins , Shannon. Shannon's denial was based on the lack of
compensatory storage.
Winkle's Resubdivision
The resubdivision would be for property located at the
northeast corner of Oakwood Drive and Arlington Heights Road. Three
lots were shown with two being 6,600 square feet and one is 7,700

square feet. Winkle mentioned that the lots meet and surpasses the
6,500 square foot lot size which was in effect when that section of
the Village was constructed. Rettenbacher suggested that the Village
Attorney be asked to determine if the old zoning ordinance requirements
of 6,500 square foot lots is applicable or if the lots must meet the
7,500 square foot requirements of Ordinance No. 842.
Klyber moved to TABLE consideration of the resubdivision in
order to ask the Village Attorney if the lot size applicable to the
property follows the old zoning requirements or the new zoning
ordinance which provides for a minimum lot area of 7,500 square feet.
Krasnow seconded the motion. All present voted 'AYE' .
Centex Industrial Park Unit No. 204
Cummins moved to approve Unit No. 204. Hauser seconded the
motion. All present voted 'AYE' .
Centex Industrial Park Unit Nos. 205 s 206
Calkins informed the Commission that a resubdivision would
be needed for both units. He will submit new subdivision plats to the
Village.
Higgins Industrial Park Unit No. 177
This property also requires a resubdivision. The lot does
not meet the minimum lot size. A new plat will be submitted by the
developer.
Elks Lodge Special Use Permit
The Elks submitted a letter from the Robertshaw Controls
Company (190 Gorden Street) which gave permission to the Elks for
use of their parking lot.
Cummins moved to approve the permit. Jacobsen seconded.
All present voted 'AYE' .
Epstein's Resubdivision
Easements were shown on the plat for egress and ingress for
public and private use. Klyber moved to approve the plat reflecting
the easement. Cummins seconded the motion.
Hauser questioned if headlights will effect oncoming cars on
Landmeier Road. Rettenbacher replied that we could require some kind
of screening should there be a problem.
All present voted ''AYE' .
