HomeMy WebLinkAboutPLAN COMMISSION - 11/15/1978 - SBL PRELIM SITE PLAN ROHLWING GROVE NO. 5 Minutes Elk Grove Village Plan Commission November 15, 1978 The regular meeting of the Plan Commission was called to order by Acting Chairman Hauser at 8:20 p.m. on Wednesday, November 15, 1978 in the Council Chamber of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: STAFF PRESENT: Edward Hauser, Acting Chairman Richard M. Finn, Orrin Stangeland, Acting Secretary Administrative Assistant John Glass Charles L. Durham, George Mullen Administrative Intern James Petri MEMBERS ABSENT: Leah Cummins, Secretary SBL Preliminary Proposal to Revise the Approved Site Plan for Rohlwing Grove Unit No. 5 Anthony Bonavolonta was present to represent the petitioner, S.B.L. Associates , Inc. The petitioner was requesting permission to revise a section of the approved 1974 site plan for Rohlwing Grove Unit No. 5. The site is located east of Rohlwing Road and north of Nerge Road extended. Hauser began the discussion by noting that he had received a request from Tony Bonavolonta to make a brief presentation concerning the proposed changes . He noted that the Plan Commission would hold a public hearing on the revision to the site plan on December 6, 1978. Bonavolonta began his presentation by noting the 1973 approved site plan called for three major phases of multi-family developments . He stated that the revised site plan proposes changes in areas one and two. Bonavolonta continued by noting that the buildings in area one were the same in the revised site plan. However, he noted that Baird & Warner, the purchaser of the entire development, desired a larger setback for the first building in area one. He stated that while the original site plan had indicated a 55 foot setback from the building to the roadway, they were now proposing a 110 foot setback. Bonavolonta next noted that another revision to the site plan was the transfer of the swimming pool in area one over to the swimming pool planned for in area two. He stated that this request again was made by Baird & Warner who desired having the pools together for easier supervision. He continued by noting that another reason for moving the pool was to consentrate all the noise in one area so that a minimum amount of people would be disturbed. Bonavolonta concluded the presentation by stating that it was Baird & Warner' s intention to have one section which would be primarily utilized by Senior Citizens . Hauser acknowledged Bonavolonta's brief presentation by stating that in his opinion, the two swimming pools would require the same supervision no matter where they were placed. Bonavolonta responded by noting that no public money would be used and there was no guarantee that the area would be entirely for seniors only. Next, Bonavolonta indicated that the third major change in the site plan was the reduction of five and six story buildings to four and five stories. He noted that this had become possible due to the shift in 12 units per floor to 15 units. He also noted that the proposed change would result in the relocation of some parking places but that all Village requirements would be fulfilled. Stangeland responded to Bonavolonta's statement by asking if the shifting from 12 units to 15 units would have an effect on the total area of the building. Bonavolonta replied that it would not since some of the original units would be changed to one-bedroom units . At this point, Hauser asked Finn if Staff had reviewed the revised site plan. Finn indicated that the plans were in the process of being reviewed by the operating departments . Hauser acknowledged Finn's statement by stating that the Plan Commission would review Staff reports on the revised site plan and consider the reports during the December 6th public hearing. Bolger Landscaping and Screening Plan Terrence Bolger, Realtor, was present to represent the petitioner. Hauser began the discussion by noting that Terry Bolger was present to discuss the landscaping and screening plan for the 1 .2 acre parcel that was recently annexed into the Village. Hauser continued by stating that according to the annexation agreement, the petitioner had to submit and receive approval of a landscaping and screening plan for the 1 .2 acre parcel located at the southeast corner, of Biesterfield and Rohlwing Roads. Hauser noted that he had requested one of the landscapers employed by the Park District to review the proposed landscaping and screening plan. He added that the landscaper had found several problems with the use of honeysuckles as a screening plant. Bolger noted Hauser's concern, but stated that he had used honeysuckles as a screen in his Rolling Meadows development and they had worked quite well . Petri acknowledged Bolger's statement but noted that honeysuckles tended to collect garbage and did not provide adequate screening during the winter months. Hauser agreed with Petri and stated that evergreens would be more cost-effective as a screen. Glass continued the discussion by stating that an immediate screen would be needed at the development while honeysuckles would take time to grow. He also noted that honeysuckles required a substantial amount of maintenance. Glass continued by stating that an additional concern was providing landscaping that would be compatible with the abutting area. He noted that the immediately abutting property could very well be developed as residential some time in the future. Bolger acknowledged Glass ' statement but he contended that honeysuckles • Plan Commission Minutes - 3 - November 15, 1978 Bolger Landscaping and Screening Plan (continued) would provide a better screening because they would grow taller and fuller than evergreens . He agreed that extra maintenance would be required, and he stated that he would provide the necessary maintenance. At this point, Bolger stated that landscaping alternatives were very restricted due to the design of the development . He suggested that he have his landscaper develop revised plans for the site. Hauser acknowledged Bolger's suggestion and indicated that the Commission would review the revised landscaping plans when they were completed. Eli and Dina Field, 2nd Resubdivision Hauser noted that the Engineering and Building Departments had reviewed and approved Eli and Dina Field's 2nd Resubdivision. Mullen made a motion to recommend approval of the plat. Glass seconded the motion. All present voted 'Aye' . The meeting adjourned at 9:30 p.m. Submitted by: Charles L.
