Polony, Plan Review Supervisor E.Scheid,Administrative Intern Petitioner: Tomasz Tkaczyk, Rada Auto Inc. Chairman Glass called the meeting to order at 7:06 p.m. Item 1: April 24,2017 Meeting Minutes Commissioner Geinosky moved to approve the meeting minutes.Commissioner Carlson seconded the motion. Upon voting (Carlson,Geinosky, Rettberg, Glass,Thompson, Morrill,AYES and Weiner,Ayers, ABSTAIN),the motion passed. Item 2: PC Docket#17-2 Petition Special Use Petition to Operate an Automotive Repair Center in an 1-1 Industrial Zoning District at 160 Martin Lane—Rada Auto Inc. Chairman Glass read the legal notice into the record and asked the Petitioner to explain his purpose before the Plan Commission. T.Tkaczyk stated that he wishes obtain a Special Use Permit to operate his auto repair business in the Village. T.Tkaczyk stated that his father had a shop in Chicago,and that more recently he was a co-owner of a shop by a different name in Schiller Park. He sold his share of the business in Schiller Park and would now like to get his own shop started here.T.Tkaczyk stated that the building will be divided into two parts. Half will be devoted to maintenance repair and the other half will be an auto body shop. He stated that offering both mechanical and body repairs helps to get work from insurance companies who want repairs all completed in one shop. T.Tkaczyk assured that the business will be up to par with the commission's standards. 1 e Commissioner Geinosky asked if the Petitioner agreed with all the comments mentioned in the memo from the Department of Community Development.T.Tkaczyk stated that he agreed with all of the comments and will make the repairs listed on the memo. Commissioner Geinosky noted that the Petitioner agreed to repave and restripe the parking in the back, and asked about the driveway in the front,where the concrete is cracked.T.Tkaczyk stated that the comments in the memo from Community Development include repair of the cracking concrete in the front,which he has agreed to repair and replace. Additionally,T.Tkaczyk stated that he will be removing the drive in front of the previously existing overhead door and replacing it with grass. Commissioner Geinosky asked about the privacy fence.T.Tkaczyk stated that it will be a chain link privacy fence.Commissioner Geinosky asked if the fence will have gates on both sides of his building.T. Tkaczyk stated that yes,there will be gates on both sides of the building. Commissioner Geinosky asked if T.Tkaczyk understood the parking requirements and would have enough space to store the cars he was working on while waiting for parts to arrive.T.Tkaczyk stated that parking will not be an issue, he does not really store cars as there is minimal parking and he wants to provide a high level of customer service. He stated that he turns cars arr%i ind quickly,and looks to b:.ny parts locally when needed so he is not waiting on a long delivery schedule. Commissioner Geinosky inquired about cars that had body damage and whether they would be stored outside. T.Tkaczyk stated that that he will keep cars with body damage inside the shop. He stated that they schedule and take on collision repairs so that they are able to store them inside and keep the site looking clean. Commissioner Morrill asked if the Petitioner will purchase both units of the building.T.Tkaczyk stated that he will purchase the entire building. Commissioner Ayers expressed concern about the length of time it will take to repair cars, and whether they have enough space given that there are only 3 bays for auto body repair.T.Tkaczyk stated that his goal is to get cars in and out within 7 days.Chairman Glass noted that as long as the Petitioner can accommodate customer cars within his lot,there will not be an issue, but that he will have issues if he has cars blocking the street or access to the lot. Chairman Glass opened the floor to the public for comments. Richard Dominelli,owner of PinMart at 180 Martin Lane stated that he has invested a lot of money into his property to make it look very nice and that he does not like the idea of having a body shop next door. R. Dominelli stated that if the Plan Commissioner recommended approval there would be no recourse for him as a neighbor. He expressed concerns about the auto shop invading his property with the opening of the fencing on both sides of the building and towing cars in. He stated that the lot in the back of the building is too small,and that it takes more than a couple days to do body work. He stated his concerns about whether work would occur at night and whether his 23 employees would be 2 impacted by noise or fumes from the paint booth. Additionally he noted there was no information about this company on the internet and that the chain link fence would be out of character with the rest of the area. Chairman Glass asked about Mr. Dominelli's business.The business owner stated that he does sale and distribution of lapel pins. T.Tkaczyk responded that his shop will only be open from 8 a.m.to 6 p.m. He stated that it is a small shop,with only 4 employees, 2 to work on body repairs and 2 for mechanical repairs.T.Tkaczyk noted that the chain link fence is a Village requirement. He also stated that the paint will be water-based, not solvent-based paint, with very little odor. The spray booth has a filtration system to eliminate fumes. Additionally,T.Tkaczyk noted that the Village requires a triple catch basin to eliminate any pollution of the system from his shop. He noted that work will be done behind closed doors, and he does not believe that the noise they generate will be much different from any of the manufacturing uses in the area. T.Tkaczyk noted that the chain link fence will open into his lot and will not block his neighbor's drive,and also that if there is a tow truck dropping off a car that cannot maneuver into the back he also has an overhead door in the front which can be used. T Tkaczyk noted that his previous company in Schiller Park was called "Elk Grove Automotive", and that you can see on the internet photos of a clean shop and property with good reviews. Commissioner Glass restated Mr. Dominelli's concern of trucks being present on the property. Mr. Tkaczyk stated that his company will only service passenger cars and vans. He stated that he does not have the facilities or lifts necessary to repair larger vehicles and that is not his business. Chairman Glass stated that over the past decade the Plan Commission has approved 15 to 20 auto repair shops in the industrial park. In regards to the fence,the Village required it both to provide security for the cars in the lot overnight and for screening of cars waiting to be repaired. Regarding the noise, Chairman Glass asked Village staff if there are complaints about noise with the other auto repair shops. M.Jablonski stated that we do not typically get complaints about properties approved for automotive repair. RECOMMENDATION Commissioner Ayers moved to recommend approval of the Special Use to operate an automotive repair center in an 1-1 Industrial Zoning District at 160 Martin Lane subject to the following condition: The Petitioner must address all items in the May 18 memo from the Department of Community Development Department prior to conducting business with the facility. Commissioner Geinosky seconded the motion. Upon voting(Ayers,Geinosky, Glass, Rettberg,Carlson, Weiner,Thompson, Morrill,AYES)the motion carried unanimously. Item 3: Adjournment 3 Commissioner Geinosky motioned to adjourn the meeting and Commissioner Carlson seconded the motion. Upon voting(Rettberg, Carlson,Weiner, Geinosky,Glass,Ayers,Thompson,Morrill,AYES)the motion carried.
