HomeMy WebLinkAboutPLAN COMMISSION - 08/31/1977 - MIDWAY MOTOR LODGE MINUTES ELK GROVE VILLAGE PLAN COMMISSION August 31 , 1977 The special meeting of the Plan Commission was called to order by Chairman William Shannon at 8: 10 P.M. on Wednesday, August 31 , 1977 in the Council Chamber of the Municipal Building, 901 Wellington Avenue, Elk Grove Village. MEMBERS PRESENT: STAFF PRESENT: William Shannon, Chairman Richard M. Finn, Leah Cummins Administrative Assistant John Glass Thomas Hamilton Edward Hauser James Petri William Wesley Docket 77-5: Midway Motor Lodge Chairman Shannon noted that Mr. Finn had prepared a rough draft of the findings of fact concerning Midway's petition for a Special Use. Shannon asked if there were any observations or comments pertaining to the draft. Wesley stated that most of the important details were contained in the rough draft, although he noted that the findings of fact could be rearranged to provide more consistency. Wesley suggested that the findings of fact be divided into three sections : (1) Planning and zoning considerations; (2) detailed consideration of compliance with Ordinance 842; and (3) other considerations and covenants by the developer. All of the Commissioners present concurred with Wesley's suggestion. Wesley also noted that the first section should include the amount of sales taxes that would be yielded to the Village. Petri , referring to a letter submitted by the petitioner, stated that the assessed valuation of the land and proposed facility would be approximately $1 ,000,000. Petri continued by noting that the proposed facility would yield approxi- mately $40,000 in sales tax revenue to the Village. Wesley noted that the first section of the report should mention that testimony was presented to the Commission which supported the petitioner's claim that there is a definite need for proposed facility. Wesley continued by suggesting that under the second section the Commission should note that a majority of the discussions with the petitioner centered on the subject of parking. Wesley noted that the principle issues addressed with respect to the adequacy of parking were: (1) Proper interpretation of Ordinance 842 with respect to capacity of the meeting rooms as a factor in determining the parking requirements ; (2) the use of the 25 foot front yard for parking; and (3) consideration -of a shared parking plan in viewjof the overlap in usage of the restaurant facility and motel rooms. At this point the Commission members proceeded to rearrange the rough draft under the three sections outlined by Wesley. Shannon stated that the Commission would officially make their recommendation at the next Plan Commission meeting scheduled for September 7, 1977. Docket 77-11 : Proposed Mobile Service Station Shannon noted that there were four residents present who wished to discuss the proposed Mobile Service Station located at the northwest corner of Meacham Road and Nerge Road. The petitioner was requesting that the property be rezoned from R-3, Residential District to B-3, Automotive Oriented District. Shannon invited the residents to view a landscaping plan that had been submitted by the petitioner. The residents suggested that the proposed Mobile Service Station might be very disturbing to the people who lived in houses abutting the subject property. Hamilton stated that in his opinion an important factor was whether Meacham Road was ever going to be lowered in the area where the proposed site was located. Shannon stated that the Village Engineer should answer Hamilton's question. Cummins stated that she felt that somewhere in the Village's Comprehensive Plan there was a policy that stated that gas stations were only allowed on the peripheral of the Village. Shannon noted Cummins ' statement and he directed Finn to pursue the issue and report back to the Commission. Cummins reinforced her contention by suggesting that the Commission had previously refused to recommend several proposed service stations because of the existence of the policy she previously cited. Hamilton reiterated his concern over the final grading of the proposed site and Meacham Road, and he requested that the Village Engineer contact the County and obtain their statistics on the final grading of the entire area. Cummins stated that she felt the subject property should be residential . Glass noted Cummins ' statement and he suggested that the Commission should be concerned with the best use of the land. Glass did suggest that the homeowners located behind the proposed facility should be an important variable in making their decision. The residents stated that the proposed facility would make it difficult for pedestrians to cross Meacham Road. The residents also made reference to the children who would have to cross Meacham to go to school . Glass responded to the residents by arguing that a large percentage of the problem was caused by the faulty planning by the School Districts . Glass noted that several of the area schools were located on major thoroughfares. Shannon stated that in his opinion the design of the property was for some type of commercial use. He noted that if the Commission refused to recommend the proposed facility, the petitioner would enviably return with another type of commercial use at some later date. Shannon noted the residents ' concern, although he stated that the proposed facility might be allowable if it were developed in a compati- ble manner with the abutting homes . Shannon made it clear that he had made no decision on the issue, although he cited the Shell Service . 