ELK GROVE VILLAGE PLAN COMMISSION
SPECIAL MEETING
April 6, 1976
The special meeting of the Plan Commission was called to order
at 8:29 P.M. on Tuesday, April 6, 1976 in the Staff Conference Room of
the Municipal Building, 901 Wellington Avenue.

Bilheimer explained that Centex and the Park District had agreed
on a 13 net acre site as shown on the tentative plat of Section 22 -
Winston Grove (dated 4/5/76) . This parcel is located west of the Fire
Station Site and butting the Public Works Site. Access is available
from the extension of Biesterfield Road, Nebraska Drive, and Wisconsin
Lane. Centex also included those sites in the parcel that had been a
concern of the Commission (3/22/76) and which once would have been lots
for single family homes . Bilheimer further added that the buffer, called
for to slow down easy access from Schaumburg, had been built, that Centex
had received official acceptance of the Public Works site, as well as
provisional acceptance of the Well Site subject to minor changes .
Street Configuration

Rettenbacher explained that he had met with the Fire Chief, and
that Captain Henrici had stated that he had been given a layout and
applied the street names as shown. Hamilton stated that he felt
written input was needed from the Fire Department. The Department's
concern seemed to be one of house numbering in relation to emergency
response time. The Commission made recommendations concerning the
changing of street names to avoid confusion. They are:
Michigan Lane becomes Nebraska Drive
Minnesota Drive becomes Indiana Lane
Arkansas Drive becomes Virginia Drive
Mississippi Lane becomes Kentucky Lane
South 1/2 of Wisconsin Lane becomes Missouri Drive

Rettenbacher informed the Commission that N-S streets were generally
called lanes and E-W streets were drives . Hamilton reiterated his
concern regarding cooperation between the Plan Commission and the Fire
Department, expressing his desire to meet with the Department at any
time. He asked that the Department report to the Commission if the
above-mentioned recommendations posed numbering or response time
problems .
The problem of renaming courts after streets was brought up. Ives
stated that all problems could be solved by naming the longest cul-de-sac
after the street it is attached to. (e.g. Bismark Court becomes Wisconsin
Court.) Other recommendations were:
Richmond Court becomes Virginia Court
Joplin Circle becomes Missouri Circle
Mobile Circle becomes Alabama Circle
Orleans Court becomes Louisiana Court
Memphis Circle becomes Tennessee Circle
Jackson Circle becomes Kentucky Circle
Bismark Court becomes Wisconsin Court
Omaha Court becomes Nebraska Court
Hamilton stated that these recommendations would cure problems of incon-
sistency and citizen confusion and asked Mullen to change maps accordingly,
and submit it to the Fire Chief.
Bilheimer stated that Centex had also conformed to the Building
Department specifications of 10' rear yard easements , and 7.5 side yard
easements .
Commercial areas were then discussed. Hauser said that the commercial
areas seemed to be logical extensions of what should be, noting the set-
back requirements for B-3 zoning. Hamilton stated that Nebraska Drive
angled beforeit reached the extension of Biesterfield Road (as shown on
sheet #1 of Tentative Plat of 4/5/76) . He asked if this would necessarily
mean that Biesterfield won' t be straight. Ives replied that it necessarily
didn' t, stating that if the R-5 area was developed as proposed , then
Biesterfield could take a small curve and then straighten out farther West.
In terms of soil conditions , Ives felt that Biesterfield could extend
straight West, but that an additional problem could be encountered.
Biesterfield Road extends into Schaumburg, and securing Schaumburg's
guarantee for services for the half-street dedication could be difficult.
Rettenbacher asked about the provisions for Block 1 , Lot 1 , as shown on
the 4/5/76 Plat. Ives stated that R-3 zoning could be secured, adding
that it will be part of the legal description for Section 22. Hamilton
asked why Biesterfield Road was half dedicated. He wondered why all of
Biesterfield wasn' t in Section 22. Rettenbacher asked if 1/2 of Biesterfield
was to be built with Section 22, and 1/2 with the proposed R-5 section.
Bilheimer replied that Centex would prefer to put it in 1/2 at a time,
adding that the half street would be 20 feet which could accommodate two
moving lanes . Ives commented that a normal pad was 28 feet. Possible
curb and gutter problems , caused by Biesterfield's nebulous width,
caused Centex' reluctance to put in the full 40 feet. He conceded .by
saying that Biesterfield is not expected to be heavily travelled. Hauser
felt the curb and gutter argument should be tempered by the fact that
the curb and gutters had to go in eventually anyway. Rettenbacher added
that the curb and gutter would stabilize the street , and asked what would

