HomeMy WebLinkAboutPLAN COMMISSION - 03/15/1978 - SCHMIDT FAR SITE PLAN Minutes Elk Grove Village Plan Commission March 15, 1978 The regular meeting of the Plan Commission was called to order by Chairman Shannon at 8: 10 p.m. on Wednesday, March 15, 1978 in the Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBERS ABSENT: William Shannon, Chairman Edward Hauser Leah Cummins, Secretary William Wesley John Glass STAFF PRESENT: Thomas Hamilton Richard M. Finn, James Petri Administrative Assistant Schmidt Farm: Preliminary Site Plan Joseph Ash, Attorney, Brian Bozer, Engineer, and Tim Selke, Developer, were present to represent the Stape Development Company in their request to annex 120 acres into the Village. The petitioners revised the original request to include a mixture of single family and multi-family units . The property is located north of Nerge Road and east of Plum Grove Road. Shannon began the discussion by noting that the petitioners had submitted a revised preliminary plat to the Village staff. Shannon continued by stating that the revised preliminary plat indicated a mixture of single family and multi-family units and he noted that the petitioner would be seeking to rezone from R-3, Residential District to A-2, Residential District for the establishment of the proposed townhouse development. Shannon concluded his opening statement by noting that the Village operating departments had reviewed the revised preliminary plat and had forwarded a copy of their reports to the Plan Commission. Ash stated that he and his associates were addressing the Plan Commission about the possibility of developing a mixture of single family and multi-family units as was discussed with the Commission at a previous meeting. Ash noted that the preliminary site plan was only a concept and that if the concept was acceptable, the petitioner would then decide the particular zoning that would be requested. Ash also stated that the preliminary site plan allowed 8 acres of park area and the petitioner would be willing to make up the balance of the 109 land donation requirement with the installation of recreational facilities . Shannon stated that the date that the first preliminary site plan and the revised site plan seemed to be the same. Shannon asked if the petitioner had always intended on using the second site plan if their first attempt was not acceptable to the Commission. Ash stated that the two preliminary site plans were prepared at different times and he denied that the petitioners were attempting to see what they could get from the Plan Commission. Hamilton continued the questioning by asking how the petitioner was calculating density in the proposed townhouse area. Ash stated Plan Commission Minutes - 2 - March 15, 1978 that the density was calculated by taking the number of dwelling units and dividing that total into the net total acreage. Ash noted that in their calculations they had mistakenly excluded the streets in the net total acreage figure; however, he noted that they had included the park area which was not required_ and he argued that the two mistakes balanced each other out. Ash stated that the important issue before the Plan Commission was whether they accepted the concept that was illustrated on the revised preliminary site plan. He noted that the petitioner would be willing to comply with the Village requirements . Ash continued by stating that he had contacted the Attorney representing the Elk Grove Park District and the Attorney felt there was no legal way that the Schaumburg Park District could be forced to disannex the 120 acre Schmidt Farm. However, Ash noted that the Elk Grove Park District might be able to reach a compromise with the Schaumburg Park District by dropping the litigation presently going on between the two Park Districts . Hamilton stated that in his opinion one of the serious problems to be resolved was the question concerning the two Park Districts. Ash again stated that the petitioners would assist in any way they could to satisfactorily resolve the problem. Hamilton noted that the preliminary site plan only allowed a 25 foot right-of-way for the streets in the multi-family area. Ash stated that the streets would be private roadways maintained by the Townhouse Association. Cummins stated that the private streets would not be acceptable. Glass asked if there would be additional parking provided for visitor parking. Ash stated that the petitioner would provide areas for visitor parking by decreasing the density. Glass continued by noting that he did not like the idea of having private streets in the townhouse area nor did he like the proposed shape of the park area. Cummins agreed with Glass 's comment and she noted that she did not like the over-ambitious use of the land. She stated that in her opinion the land should not be so densely developed. Cummins noted that the