ELK GROVE VILLAGE PLAN COMMISSION
December 22, .1975
The regular meeting of the Plan Commission was called to order
at 8:35 P.M. on Monday, December 22, 1975 in the Staff Conference Room
of the Municipal Building, 901 Wellington Avenue.

Preliminary Plan Presentation: Arvidson
Joe Arvidson and Mike Beitzel , a landscape planner with Rolf
Campbell and Associates , presented a revised plan for the 30 acre
Arvidson property located along Devon Avenue, north of Berkenshire
Lane.
The preliminary concept plan was revised to incorporate
suggestions made at the December 8, 1975 regular Plan Commission
meeting. A copy of this plan is in the Trustees' Conference Room.
As discovered at that meeting, density for the development had not
been calculated according to the formula prescribed by the Zoning
Ordinance. The current revised plan complies with the density calcu-
lation provision that acreage devoted to public streets or private
access ways (in the parking lots) is not included in the total acreage.
This change in the density calculation resulted in a reduction of the
number of dwelling units from the previous 438 dwelling units to 384,
the elimination of nine 3-story buildings , and an increase in lake
acreage.
In addition, the suggestion of the Plan Commission to buffer
the development where it will abut single family residential development
(to the north, east and west) was incorporated in the revised plan.
Minimum building setback was increased to 70 feet rather than the
previous 35 feet along the perimeter of the property, and most buildings
were in excess of the minimum required setback. Parking areas along
the periphery of the development were set back 40 feet in the new plan,
rather than the prior 20 foot setback.
Landscape buffering treatment was also added to a number of
the areas adjacent to the surrounding Single Family (or eventual single
family) development. This landscape buffering consisted of mounds
screening the parking areas . These mounds , which could be as high as
9-10 feet, would probably be of a lesser height. Trees and shrubs would
add to the screening effect. Lakes were also rearranged to provide

larger lake areas in the proximity of the adjoining single family
housing.
Shannon opened the discussion of the plan by noting that he
saw some good improvements . Hamilton brought up the question of bad
soils in the tract. Arvidson said that these soils would not be a
significant difficulty, since they were primarily concentrated in one
area and not excessively deep. He suggested removal of bad soils
would not be a major barrier to the development.
Wesley and Cummins, among others , noted that repetitious
use of the same color, equal height, etc. , mansard style roof should
be avoided. Arvidson suggested that staggered placement of buildings ,
and the use of various color schemes in addition to variation in
architectural types would solve this problem.
The question of common open space ownership and maintenance
was again brought up. It was felt that this question was expecially
relevant to the Arvidson development, since the lakes would present
special maintenance problems. The possibility of Park District common
open space ownership was an alternative suggested for investigation.
Arvidson suggested the possibility of the dedication of the open
space land to the Park District, with the Homeowners Association paying
to maintain it.
Shannon said that generally the revised plan was good, but
the common open space maintenance and ownership question must be
addressed. He also said it did not appear that the 30 foot "envelope"
around buildings was excluded in the calculation of the open space
acreage, as required by the Zoning Ordinance.
Rettenbacher suggested that an architectural identification
structure should be indicated on the plan if one was being considered.
He also wondered whether either the swimming pool or tennis courts
could be enclosed to provide year-round recreation.
The consensus of the Commission was that although there were
a number of questions that needed to be resolved, substantial progress
was being made with the Arvidson plan. Additional discussion of the
proposal will occur at the January 12th regular Plan Commission meeting.
Sign Variation: Cook County
Hamilton moved that the Plan Commission should oppose the
request for a sign variation currently before the Cook County Zoning
Board of Appeals for a property located along Higgins Road, 300 feet
south of Oakton Street. The Commission felt that the sign would be
dangerous to air traffic. Cummins seconded. It was unanimously
recommended that the Village officially oppose the variation.
Dedication of Easement - Elk Grove Industrial Park
Hamilton moved to approve the dedication of easement in Elk
Grove Industrial Park Unit No. 14 (Mark Street) . Cummins seconded the
motion. All voted 'Aye' .

Triton Industrial Park Unit No. 13
The Commission noted that the amendment made at the December 8,
1975 Plan Commission meeting to the approval of Triton Industrial Park
Unit No. 13 was for compensatory storage for flood plains over and above
M.S.D. requirements.
The meeting adjourned at 10:05 P.M.
