Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter,Jeffrey C. Franke, Samuel L. Lissner,James P. Petri, Christine K. Prochno A Quorum was present. Also present: Village Manager Raymond R. Rummel,Village Attorney George B. Knickerbocker and Village Clerk Loretta M. Murphy 2. INVOCATION - PASTOR JINTAEK CHUNG,TRINITY GOSPEL PLEDGE OF ALLEGIANCE 3.APPROVAL OF MINUTES OF MAY 9, 2017- Motion to approve the Minutes of the Regular Village Board Meeting held on May 9, 2017 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED 4. MAYOR&BOARD OF TRUSTEES' REPORT- Mayor Craig Johnson - The report tonight will be quick so we can get to the Oaths of Office for the newly elected officials. May 13 - Mikerphone Brewery"Pale Pauper Day" event. Mayor Johnson stated that the Pale Pauper Day event went very well and the owner will be at the June 20th meeting to present a check to the VFW. May 22 - Customer Service Planning Tollway Meeting. The Tollway discussed possibly extending Route 53 into Lake County. May 23 - State of the Village. Mayor Johnson delivered the State of the Village Address to the Elk Grove Chamber and Greater O'Hare Association at the Belvedere. The Mayor stated that the Village is in the midst of a land swap between the Township and Elk Grove Village where the Township will take over the Village's Public Works facility, 600 Landmeier and the Village will take over the Township property, 711 Chelmsford where the day care facility and park is currently located. We will not continue the use of that property but will sell the property and the funds will be used for the new Public Works facility. The use of the old Township facility will remain the same. Mayor Johnson asked if the JPZ Committee could review a foster dog training program as their first item of business. There was an incident with a foster dog that was not handled properly and caused some problems. The Mayor's understanding is when people get foster dogs they are not required to have any training on handling certain dogs. Foster dog care is great and is definitely needed but there should be some instruction on how to care for the dogs and an ordinance may need to be considered. Mayor Johnson asked if the Village Board was in agreement with the JPZ Committee reviewing this request. The Village Board agreed and the Chairman of the JPZ will look into the matter. Trustee Franke- No Report. Trustee Lissner- No Report. Trustee Petri - No Report. Trustee Czarnik- Congratulations to the six winners of the Frank J. Czarnik Memorial Scholarships. The $1,000 awards will be given to Mary Ann Cortese (St.Viator High School), James Anthony Valentino (St.Viator High School, Daniel Wozniak (Conant High School), Marissa Smith (Conant High School),Talha Qadri (Elk Grove High School), and Ryan Uehara (Elk Grove High School) to go toward their college expenses. Page 1 of 4 Trustee Feichter- The tourism organization, Meet Chicago Northwest, recently won an award as "The Best Convention and Visitors Bureau in the Chicagoland Area" by the Illinois Meeting and Events Magazine. Trustee Prochno -The Win a Vette to support the Vets program is still going on. Castle Chevrolet has generously donated a corvette to be raffled off at the July 25, 2017 Mid- Summer Classics Concert. Tickets are $10/each or 3 for$20 and the proceeds from the raffle will go toward the installation of an elevator at the VFW Hall on Devon Avenue. Everyone is welcome to join us in observance of the 20th Annual Memorial Day Ceremony hosted by Elk Grove Village with the support of the American Legion Post 216,VFW Post 9284 and its Ladies Auxiliary. The ceremony will be held indoors, rain or shine, at the Pavilion located at 1000 Wellington Avenue, Monday, May 29, at 10:45 AM. Please contact the Village Clerk's Office at 847-357-4040 for more information. 5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the May 23, 2017 Accounts Payable Warrant in the amount of $2,076,134.09. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYES: None MOTION CARRIED 6. CONSENT AGENDA a. Authorization to award a request from Queen of the Rosary School, located at 690 Elk Grove Blvd., to waive the FY 2017-18 business license fees in the amount of$50. b. Authorization to award a request from the Fraternal Order of Police Elk Grove Village Lodge No. 35, to waive FY 2017-18 business license fees in the amount of$50. c. Authorization to award a request from the Elk Grove Township Community Day Care Center, located at 711 Chelmsford Lane, to waive FY 2017-18 business license fees in the amount of$425. d. Authorization to award a request from High School District 214, to waive FY 2017/18 business license fees in the amount of$450. e. Authorization to award a professional services contract to Sun Park Consulting of Palatine, IL for PC technical support services for the period from May 1, 2017 through April 30, 2018 in an amount not to exceed $66,176. f. Authorization to award a construction contract to the lowest responsive and responsible bidder Clean Cut Tree Service, Inc. Grayslake, IL for the Ditch Clearing - Tonne Road to Busse Road project in the amount of$335,950.00 from the Water& Sewer Fund. Mayor Johnson asked if there were any questions or comments about the Consent Agenda. There were none. Motion to approve Consent Agenda items "a through f'. REGULAR AGENDA- There were no items under the Regular Agenda. 