Joint Meeting with Judiciary, Planning & Zoning and Plan Commission of
Elk Grove Village
July 29, 1975
The joint meeting was called to order at 8:10 P.M. in the Multi-
Purpose Room of the Municipal Building, 901 Wellington Avenue.

Chairman Kenna (JPZ) opened the meeting with a statement clarifying
the purpose of the meeting which was to reach a common understanding of
where the Plan Commission stands on the Vale Tract. Chairman Mc Grenera
(Plan Commission) responded to the opening remarks by saying that in
order to proceed with a good functional development, the Village Board
must make major but broad policy decisions on the :followinga dry retention
ponds, public or private streets, zero lot lines, control and responsibility
for care of open space and environmental incentives.
Attorney Hofert was asked by Chairman McGrenera to review the past
events pertinent to Vale Tract. Dealing with July 7, 1975 Plan Commission
meeting mainly, Attorney Hofert pointed out the Planner,`s idea of environ-
mental incentives was a novelty, and after a preliminary Illinois survey,
Attorney Hofert found nothing similar. Attorney Hofert mentioned that
the Planner is proposing alternative paths that the developer c6uld follow
in developing the Vale Tract. The item "who takes care of what" on common
open space was believed to be one of many major and upcoming problems.
Chairman Kenna opened the floor to questions after Attorney Hofert's
remarks. , Trustee Vanderweel asked if the 6 to 8 dwelling units per acre
was for the whole development. In response, McGrenera answered that it would
be for the R-5 District. When asked to pin down what the overall density
would be for Vale Tract, McGrenera felt it was impossible at this point in
time.
Trustee Staddler asked what the minimum area would be for each sub-
divided lot. McGrenera said that Centex wants 4000 square feet while the
Commissioners want 4,500 square feet.

Attorney Hofert felt if the common open space was conveyed to
a Home Owners Association, problems would arise. He pointed out that
many associations are going bankrupt due to high property taxes. If
associations do bankrupt, the County takes over the land and has the
right to sell it to speculators. Chairman Kenna asked if the Village
Ordinance would stand up in Court if speculators wanted to build on
it. Attorney Hofert did not think our Ordinance would hold up in
Court.
Trustee Vanderweel asked if zero lot lines have been used by
many other communities. In response, Bill Shannon stated they have
been around for the past 4 or 5 years. Examples of communities
experimenting with zero lot lines are: Buffalo Grove; Schaumburg;
Northbrook', .: Park Forest and many others.
Attorney Hofert pointed out that the main problem of developing
homes today was due in part to the economy. This could be one reason
why Centex is being cautious with Vale Tract. Centex is not positive
what type of lot will sell and if one type were selling today, it might
not be selling or popular two years from today.
As the joint meeting drew to a close, Chairman Kenna (JPZ) stated
that the Village must remain flexible and relaxed but at the same time
remain a model city that it is today.
Chairman Kenna felt that before the JPZ Committee goes to the
entire Village Board for final policy decisions, the Park District's
opinion should be solicited on Vale Tract and on the different suggestions
made so far.
Ed Hauser (Park District President) was asked to set up a meeting
with the Park District Board to discuss: public or private streets; zero
lot lines; and alternatives for the developer.
Before adjourning, Ted Staddler asked Chairman McGrenera when he
would like a policy decision on the special environmental incentives.
In response, Mc Grenera stated August 6, 1975, which will be the next
Plan Commission Meeting.
The Meeting adjourned at 9:30 P.M.
