Consideration of a request from the Prince of Peace United Methodist Church, located at 1400 Arlington Heights Road,to waive FY 2017-18 business license fees in the amount of $100. (Prince of Peace United Methodist Church is seeking a waiver of FY2017-18 business license fees related to the Church's annual Pumpkin Patch. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Finance recommends approval.) b. Consideration of a request from the Elk Grove High School Instrumental Music Association to waive permit fees for a holiday tree and wreath sale commencing on November 24, 2017 at Elk Grove High School located at 500 W. Elk Grove Boulevard in the amount of$200. (The Elk Grove Instrumental Music Association utilizes this sale as a fundraiser for the band and orchestra programs at Elk Grove High School. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Finance recommends approval.) c. Consideration of a request from the Elk Grove Lions Club to waive the FY 2017-18 Page 1 of 6 business license and permit fees associated with the Kelly Miller Circus in the amount of $409. (Elk Grove Lions Club is seeking a waiver of the FY 2017-18 business license fees for one (1) food dealer license ($100), one (1) carnival/circus license ($200), one (1) fire hydrant deposit and connection permit fee for two days ($60), and seven(7) barricade use fee ($49) (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Finance is recommending approval.) d. Consideration of a request from Elk Grove Baptist Church, 801 Beisner Road,to waive permit fees for flat roof renovations in the amount of$1,563. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Community Development recommends approval.) e. Consideration of a request from the Rotary Club of Elk Grove Village to waive the fee for a temporary Class D liquor license for the Village's 2nd Annual Oktoberfest on September 29 and 30, 2017 in the amount of$2,100. (The fee for a Class D Liquor License is $2,100. (Rotary Club is running the sale of alcoholic beverages at the Village's 2nd Annual Oktoberfest. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations.) f. Consideration of a request from the Salvation Army, located at 1000 Pratt Boulevard,to waive permit fees for parking lot improvements in the amount of$6,088. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Community Development recommends approval.) g. Consideration to award a professional services contract to Entertainment Management Group of Elk Grove Village, IL to manage and operate a concert as part of the Village's annual Holiday Tree Lighting Ceremony in an amount not to exceed $26,500. (Entertainment Management Group has managed and operated the Village's annual Mid- Summer Classics Concert Series for the past nine years. (The Village has held a concert as part of its annual Holiday Tree Lighting Ceremony for the last two years. (The concert will be funded by the 1%Hotel/Motel Tax, Video Gaming revenue, Tobacco License fees, and sponsorship donations. (The event will take place on Friday,November 24.) h. Consideration to award a professional services contract to ModSpace of Elgin, IL for the rental of temporary housing trailers to be used for the Meacham Fire Station reconstruction project in an amount not to exceed $45,000 from the Capital Projects Fund. Page 2 of 6 (As part of the Meacham Fire Station reconstruction, temporary living accommodations with kitchen and bath facilities are required to keep the station operational throughout the construction period. (It is anticipated that construction will commence in or around March 2018 and last approximately eighteen (18)months. (The Fire Department and construction manager have solicited proposals from a number of potential vendors across the country seeking a viable solution. ModSpace was the only vendor that was capable of providing a viable solution to the Department's needs. (The Niles Fire Department recently used ModSpace for a similar project, and was extremely satisfied. (The total cost includes the rental of the unit, as well as facility modifications already determined by the Fire Department. (The Fire Chief recommends approval.) i. Consideration to award a professional service contract to Burns & McDonnell Engineering Company Inc. of Downers Grove, IL for preliminary design workshops, development of a technical memorandum for design and a skeleton hydraulic model of the water system in the amount of$49,500 from the Water& Sewer Fund. (A proposal was solicited from Burns&McDonnell Engineering Company, Inc. of Downers Grove, IL for evaluation and design services related to the replacement of electrical components and pumping equipment at two water booster pumping stations. (These professional services include workshops,review of existing conditions, development of a skeleton hydraulic model of the water system, and result in a technical memorandum to determine design parameters for the replacement. (The Director of Public Works recommends approval.) j. Consideration to award a professional service contract with Temple Display,Ltd. of Oswego, IL for the Holiday Lighting and Decoration Services contract in the amount of $54,644.00 from the General Fund. (On Thursday,August 24, 2017,the Village opened sealed bids for the Holiday Lighting and Decoration Services contract. (The contract provides for holiday lighting and decorating services at the Municipal Complex. (The initial term of the contract is for the 2017 Holiday Season (October 2017 through January 2018)with the option of four(4) annual renewals through the 2021 Holiday Season (January 31, 2022). (The lowest responsive and responsible bid was received from Temple Display, Ltd., of Oswego, IL. (Funds for the contract have been allocated in the General Fund. (The Director of Public Works recommends approval.) k. Consideration of Ordinance No. 3513 amending Title 3, Chapter 3, Section 3-3-7,Number of Licenses of the Village Code of the Village of Elk Grove Village by decreasing the number of Class "A" and Class "H" liquor licenses and increasing the number of Class "D" liquor licenses. (This Ordinance decreases the Class "A" liquor licenses from thirty-five (35)to thirty-four Page 3 of 6 (34) licenses, decreases the Class "H" liquor licenses from four(4)to three (3), and increases the Class "D" liquor licenses from nine(9)to ten (10).) 