8. PLAN COMMISSION -Village Manager Rummel - No items under Plan Commission. 9. ZONING BOARD OF APPEALS -Village Manager Rummel - No items under the Zoning Board for this evening. 10.YOUTH COMMITTEE -Trustee Franke - The Youth Committee will be meeting this Saturday to determine the winners of the Youth Committee Scholarships. The winners will be notified and invited to attend the June 20th Village Board Meeting. 11. BUSINESS LEADERS FORUMS -Trustee Petri - On Tuesday, May 16th we met Symons, which is a company that makes concrete forms located at 2400 Arthur Avenue. Then on Page 2 of 4 Friday, May 18th,we met with ADP located at 100 Northwest Point. They are known for their payroll services but about 80% of their business is human resources and personnel services. 12. CABLE TELEVISION COMMITTEE - Trustee Lissner- No Report. 13. HEALTH &COMMUNITY SERVICES - Trustee Czarnik-The respite program "The Caring Place", is available on Mondays,Wednesdays, and Thursdays at Christus Victor Lutheran Church from 9:30 AM to 3:00 PM. The program is organized and supervised by trained and caring staff. For more information, please call 847-437-2666 x24. 14. INFORMATION COMMITTEE -Trustee Lissner- Congratulations to the Mayor,Village Trustees and the Library Trustees on the recent election. 15. RECYCLING&WASTE COMMITTEE -Trustee Feichter- On June 3rd from 9:00 AM to 12:00 PM the Village will host the Electronic Recycling and Document Destruction Event at the Oakton Fire Station, 1000 Oakton. 16. PARADE COMMITTEE - Trustee Czarnik- The Hometown Parade will be Saturday, June 17th at 2:00 PM. The theme is Storybook Land and our Grand Marshal will be Steve Schmidt who has been volunteering for many programs in the Village. We appreciate their contribution. The next meeting will be on Monday, June 5, at 5:30 PM and we will set up the line-ups that evening. 17. PERSONNEL COMMITTEE -Trustee Franke - No Report. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE -Trustee Prochno - No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE-Trustee Czarnik- No Report. 20.AIRPORT UPDATE -The new rotation plan is in effect. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson We open up the concert series with the following: July 4 -Ambrosia, Orleans, Mitch Ryder and The Guess Who (Rotary Green) July 11 - Credence Clearwater Revisited (Village Green) July 18 - Rodney Atkins (Village Green) July 25 - Kool and the Gang (Village Green) where the corvette will be raffled off. 22. SPECIAL EVENTS COMMITTEE - Mayor Johnson- The Memorial Day Ceremony is coming up as previously mentioned. 23. LIQUOR COMMISSION- Mayor Johnson- No Report. 24. REPORT FROM VILLAGE MANAGER- Please note that there will be a special village board meeting on May 29, 2017 at 10:00 AM for the sole purpose of awarding contracts for the construction of the west side Public Works facility located on Biesterfield. 25. REPORT FROM VILLAGE CLERK- No Report. 26. UNFINISHED BUSINESS- No items under Unfinished Business. 27. NEW BUSINESS - Mayor Johnson administered the Oaths of Office to the newly elected Public Officials. Oaths were administered to the following: Lee Maternowski - Library Trustee Gilbert Schumm - Library Trustee James Colgan - Library Trustee TR Johnson- Library Trustee Pat Feichter-Village Trustee Chris Prochno -Village Trustee Jeff Franke-Village Trustee Village Clerk Murphy administered the Oath of Office to Mayor Craig Johnson. Each Trustee as well as the Mayor expressed their gratitude for being able to serve the community and thanked their family, friends and the community for their continued support. Page 3 of 4 Mayor Johnson thanked and complimented the Village Staff, Library Staff and the Park District Staff for doing a great job for the community. Great staff makes a community successful and everyone in the community works together in a great way. It is an honor to serve this community and the Village Board and staff will do everything to ensure that the community thrives well into the future. 28. PUBLIC COMMENT- 7:23 PM - No Public Comment- Mayor Johnson invited everyone to join the newly Elected Officials for a reception in the atrium area after the board meeting. 29.ADJOURNMENT- Motion to adjourn the Village Board Meeting at 7:54 PM.