0 Plan Commission Minutes - 3 - August 31 , 1977 Station (located near Woodfield) as a good example of a well designed and compatible facility. Shannon concluded the discussion by requesting that the petitioner be asked to supply a market study for the proposed facility. Hamilton left the meeting at 11 :05 P.M. Lancer Corporation: Preliminary Plat Mr. Hunter was present to represent the Lancer Corporation in their request to annex 40 acres into the Village. Hunter began the discussion by submitting a new preliminary plat to the Plan Commission. He noted that he had made the changes that the Commission made refer- ence to in one of the previous .meetings. Hauser, referring to the new site plan, asked if Lancer was proposing to dedicate four acres for Park area. Hunter stated that it would be approximately four acres that would be dedicated as Park area. Hauser noted that the new site plan had one additional house compared to the previous site plan. Hunter stated that Hauser was correct; however, Hunter noted that they also added more street area. Cummins stated that the new site plan was a large improvement, and she also noted that she had contacted District 54 about the proposed development. Shannon agreed that the new site plan was well designed; however, he directed Finn to send out the new proposed plan to the operating departments for their comments . Wesley expressed concern over the Devon extension issue. He questioned the validity of recommending the variation of Devon if in fact the Elgin-O'Hare Expressway is built . Shannon noted that when Nerge is widened to four lanes , it would replace Devon extended. Wesley maintained that Shannon's comment was not realistic. Wesley contended that the Commission should concern itself with the traffic problems in the area. Shannon stated that the proposed Elgin-O'Hare Expressway would be the solution to the Village's traffic problems in the western section. Shannon continued by stating that he doubted that the Devon extension would be necessary if the Elgin-O'Hare became a reality. Wesley agreed that the Elgin-O'Hare Expressway would be ah-effective solution; although he noted that before the Commission recommended the vacation of the Devon Right-of-Way, he wanted to be certain that the decision would not adversely affect the future traffic development in the area. Glass stated that in his opinion there was a need for the Devon extension. Wesley commented that besides the Devon issue he thought the revised site plan was a vast improvement. At this point Glass noted that approximately 40 percent of Lancer's building land would be required for the Devon extension. Shannon stated that he did not know what direction to take on the Devon extension issue. Finn noted that he and Parrin were currently investigating the Devon extension issue and upon reaching a conclusion, they would report to the Plan Commission. Cummins suggested that there were two distinct issues involved: First, the revised site plan; secondly, the Devon extension issue. w Plan Commission Minutes - 4 - August -31;, 1977 Wesley concluded the discussion by suggesting that' the Devon extension issue was a major planning problem which the Commission should address . Shannon agreed with Wesley and he told Hunter that the Commission would not be able to make a recommendation until they examined the Devon extension in greater detail . Centex Industrial Park Unit No. 219 Shannon noted that both the Building and Engineering Departments had approved Centex Industrial Park Unit No. 219. Cummins made a motion to recommend the plat for approval . Hauser seconded the motion. All present voted 'Aye' . DeBruyne Resubdivision Shannon noted that everything was in order pertaining to the DeBruyne Resubdivision. Cummins made a motion to recommend approval of the plat. Petri seconded the motion. All present voted 'Aye' . Kukla Resubdivision Shannon stated that he had received approvals for the Kukla Resubdivision from the Building and Engineering Departments. Wesley made a motion to recommend approval of the plat. Petri seconded the motion. All present voted 'Aye' . The meeting adjourned at 12: 15 A.M. Submitted by, Richard M.