exact number of units per acre was not as important a factor as how the land was designed and landscaped. Petri stated that he would like to see a better plan presented to the Commission. He noted that the plan should include more details and much less density in the townhouse area. Shannon noted that the revised preliminary site plan indicated a total of 613 units which was approximately 240 more units than was proposed in the original site plan. Shannon stated that he would like to see the Schmidt Farm developed in Elk Grove Village; however, the development had to be done in such a way that it was an asset to the Village. Shannon also noted that it was extremely important that the petitioner provide the 60 foot right-of-way for all the interior streets in the proposed development. Finally, Shannon stated that an equally important issue was the Park District problem. Selke asked if the Commission accepted the concept of an 8 acre park with the balance of the land donation requirement being fulfilled with the installation of recreational facilities . Shannon stated that the Village Board would make the ultimate decision concerning the 10% land donation. I Plan Commission Minutes - 3 - March 15, 1978 Mildred's Resubdivision Shannon noted that the Building and Engineering Departments had reviewed and approved the plat. Hamilton made a motion to recommend approval of the plat. Petri seconded the motion. All present voted 'Aye' . Mildred's Vacation of an Easement Shannon stated that the Village Engineer had reviewed the petitioner's request to vacate an easement contained on the Mildred Subdivision. Shannon noted that the Village Engineer had approved the vacation request. Hamilton made a motion to approve the vacation of the easement. Petri seconded the motion. All present voted 'Aye' . Docket 76-6: Text Amendment to the Zoning Ordinance - Antennae At the August 23, 1976 Plan Commission meeting, the Commission voted to deny the proposed Text Amendment pertaining to antennae. . The Commission concluded their motion to recommend denial by stating that they would work with the radio communication enthusiasts to redraft an acceptable Text Amendment relating to antennae height. Shannon began the discussion by noting that the original request proposed by the communication enthusiasts was to allow residents to erect antennae to a height of 65 feet. Shannon suggested that the concensus of the Commission was that the proposal was totally unacceptable. Hamilton stated that one of the concerns expressed by the communication enthusiasts was that they did not want the antennae placed on their roofs because of the high costs of maintenance and the possibility of damage to the antennae and house. Hamilton noted that because of that reason the Commission should allow the equivalent height from the house. Glass noted Hamilton's statement and he stated that he was opposed to allowing a resident the ability to erect a free-standing tower which would be higher than 35 feet. Glass reinforced his argument by stating that in his opinion a detached tower higher than 35 feet would be a very unsightly object. At this point, Glass made a motion to recommend that Paragraph F of Section 5.23 of the Zoning Ordinance be amended to read as follows: "Non-commercial broadcasting and receiving antennae may be erected to a height of not more than 35 feet above the ground if a free-standing structure, or 20 feet higher than the ridge line of the roof if attached to the principle structure. The antennae must also be within 10 feet of the principle structure (house) ." Hamilton seconded the motion. The following voted 'Aye' : Shannon, Hamilton, Cummins, and Glass; Abstaining: Petri . Docket 77-x: 7-Eleven Food Store, NW Corner of Nerge & Rohlwing Roads Shannon noted that staff had prepared a finding of fact as requested by the Plan Commission during their February 15, 1978 meeting. Shannon stated that at the previous Commission meeting, the Plan Commission voted to recommend denial of the rezoning request. At that point, Cummins moved to approve the finding of fact which ti-- Plan Commission Minutes - 4 - March 15, 1978 Docket 77-15: 7-Eleven Food Store (continued) recommended that the Village Board deny the rezoning request. Glass seconded the motion. The following voted 'Aye' : Cummins, Glass, Hamilton, and Petri ; Abstaining: Shannon. Leaseway Subdivision Shannon stated that the Building Department and the Engineering Department had reviewed and approved the plat. Hamilton made a motion to recommend approval of the Leaseway Subdivision. Cummins seconded the motion. The following voted 'Aye' : Shannon, Cummins, Hamilton, and Petri ; Abstaining: Glass . Centex Industrial Park Unit No. 225 Shannon noted that the Engineering and Building Departments had reviewed and approved the plat. Glass made a motion to recommend approval of the plat.
