SPECIAL VILLAGE BOARD MEETING
August 29, 2017

1.CALL TO ORDER
2.CONSENT AGENDA
a. Consideration to award a contract to Arrow Road Construction Company of Mount
Prospect, IL for the 2017 Fall Street Rehabilitation-Resurfacing in the amount of
$342,113.72 from the Capital Improvements Fund.
(The Village has elected to rehabilitate 1.7 miles of residential streets including milling,
patching, and asphalt resurfacing in the Fall 2017.
(Arrow Road was the lowest responsive and responsible bidder for the Village's 2017 MFT
Hot-Mix Asphalt Resurfacing Contract, which were opened on February 14, 2017.
(They have agreed to honor these prior contract bid prices and perform the work this Fall.
(Appropriated funds for the project are available in the Capital Improvements Fund.
(The Director of Public Works recommends approval.)
b. Consideration to award a contract to Mondi Construction of West Chicago, IL for the 2017
Fall Street Rehabilitation - Concrete in the amount of$81,132.33 from the Capital
Improvements Fund.
(The Village has elected to rehabilitate 1.7 miles of residential streets this Fall.
(Mondi Construction of West Chicago, IL was the lowest responsive and responsible
bidder for the 2017 Village-Wide Concrete Replacement Contract opened on February 14,
2017.
(Mondi Construction have agreed to honor these prior contract bid prices and perform the
work this Fall.
(Appropriated funds for the project are available in the Capital Improvement Fund.
(The Director of Public Works recommends approval.)
c. Consideration to award a professional service contract with Civiltech Engineering, Inc. of
Itasca, IL to provide the necessary construction engineering services for the 2017 Fall
Street Rehabilitation project in the amount of$63,677 from Capital Improvements Fund.
(Civiltech Engineering, Inc. submitted a proposal to provide the necessary construction
engineering services for 2017 Fall Street Rehabilitation project.

(This project will provide milling, patching, asphalt resurfacing, and concrete sidewalk and
curb replacement along 1.7 miles of Village residential streets.
(Adequate funds are available in Capital Improvement Fund.
(The Director of Public Works recommends approval.)
3.REGULAR AGENDA
a. Consideration to adopt Ordinance No. 3512 to consider designating certain real property as
a Redevelopment Project Area, approving a Redevelopment Plan and Project and Adopting
Tax Increment Allocation Finance.
(Adoption of this Ordinance establishes the date for the Joint Review Board and Public
Hearing for the proposed Higgins Road Corridor tax increment-financing district.
(The Joint Review Board meeting will take place at 10:00 a.m. on September 18, 2017.
(The Public Hearing will take place at 7:00 p.m. on October 24, 2017.)
4.ADJOURNMENT
