HomeMy WebLinkAboutPLAN COMMISSION - 11/02/1977 - CONVENIENCE SHOPPING CTR Minutes Elk Grove Village Plan Commission November 2, 1977 The regular meeting of the Plan Commission was called to order by Chairman Shannon at 8: 15 p.m. on Wednesday, November 2, 1977 in the Council Chamber of the Municipal Building, 901 Wellington Avenue, Elk Grove Village. MEMBERS PRESENT: STAFF PRESENT: William Shannon, Chairman Thomas Rettenbacher (8:45 p.m.) , Leah Cummins, Secretary Building Commissioner John Glass Richard M. Finn, Thomas Hamilton Asministrative Assistant Edward Hauser (8:25 p.m.) James Petri William Wesley (8:55 p.m.) Public Hearing - Docket 77-12: Convenience Shopping Center The Plan Commission, acting as a Zoning Commission, continued a Public Hearing to consider evidence for the establishment of a Convenience Shopping Center at the southwest corner of Meacham Road and Biesterfield Road. The petition was requesting the subject property be rezoned from R-3, Residential District, to B-2, General Business District. Mr. Calkins and Mr. Lanahan were present to represent the petitioner. Calkins stated that the petitioner had made a complete presentation at the first Public Hearing (8-3-77) and there was nothing to add to the presentation. Shannon noted that during the original Public Hearing it was determined that the subject property abutted residential property and therefore a 75 foot setback would be required if the rezoning were approved. However, Shannon suggested that the issue was further complicated with the fact that the proposed structure would actually be abutting the Village's new Fire Station and the proposed Public Works building. Shannon stated that the Village Attorney had instructed the Plan Commission on how to handle the 75 foot setback question. Shannon noted that the Attorney suggested that the Plan Commission and the Zoning Board of Appeals should handle their specific area of interest separately. Shannon stated that the Plan Commission would act upon the information presented during the hearing and send their recommendation to the Village Board. Upon receiving the recommendation, the Village Board, if they wished to pursue the authorization of the rezoning, could direct the Village Attorney to prepare an ordinance. Once this action was made a meeting for the Zoning Board of Appeals could be set up to consider the 75 foot setback variation. Hamilton began the questioning by asking if the petitioner would provide landscaping for the proposed site. Calkins stated that land- scaping would be provided. Hamilton continued by asking how the petitioner intended to supply outside lighting for the proposed facility. Lanahan stated that they would downgrade the outside lighting, thereby reducing the annoying glare. Plan Commission Minutes - 2 - November 2, 1977 Convenience Shopping Center (continued) Glass asked if there would be any conflict between the loading space areas and the driveway entering into the proposed development. Lanahan stated that there would be no conflict since most of the proposed stores would be small . Glass next asked if there would be enough space to allow trucks to turn around once they are in the loading area. Lanahan stated that enough space was available to allow trucks to turn around. At this point Shannon concluded the Public Hearing and he noted that the Plan Commission would take the petitioner's request under advisement. Docket 77-20 - Text Amendment: Ambulatory Surgical Treatment Centers Trustee Edward Kenna, George Knickerbocker, Village Attorney, and Thomas Rettenbacher, Building Commissioner, were present to represent the petitioner, the Village of Elk Grove Village. The petitioners were requesting a Text Amendment to Section 5.5 of the Zoning Ordinance, to amend the Village's B-2, General Business District, as outlined in the legal notice published in the local paper. Trustee Kenna began the presentation by noting that the Public Hearing was not concerning a particular piece of property but rather it was a matter of zoning. Kenna noted that it was the petitioners contention that any ambulatory surgical treatment center at present was not legal in the Village. Marathon Subdivision Shannon noted that the Engineering and Building Departments had approved the Marathon Subdivision. Hamilton made a motion to recommend approval of the plat. Wesley seconded the motion. All present voted 'Aye' . Elk Grove Industrial Park Unit No. 17 Shannon noted that no Soil and Water Report was needed and every- thing seemed to be in order. Cummins made a motion to recommend approval of the plat. Glass seconded the motion. Voting 'Aye' : Shannon, Cummins, Hauser, Petri , Glass and Wesley. Abstaining: Hamilton. Centex Industrial Park Unit No. 221 Shannon stated that everything was in order pertaining to Centex Industrial Park Unit No. 221 . Petri made a motion to recommend approval of the plat.
