ELK GROVE VILLAGE PLAN COMMISSION
May 23, 1977
The regular meeting of the Plan Commission was called to
order by Secretary Cummins at 8: 10 P.M. on Monday, May 23, 1977 in the
Council Chamber of the Municipal Building, 901 Wellington Avenue.

Public Hearing: Docket 77-4
Clinton Wood, Attorney for the Marathon Oil Corporation and John
Valentino, Regional Director for Marathon were present to represent the
petitioner. The petitioner was requesting that the existing Marathon
Automobile Service Station located at the northeast corner of Devon
Avenue and Rohlwing Road be zoned B-3, Automotive Oriented Zoning.
The Official Map reflects R-3 Residential Zoning.
Hauser asked if the Marathon Station planned to connect with the
sanitary sewer line located at the SBL development. Mr. Wood stated
that upon annexation into the Village, the Marathon Station would desire
to be connected with the sanitary sewer system.
Hamilton questioned why Marathon wished to have the Village waive
the requirements of Section 8:012 of the Subdivision Control Ordinance.
Mr. Wood stated that the Marathon Corporation would officially withdraw
their request to have Section 8:012 of the Subdivision Control Ordinance
waived. Hamilton continued by asking if Marathon could have any problems
complying with the sign regulations. Valentino stated that they would
remove the signs that were not in compliance.
Hamilton next questioned why the Marathon Station desired to be
annexed now and not one or two years earlier. Wood stated that certain
circumstances had changed which made it advantageous to be annexed
into the Village. The primary reason sited by Mr. Wood was that they
wished to be joined into the sanitary sewer system.
Petri asked if the Marathon Station would comply with the Fire
Department's request to have the underground tanks checked for leakage.
Mr. Wood stated that this request would be fulfilled.
Hauser expressed concern about the issue mentioned by the Police
Department report pertaining to the Marathon Annexation. More specifically,
the report stated that the Village of Itasca annexed both sides of Devon
Avenue between Rohlwing Road and a point east of 1-90. Richard Finn
stated that the Village Manager's office was investigating the issue
and that the Village Attorney had been directed to• determine. the appropriate
action to be followed.

Steven Pack, representing the Village of Itasca, stated that
they were aware of the problem and that Itasca would make an official
statement on the issue at a later date.
Cummins questioned where the water main would be constructed.
Shannon stated that the Engineering Department would be in a position
to supply this information. A full account of these proceedings is

Docket 77-3: Sambo's Special Use Permit
Al West, Regional Engineer for Sambo's Restaurants was present to
represent the petitioner. Richard Hollander, the petitioner, was also
present. West began by stating that they had made a few changes since
the Public Hearing held on May 9, 1977.
West showed on a plat that they had removed six parking spaces in
order to allow the required space for a truck loading dock. The second
change that West noted pertained to the lighting of the parking lot.
West stated that one of the lights was moved and two more lights were
added. Cummins asked if there would be a bumper around the lighting
fixtures . West said that each fixture would have a six inch concrete
bumper.
Cummins next questioned the type of water detention that the
restaurant would use. West stated that the Metropolitan Sanitary
District was working on this issue and they would make a recommendation.
Cummins also expressed interest in whether there would be sidewalks
constructed on Busse Road. Shannon stated that to his knowledge there
were no sidewalks on Busse. Cummins stated that she would like to see
sidewalks on both Pratt Boulevard and Busse Road. Rettenbacher noted
that Busse Road would be State Right-of-Way and therefore the State's
permission would be necessary to construct sidewalks .
Hamilton asked whether there were any plans for adding to the
right-of-way on either Busse Road or Pratt Boulevard. Shannon directed
this question to the Engineering Department.
Hamilton made a motion to recommend Sambo's request for a Special
Use Permit providing that the building be constructed within the fire
limits requirements of the Building Code. Cummins seconded the motion.
All present voted 'Aye' . Shannon noted that additional consideration
for sidewalks would be given when Sambo's submits their plat of subdivision.
Nicholas - Estes Resubdivision
Shannon noted that the resubdivision had been approved by the Building
Department and the Engineering Department. However, the North Cook County
Soil and Water Conservation District Report was not available. Therefore,
Shannon stated that the Commission would wait for this report before
recommending the resubdivision for approval .
Plat of Dedication and Vacation at 2200 Arthur Avenue
Shannon stated that everything seemed to be in order. He did note '
that the developer would bear the cost of revision. Cummins made a
motion to recommend the Plat of Dedication and Vacation at 2200 Arthur
Avenue. Hamilton seconded the motion. All present voted 'Aye' .

Frink's Resubdivision
Shannon questioned the easement in the middle of the resubdivision.
He asked that the Engineering Department be directed to explain the
purpose of the easement in the middle of the resubdivision.
Centex Industrial Park Unit No. 215
Shannon stated that the Engineering Department and the Building
Department had approved Unit No. 215 and everything seemed to be in
order. Hauser made a motion to recommend Unit No. 215 for approval .
Cummins seconded the motion. All present voted 'Aye' .
Centex Industrial Park Unit No. 213
Shannon noted that the number of acres was not properly recorded
on the plat and also the North Cook County Soil and Water Conservation
District Report was not available. Therefore, Shannon directed the
Commission to wait for this information before making their recommendation.
David's Resubdivision
Hauser questioned if this resubdivision was in the flood plain.
Shannon stated that the plat did not state the number of acres. Shannon
also noted that the North Cook County Soil and Water Conservation
District Report was not available. Therefore, he directed the Commission
to wait for this information before making their recommendation.
The meeting adjourned at 9:40 P.M.
