HomeMy WebLinkAboutPLAN COMMISSION - 12/08/1975 - EPSTEIN RESUB/ARVIDSON MINUTES ELK GROVE VILLAGE PLAN COMMISSION December 8, 1975 The regular meeting of the Plan Commission was called to order at 8:15 P.M. on Monday, December 8, 1975 in the Staff Conference Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: STAFF PRESENT: William Shannon Joseph J. Misurelli , Thomas Hamilton Administrative Intern William Wesley Thomas Rettenbacher, Stanley Klyber Building Commissioner Edward Hauser MEMBERS ABSENT: Alvin Krasnow Leah Cummins Warren Jacobsen Epstein Resubdivision Dan Foster, representative for the McLennan Corporation, requested a resubdivision of the Epstein property from one large lot into seven lots . The property, located on the north side of Landmeier Road between Route 83 and Lively Boulevard is not in the flood plain: Klyber moved approval of the resubdivision. Hamilton seconded the motion. All present voted "Aye". Preliminary Plan: Arvidson Joe Arvidson, Attorney Robert DiLeonardi and two representatives from Rolf Campbell and Associates were present for an informal discussion of the 30 acre Arvidson tract located on Devon Avenue. Arvidson presented a revised plan incorporating some of the changes suggested by the Plan Commission at the November 5th regular meeting. A copy of the plan is in the Trustees' Conference Room. Two buildings (12 dwelling units) were eliminated, resulting in a decline of total dwelling units from the previous 450 to 438. A recreation building with a meeting room and storage facility was added. Hamilton began the discussion by pointing out that the revised plan did not incorporate many of the changes recommended by the Commission at the November 5th meeting. The plan had what was felt to be excessive density in the face of single family development (or eventual development) to the East , West, and North. Parking areas would abut these properties. Rettenbacher questioned whether the density of the plan had been determined according to the density definition of the zoning ordinance. He also suggested that the aisles in the parking lot may be considered streets. It was noted that density had grown from 100 single family homes on a plan at an earlier date to 450 dwelling units . Arvidson attributed this to costs in improving the property and costs of holding the property. He also did not feel 15 dwelling units per acre-was excessive. One of the representatives of Rolf Campbell and Associates noted that it did not Plan Commission Minutes - 2 - December 8, 1975 appear that the revised plan had been drawn incorporating the Zoning Ordinance density calculation. Wesley pointed out that R-3 zoning had been approved for the property following public hearings. It should be up to the developer' to make a legitimate case for the change. Hauser reiterated the fact that the Arvidson development would be surrounded by single family development on three sides. In reference to the concern over open space ownership and maintenance, Arvidson noted that the buildings would be condominiums rather than townhomes, with a homeowners association for grounds keeping of the common open space. Hamilton said that he does not object to multi-family development, as long as traffic problems and lack of open space are avoided. He did not see usable open (green) space on the revised plan. Shannon suggested that with the amount of water-covered open space, additional usable open space was doubtful . Hamilton reiterated problems with Homeowners Association, including streets , and suggested that all streets be dedicated public streets built to Village standards. Lake maintenance problems , including flood control and silting diffi- culties were also mentioned. Arvidson mentioned that his developments (Hidden Valley in Lombard and Valley Low in Glenview) were well-regarded and selling developments. Shannon suggested that Mr. Arvidson take the comments and adjustments suggested and apply them to his proposal . Final suggestions included transition-buildings other than 3 story buildings. The closeness of buildings to homes abutting the property on the east , along with the other previously mentioned concerns , were possible revision areas. Triton Industrial Park Unit 13 Action on Triton Industrial Park Unit 13 had been deferred at the November 19th regular Plan Commission meeting pending the receipt of a correct plat. A new plat was found to be correct. The parcel is in the flood plain according to the NIPC flood plain map. Hamilton moved approval of Triton Industrial Park Unit 13, provided there is a provision for compensatory storage to account for flood loss. Klyber seconded. Klyber, Hamilton, Wesley, and Shannon voted "Aye". Hauser voted "Nay", noting that he believed in casting a dissenting vote against building in flood plains. Shannon stated that at the next Plan Commission meeting, December 23rd, the Arvidson preliminary proposal would again be discussed. Review of the recommended thoroughfare plan (Barton-Aschman, and the Thomas Report) would also be scheduled. Hamilton brought up the need for an erosion control ordinance for Elk Grove Village. It was mentioned that the Storm Water and Water Detention Ordinance was currently under review by the Judiciary, Planning and Zoning Committee.