1. Consideration of an Ordinance No. 3514 granting-a variation of Section 3-7:1) (1)and Section 3-7:1) (5)of the zoning ordinance to permit the construction of three (3) architectural enhancement elements which will project approximately two(2') feet into the front twenty-five (25') foot setback along the north face of the building and construct a six foot, six inch (6-6")canopy at the north elevation of the building that will extend three feet, six inches(3'-6") beyond the permitted thirty-six inch (36")encroachment into the front yard area on property located at 1055 Arthur Avenue, Elk Grove Village. (This item was previously discussed at the August 15, 2017 Village Board Meeting and currently appears under Unfinished Business.) m. Consideration to adopt Resolution No. 48-17 authorizing the Mayor to execute a Letter of Receipt stipulating the terms of an agreement for an application seeking a Cook County Class 6B Property Tax Exemption status pursuant to the Cook County Real Property Classification Ordinance as amended February 15, 2006 for certain real estate located at 40 North Lively Blvd. (The Law Offices of Liston and Tsantilis, on behalf of Wildcat Management Company (Applicant) is seeking a Cook County Class 6B Property Tax Exemption for 40 North Lively Blvd. (The subject property consists of an approximately 6,466 square foot building that has been vacant for more than two years. (The Applicant intends on spending $101,000 to improve the building to make it more attractive to an industrial user. Improvements include; fagade enhancements, landscaping enhancements,parking lot reconstruction, and dock and apron reconstruction. (The eligibility requirements for 6B status are new construction, substantial renovation or buildings that have been vacant for a period of time. This site qualifies as it involves vacancy for more than twenty-four(24)months with a purchase for value, and significant rehabilitation. (Property approved for Class 6B status allows the owner of the property to have the assessment level lowered for a period of twelve years. The assessment schedule is 10%of fair market value for ten years then 15% in the eleventh year and 20% in the twelfth year. Industrial property is currently assessed at 25% of fair market value in Cook County. (Upon approval,the Director of Business Development and Marketing will issue a Letter of Receipt to the Applicant. The Letter of Receipt will allow the Applicant to file an application with Cook County. Final approval is at the discretion of the Village Board and contingent with the Applicant completing the improvements stated in their application. Consideration of a request from Saint Julian Eymard Church to waive fees for a temporary Class D Liquor License in the amount of$2,100 for hosting a Parish Fall Fest on Sunday, September 17, 2017 at 601 Biesterfield Road. (The fee for a Class D Liquor License is $2,100) (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations.) o. Consideration to award a professional service contract to Energenecs Inc. of Saukville, WI for replacement of the two PCs that interface to the Water& Sewer SCADA systems, updating software versions and licenses, integrating both SCADA systems to provide redundancy and modifying end user screens in the amount of$37,680 from the Water& Sewer Fund. (A proposal was solicited from Energenecs, Inc. of Saukville, WI for the replacement of the two PCs that interface with the Water and Sanitary Sewer Supervisory Control And Data Acquisition(SCADA) system that control and monitor the water and sanitary pumping systems. (These professional services include providing the PCs and related hardware, upgrading various software packages to current versions and integrating the two independent systems into a system that provides operational redundancy for both systems on each PC as a form of redundancy and modifying user screens to accommodate the newer style monitors with a more rectangular shape. (The Director of Public Works recommends approval.) p. Consideration to adopt Ordinance No. 3515 granting an Administrative Special Use to the Village to permit the construction, remodeling and location in several zoned districts as well as related variations with respect to signage, storage, size of detached accessory structure and principal structures for the Biesterfield Road Public Works Garage and the new James Paul Petri Public Works Facility on Devon Avenue. (The Village is in the process of remodeling,reconstructing and relocating the Public Works facilities as part of the 2025 Redevelopment Plan; Pagel of 2 (This ordinance authorizes the Village as a Home Rule Municipality to enact legislation for variations of the Zoning Ordinance and Municipal Code with respect to the height, size and location of buildings as well as the regulation of the use of open space surrounding such buildings.) q. Consideration to adopt Ordinance No. 3516 annexing certain property to the Village and rezoning the same in accordance with the Village's Comprehensive Plan and Zoning map. (The property located on Devon Avenue in unincorporated Cook County, which property is less than sixty acres (60) in size and is wholly bounded by the Village of Elk Grove Village and another municipality. (This property is not within the corporate limits of any municipality. (The Mayor and Board of Trustees find and believe it to be in the best interest of The Village that said land and territory be annexed to the Village and be zoned upon annexation.) r. Consideration to adopt Resolution No. 49-17 approving the Plat of Resubdivision identified as Bertholds Subdivision (426 and 434 E. Devon Avenue). (This item is part of the Elk Grove 2025 Construction Plan.)
