MINUTES
ELK GROVE VILLAGE PLAN COMMISSION
February 14, 1977
The regular meeting of the Plan Commission was called to
order by Chairman Shannon at 8: 16 p.m. on Monday, February 14, 1977
in the Conference Room of the Municipal Building, 901 Wellington
Avenue.

Chase Avenue Resubdivision
Shannon stated that the Chase Avenue Resubdivision complied with
all Village requirements. Cummins made a motion to recommend approval
of the Resubdivision. Hamilton seconded the motion. All present voted
'Aye' .

Shannon noted that the Plan Commission should take action on the
text amendment to Ordinance No. 842. Rettenbacher said the text
amendment was needed to correct the ordinance so that it would imply
the proper meaning established when the ordinance was written.
Rettenbacher continued by stating that the drafters of the original
ordinance did not mean to imply the common interpretation of a special
use. Rather, the intent of the ordinance was that SectiorS 5.81 and
5.82 be interpreted as implying the connotations of a conditional use.
Wesley suggested that the proposed text amendment seemed to be in order.
Hamilton made a motion to recommend a text amendment to change the
phrase "special use" to "conditional use" in Sections 5.81 and 5.82.
Wesley seconded the motion. Voting 'Aye' : Shannon, Cummins, Glass ,
Hamilton, Klyber and Wesley. Voting 'No' : Hauser.
Land Use Management
Shannon noted that a paper entitled "Land Use Management" was
being made available to all Village Board and Plan Commission members .
The article was written by Marlin Smith of William Rainey Harper College.
Shannon stated that the paper offered some fine insight on local land
use management.