happen if completion took six years. Hauser asked for an interpretation
of Biesterfield Road beyond Meacham Road. Rettenbacher stated that it
would be a residential collector street, required to be 40' . Hamilton
stated that dedication lAn.e should be moved over into the R-5 area so
that the street could be built. Bilheimer stated that the plat would
be amended, that the sites for Public Works and the Fire Department
were the main access concerns right now, and that construction would
be timed with road use. Rettenbacher stated that the Commission could
recommend to the Village Board an 80 foot width, and that if the Village
Board wanted 100 feet, they would ask for it. Bilheimer stated the
100 foot width was not needed, and felt that a decision should be made
by the Commission without delay. Hamilton felt that a decision could
be made by default, explaining that if the proposal goes to the Village
Board stating an 80 foot width, then non-acceptance of that proposal
would constitute a decision to prevent Biesterfield from becoming a
thoroughfare. Klyber replied that the Village Board did not seem to
want it as a thoroughfare. Hamilton replied that the Village Board
seemed to favor an interchange of 1-90 from Biesterfield, and that a
thoroughfare would not be built if 100 feet was not specified. Klyber
replied that the interchange was not needed. Hamilton answered that
problems of access to Alexian Brothers Medical Center must be considered,
in light of his belief that there will be no interchange at Thorndale
Avenue. Hamilton and Rettenbacher then entered into a discussion of
Landmeier being built with an 80 foot width, which eventually caused
numerous problems . Hauser stated that there was no access problem,
and Klyber, Bilheimer, and Jacobson agreed . Hauser further stated that
if an entrance to the Forest Preserve Area was obtained, the interchange
would not be needed. Hamilton said that he believed there were to be
four entrances - 2 on the North and 2 on the South - to serve both the
Lake and the Ski Hill . Hauser felt it•was a decision of the Village
Board. Hamilton sought a 90 foot compromise. Bilheimer stated that
the Board should make its own decision. Hamilton proposed the recommen-
dation state 100 feet , rationalizing that the Village Board would cut
it if they wanted to. He asked if anyone had knowledge of any action
concerning the Interchange on the part of the Federal Government.
McCabe felt that the delay would be too great. Bilheimer stated that
Biesterfield was to be 100 feet to Meacham, and 80 feet from Meacham on.
Klyber moved to submit it at 80 feet. Jacobson seconded. Hamilton
sought to add the statement that an 80 foot right-of-way would preclude
Biesterfield from becoming a major arterial and that it would become a
residential collector. All present voted "Aye".
Hauser asked if sidewalks on Biesterfield were to be laid on both
sides of the street. Rettenbacher stated that it was not.
Rettenbacher asked about the dedication of Meacham Road. There
appeared to be a void between Cindy Lane and Virginia Drive. He also
asked about the continuation of Virginia Drive to Meacham Road. Ives
answered that it was proposed as R.O.W. for the Elgin - O' Hare Expressway.
Bilheimer stated that there will be a dedication amendment entered into
the legal definition of Section 22, dedicating the entire access way
to Meacham, and building Virginia Road to meet and cross the existing
Meacham Road. Rettenbacher stated that a greater dedication for the
R.O.W. than 50' was called for, adding that 120 feet was needed for
Meacham Road south of Nerge. Ives stated that Centex was in possession

of a letter from the County Department of Highways stating that 50 feet
was an acceptable width. Bilheimer felt that if the County approved ,
then 50 feet should be seen as acceptable. Hamilton felt that the
important criterion to be considered was what is best for the Village.
Wesley felt that 120 feet would be needed on all of Meacham Road,
stating that the charts signified 50 feet for one side, and 65 feet on
the other. Ives answered that the intersection from the center line
of Meacham was equal to 60 feet but that Meacham Road drastically trun-
cated as it proceeded north. The location of Meacham Road, as shown
on the plat, was determined from information derived from the County,
Ives stated. Burton added that the Department of Transportation knew
of the 110 foot width and approved of it. He emphasized that the
widths were not parallel to the center line, pointing out that a 65.82
foot width existed slightly north of the Meacham - Nerge intersection.
He also stated that north of Nerge on Meacham was County jurisdiction,
and south of Nerge was state jurisdiction. Wesley asked if there was
any way to get 60 feet on both sides , and whether the State could
build a 110 foot road. Ives replied that the situation existed because
of the Elgin - O'Hare, and that even if you put a 70 foot width on one
side, it still wouldn' t be possible. Rettenbacher stated that the State
could build the 110 foot road. Wesley asked if the Village was
accepting the 4.3 acre park as shown on the plat. Hauser said that
a Mr. Lindley, engineering consultant for the Park District,
would meet with the Public Works Director to discuss any possible soil
or drainage problems. He also stated that no special maintenance
equipment would berneeded. Bilheimer agreed to this , stating that
Centex would grade and seed it. Wesley asked Rettenbacher if Village
ordinances showed a requirement on the part of the developer. to finish
detention. Rettenbacher informed him that the Engineering Department
would have to be consulted. Wesley felt that this requirement should
be known now, calling the present condition of the Park a swamp. Hauser
felt that input was needed from the Lindley - Ciaglia, and Lindley -
Centex negotiations. Klyber moved that the Plan Commission approve the
tentative Plat of Section 22 (Sheet 1 dated 4/5/76, Sheets 2 & 3 dated
4/6/76) , in accordance with these provisions :
(1) That Mr. Lindley meet with Don Ciaglia concerning the condition
of the parcels considered as dedicated parks .
(2) That the street configuration and names recommended by the
Commission be checked with Chief Henrici , and that he be asked to submit
written input to the Commission on this matter.
(3) That a full dedication of Biesterfield Road from Meacham Road
to the rear of Lot I in Block 1 (4/5/76 Plat) be included in Section 22.
(4) That the required 120 foot R.O.W. for Meacham Road will be shown
on the final plat.
Krasnow seconded. All but Wesley voted "Aye". Wesley abstained.
Klyber moved for adjournment. Jacobson seconded. All present voted
"Aye". The meeting adjourned at 10:07 P.M.
