MINUTES ELK GROVE VILLAGE PLAN COMMISSION March 14, 1977 The regular meeting of the Plan Commission was called to order by Chairman Shannon at 8: 15 p.m. on Monday, March 14, 1977 in the Multi- Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBERS ABSENT: William Shannon, Chairman None Leah Cummins , Secretary STAFF PRESENT: Edward Hauser Thomas Rettenbacher, John Glass Building Commissioner Stanley Klyber Keith Peterson, William Wesley Elk Grove High School Thomas Hamilton Practicum Intern Marathon Automobile Service Station Annexation Cummins noted that the Attorney for the petitioner is still preparing the necessary documents for annexation of the property. Informal Meeting: Gullo Multi-Family Development John Gullo, developer, and Joe Cimino, architect, presented their multi-family development plan to the Commission. This is the second informal meeting on the development of property adjacent to the east side of Carol Square on Oakton Street. Cimino went on to describe how the project meets the various Village Codes. Chairman Shannon asked Mr. Gullo why he is pursuing maximum density. Although the Plan Commission approved Carol Square (Wild Oaks) , Shannon said he doesn' t want a similar condition. Hamilton said that Mr. Gullo's property was zoned as Industrial on the Official Map because of the noise problem with O'Hare. He added that we should not deviate from the Master Plan in order to benefit the developer. Mr. Gullo asked why his property is classified as poor residential , if land north of his , on the Master Plan, is being used. Hamilton said he doesn' t want a further residential development east of the buffer line on the Master Plan. He also added that his participation on the Aviation Committee, which had the buffer zone approved, supports his concern. Rettenbacher noted that Gullo's plan for industrial development of the property in Cook County, rather than the Village, was objectionable to the Village. Gullo said people object to industrial development near their homes , so his residential proposal would fit right in with the surrounding residential area. . . .continued Plan Commission Minutes - 2 - March 14, 1977 Shannon said this is just an informal hearing to allow the developer some insight into the planning of his land. Shannon also felt that Gullo has to show a demand for his housing and how the Village would benefit from the development. Wesley said there is a need for this type of housing. Shannon said that all the questions are not answered. Docket 77-2: Gullo - Restaurant Shannon said Gullo's petition for a Special Use Permit to construct a restaurant will be discussed at the next meeting.
