HomeMy WebLinkAboutPLAN COMMISSION - 01/12/1976 - SHOPPING CENTER 1000 HIGGINS RD MINUTES ELK GROVE VILLAGE PLAN COMMISSION January 12 , 1976 The regular meeting of the Plan Commission was called to order at 8:10 P.M. on Monday, January 12, 1976, in the Staff Conference Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: STAFF PRESENT: William Shannon Joseph Misurelli, Alvin Krasnow Administrative Intern Stanley Klyber Thomas Rettenbacher, Edward Hauser Building Commissioner Warren Jacobsen William Wesley Thomas Hamilton (8:27) MEMBERS ABSENT: Leah Cummins Special Location Parking Plan Robert Niemec, developer of the "Mini" Shopping Center at 1000 Higgins Road appeared before the Commission to request considera- tion of a special location parking plan for the Shopping Center. Niemec desires to utilize unused parking area adjacent to the Shopping Center in an industrial development owned by Mr. Niemec directly behind the Shopping Center. The available parking (in the abutting industrial lot) would be used to fulfill zoning requirements for parking for retail uses in the shopping center that ordinarily would require parking in addition to that available within the shopping center. Niemec explained the economic difficulties resultant from the parking provisions of the Zoning Ordinance. Space in the "mini" center cannot presently be leased to conforming uses since required parking for those uses is not available in the center's lot. Hamilton thought the parking requirements of the Zoning Ordinance too severe, and thus had no objection to the plan. Wesley had no objection, stating that the special parking provision would solve the problem in this case. Shannon noted that the consensus of the Commission was approval of the special parking plan. Niemec will have plats prepared for formal consideration of the plan. Arvidson Proposal Joe Arvidson, land planner Mike Beitzel and attorney Tom O'Brien presented a revised plan for the 30-acre Arvidson tract located along Plan Commission Minutes - 2 - January 12, 1976 Devon Avenue, north of Berkenshire Avenue. A copy of the revised plan is in the Trustees' Conference Room. The plan incorporates the open space calculation including the provision for a 30-foot building envelope. The previous preliminary plan did not conform to this requirement of the Zoning Ordinance. With this revision, 30 dwelling units (5 buildings) in townhouses were eliminated. Twelve (12) additional units to the mid-rise buildings resulted in a net loss of 18 dwelling units. The present revised plan includes 366 units with a density of 14 units per acre. 50% of the development is in open space as defined by the Zoning Ordinance and 66% is unbuilt, unpaved upon land. One lake was enlarged and a large open space area (one acre) was added. The development would utilize dedicated public streets, built to Village specifications with private parking areas. The 2 to 1 parking ratio is maintained as per the Zoning Ordinance. Seventy- two (72) of the parking stalls are inside buildings. Parking is provided for the recreation building. Rettenbacher questioned provisions for recreational vehicles and maintenance vehicles. Beitzel replied that maintenance equip- ment would be stored in the recreation building. Arvidson noted provisions would be arranged for special areas for recreational vehicles. Hauser asked whether Homeowners' Associations would be a factor in the development. Arvidson suggested either dedication to Park District and then leasing back to the Homeowners' Association for maintenance, or a lowered assessed valuation for common open space as possible solutions. Shannon noted the Commission's pleasure with the direction the development's planning has taken, and that the concept behind the development was agreeable to the Commission. He suggested Arvidson look into the proposed flood control ordinance, dumpster stations, and common open space maintenance solutions in preparation for consideration of more detailed plans. Slauf-Novak Lot Hamilton moved to approve a plat of vacation of easement for the Slauf-Novak property. Klyber seconded. The plat is to vacate an easement in which part of a building had inadvertently been constructed. The vacation would reduce the easement from 10' to 8' . All utilities and the Village Engineer approved the vacation of easement for the property which is not in the flood plain. All pre- sent voted "aye" on the motion to approve the plat. Eli and Dina Field Resubdivision Action on the Eli and Dina Field Resubdivision was deferrdd due to an incorrect plat. The plat of the property, located on Greenleaf Avenue between Route 83 and Nicholas Blvd. , did not include lot or unit numbers. Plan Commission Minutes - 3 - January 12, 1976 Telar 2nd Resubdivision Wesley moved to approve the second resubdivision of the Telar property in Mayfair Industrial Park. The property, located on Martin Lane north of Higgins, is not in the flood plain. Jacobsen seconded the motion for approval. All present voted "aye. " Plat of Easement along Thorndale Ave. Krasnow moved approval of the plat of easement along Thorndale Avenue, east of Lively in the Trammell Crow subdivision. Hamilton seconded. All present voted "aye." Section 22 Centex will present a plan for Section 22, located south of Nerge Road and west of Meacham Road, at the January 26 regular Plan Commission meeting. The plan is for detached single-family residential development. Planning Cooperation Shannon announced that the Mayor and Plan Commission of Roselle had requested a joint meeting with the Plan Commission to discuss plans for respective Village developments in the area bounded by Meacham, Nerge and Plum Grove Roads and the DuPage-Cook County Line. Since Section 22 is a portion of this area, Shannon will invite the Mayor and Plan._Commission of Roselle to the January 26th meeting to discuss development in this area. * * * * * * * * * * * * * The meeting adjourned at 10:15 P.M.
