HomeMy WebLinkAboutPLAN COMMISSION - 07/18/1977 - HOLLANDER'S/SPECIAL USE ELKS LODGE/MATHIES REZON f 0 MINUTES ELK GROVE VILLAGE PLAN COMMISSION July 18, 1977 The special meeting of the Plan Commission was called to order by Chairman Shannon at 8: 10 P.M. on Monday, July 18, 1977 in the Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBERS ABSENT: William Shannon, Chairman Leah Cummins James Petri Tom Hamilton Edward Hauser STAFF PRESENT: John Glass Gary Parrin, William Wesley Assistant Village Manager Robert Callahan, Building Department Supervisor Hollander's Resubdivision The plat of subdivision was submitted reflecting the 30' easement requested by the Plan Commission. Glass moved to approve the plat of subdivision. Petri seconded the motion. All present voted 'AYE' . Docket 77-8: Special Use Permit Request - Elks Lodge No. 2423 Alfred Martin was present to represent the Elks Lodge. Based on volume of users , the Elks did not acquire special parking arrangements at the Elk Grove Executive House. Parking is acquired from the Robert Shaw Company. Shannon requested a letter granting the special parking arrangements . Mr. Martin presented the letter, dated June 6, 1977 for the record. Wesley moved to approve the Special Use Permit. Glass seconded the motion. All present voted 'AYE' . Docket 77-9: Malthies Rezoning Request, R-1 to R-3 Robert Jessen, Architect for the petitioner, represented Charles Mathies. In deference to the subdivision plat reviewed by the Village, the petitioner no longer desires to construct carriage walks. The sidewalks will be within one foot of the property line. The street does not reflect a parkway on the north side of the proposed street for the first 232 feet west of Arlington Heights Road. Mr. Jessen stated that the owner of the property adjacent to the road could be required to dedicate the remainder of the right-of-way (15') . Glass felt that the 25' wide lots on the cul-de-sac would cause difficulties in snow plowing. Shannon noted the plat of survey was incomplete since it does not reflect the refrigerated storage house at the north property line. The plat should be amended. Hauser requested that staff review the sanitary sewage flows since they may cause problems during wet weather flow if the sewage flows • Plan Commission Minutes - 2 - July 18, 1977 Docket 77-9: Mathies (continued) toward the Ridge Avenue lift station. Particular problems with this development, noted Shannon, are the width of cul-de-sac lots , snow removal difficulties and the lack of a 15' parkway on the north side of the property (across from Lots 1 - 4) . Wesley felt that the number of lots on the cul-de-sac should be reduced from approximately 61 to 4 lots. Glass expressed concern that Lot 1 , which is adjacent to Arlington Heights Road, does not appear to be usable to a homeowner even if it is buildable. Concurs with Wesley on the widths of the cul-de-sac lots. Glass and Hauser stated that the petitioner should pursue the dedication of the entire right-of-way for the subdivision street. Leo Cox, 161 Tottenham, was concerned with the visual effects of the development from his backyard. The development would give a townhouse effect. Also, was concerned with storm water flows . William Smat, owner of property to the north of the development, wanted to see the entire street right-of-way. His bedrooms back up to the street. Also, the street will be used for parking along his backyard line since there is no parking available on the cul-de-sac. Joe Messina, 110 Parkchester, does not want to see the development sloped to direct storm water toward the existing homes. Shannon requested the petitioner to submit a copy of any existing covenants and a schedule for the removal of the existing structures . Wesley pointed out the petitioner, or his attorney, was not present to give testimony before the Plan Commission. The public hearing was adjourned to a future date in order to allow the petitioner an opportunity to answer the questions/concerns of the Plan Commission. Minutes - July 11 , 1977 On page 3, last paragraph of the Midway Motor Lodge discussion, Wesley did not-make a_reference_ to _parking within the first twenty-five feet. Midway Motor Lodge The Commission considered the past discussions on the Midway Motor Lodge. At their July 25, 1977 meeting, the Commission will discuss the special use permit conditions . The consensus of the Commissioners is predicated on the following thus far: 1 . As a planning consideration, the Commission has no objection to the use proposed. They feel it is well suited for its location and should prove to be an asset to both the Industrial Park and the Village residents . 2. The Commission has further considered the plan for compliance with the Elk Grove Village Zoning Ordinance and feel that the ordinance is reasonable in its requirements for this type of use. No evidence has been presented to justify an amendment to our ordinance nor has the petitioner made a specific request that our ordinance be amended in any way. . • Plan Commission Minutes - 3 - July 18, 1977 Midway Motor Lodge (continued) 3. In view of the comments of the petitioner during his presenta- tion to the Plan Commission, the Commission recommends that any special use permit extended to this petitioner make special and specific pro- vision for the following matters : (a) The maximum capacity of each room in both seats and patrons should be specified and carefully monitored. In addition, the number of rooms, types of rooms and number of employees should be specified. Reason: The petitioner is basing his parking spaces solely on the seating capacity of the rooms as determined by the petitioner and without regard for the permissible capacity of the rooms defined by our fire ordinance. Overflow parking will pose a problem for traffic on the adjacent thoroughfare. (b) Shared parking based on a special plan is being considered together with the petitioner's request for parking within the twenty-five foot required front yard. The Building Department and the petitioner are to provide additional information to aid in this determination. (c) Sidewalks will be provided. (d) All requirements of the B-3 zoning district will be met for uses of this type. (e) Off-site retention shall be approved by the Village Engineer. (f) The median strip on Busse and Higgins shall not be cut at any time. (g) The property be developed in general conformance with the site plan to be provided. B-3 Zoning District Shannon will prepare a report for the Judiciary, Planning and Zoning Committee delineating the comments and concerns of the Plan Commission. The meeting adjourned at 12: 10 A.M.
