ELK GROVE VILLAGE PLAN COMMISSION
March 8, 1976
The regular meeting of the Plan Commission was called to order
at 8:13 p.m. on Monday, March 8, 1976 in the Staff Conference Room of
the Municipal Building, 901 Wellington Avenue.

New Business
Notification of Public Hearings were as follows :
A. DuPage County Board of Appeals on March 18, 1976 concerning a
radio tower to be built between Busse Road and Elmhurst
Road, west of Ellis Street and south of Devon Avenue.
B. Cook County Hearing on March 12, 1976 concerning the application
for industrial zoning of a 9 acre small industrial center
belonging to John Gullo. This property is located north of
Oakton and west of Higgins . Hamilton moved that Gullo be
notified to either annex to Elk Grove Village , or risk
opposition from the Plan Commission for County industrial
zoning. Hauser seconded. All but Klyber voted "Aye".
A letter from the law firm of Gaines, Boyer, and Shepp was intro-
duced petitioning the Plan Commission to extend the 5 year annexation
privileges given to the Triton Industrial Park on June 10, 1969. The
Triton Industrial Park is seeking a five year extension period to complete
the development of Parcel 5 as cited in Resolution 58-69 passed May 20,
1969. Mr. Shannon instructed the Administrative Intern to find out
whether this matter was the concern of the Village Board or the Plan
Commission.
A motion was made by Chairman Shannon to correct the minutes of
the February 23, 1976 Plan Commission notes to read "80 units on 12. 1
acres" instead of "80 units on 20 acres" in the section on Rountree
Commons . Klyber seconded. All voted "Aye".
Arvidson's Silver Streams
Mr. Rettenbacher informed the Commission that the drawings submitted
by Arvidson did not resemble the final plat in a strong enough manner to
warrant Commission action. Shannon recommended that Arvidson be notified
of the Commission's desire to have him resubmit detailed drawings .

Section 22 - Centex
Rick Burton, Steve Bilheimer, and Mike Ives were present to discuss
the departmental reports of preliminary review.
Some of the major problem areas were:
- The plan to leave out lots 52 and 53, that Alabama Drive may
someday extend to Meacham Road was questioned in the light
of a Department of Transporation map showing that the area
will be access controlled.
- Centex stated that it had corrected its plats to read minimum
rear yard easements of 10 feet , and minimum side yards of
7.5 feet.
- The Capital Improvement Committee had , according to Bilheimer,
accepted the proposed Public Works site. The Commission
requested official notification of the decision.
- Mullen was instructed to work with Chief Henrici of the Fire
Department to ease the possible situation of confusing
street names. Discussion should be towards retaining the
policy of naming a court after a street and alleviating the
problem of residential streets that curve and change names
(e.g. Wisconsin - Dakota) .
- Centex countered a Police Department argument of Section 22
traffic restricted to one arterial road by naming such roads
as northbound Arkansas and Wisconsin for those residents
south of Nerge and west of Meacham. Eastbound Virginia was
also named as a possible access.
- The plat did not show any intended business uses. Hamilton
stated that acceptance of the plat would be acceptance of
business rezoning, due to the fronting of Meacham and Nerge
Road.
- The Commission asked Centex to consider the possible task of
underground utilities installation. Centex felt that
Commonwealth Edison should be contacted.
- A discussion of the confusion stemming from Centex's use of
(1 ) "net and gross" area figures , (2) plat markings of
' Proposed IAV,', and (3) use of total average lot size
figures resulted in Centex's assurance that the indicated
R.O.W. would in fact be dedicated and closer inspection
of actual numbers of homes with "average lot size" or
greater.
Section 22 - Park Site
Ed Hauser reported to the Plan Commission on the progress of negotiations
between the Park District and Centex concerning park sites . Centex's
proposed sites were rejected by the Park District on the basis of possible
Biesterfield Road extension, and the fact that it extended beyond Section 22.
Sites proposed by the Park District, as indicated by Hauser on the Vale
Tract, were rejected by Centex. The two groups are to meet again. Hamilton
suggested that the best site would be on Meacham Road due to the factors
of easy access and distance from the Schaumburg Park District.
It was recommended that a special meeting was needed on March 16th
at 8:00 p.m. to continue discussion.

Rountree Commons
Bill Lawrence, F. Columbia , J. Gagliano, Rick Wolchuck, Sam La Susa
and (mow Storino were present to discuss their response to the Commission' s
comments of February 23, 1976.
The Commission questioned the request for approval for a 94 unit
plan considering the request before the Village Board for 90 units and
the record of the Plan Commission, showing 80 units. The Commission
felt that these problems were connected with the overall density of
94 units :
- Soil borings needed to test conditions for building near the
retention pond.
- Residents from units next to Home Avenue backing into the
street.
- Increased "visual congestion" due to the 14 unit increase.
William Wesley moved that the Commission recommend to the Village
Board to deny the proposed expansion to 94 units proposed by the
developers based on a review of the plat. Klyber seconded. All voted
"Aye"
The meeting adjourned at 11 :56 p.m.
