Consideration to grant a variation from the Municipal Code, Section 8-1213-1-1D, Easements,to permit the installation of a screen wall within the twenty-five foot(25') public utility easements at 2526 Pratt Boulevard. (The property owner is seeking a variation to construct a screen wall within the twenty-five foot(25') public utility easements along Lunt Avenue, Elmhurst Road and Pratt Boulevard. Comcast, AT&T,Nicor, and ComEd have written letters granting permission to encroach upon the easement. (The Community Development Department has field checked this location for Village- owned utilities in the easement. An existing public sanitary sewer main is located along the south side of Lunt Avenue within the twenty-five foot(25') utility easement. Per consultation with Public Works, the sanitary sewer main must be relocated outside the utility easement and within the Lunt Avenue right-of-way. (The Director of Community Development recommends approval subject to relocating the Village's sanitary sewer main on Lunt Avenue.) b. Consideration to hold the Regular Village Board Meetings at 7:00 p.m. in 2018 on the second and fourth Tuesday of the month with the following exceptions: • March -add March 20, 2018 Budget Meeting for budget purposes at 6:00 p.m.; • June -hold one Regular Village Board Meeting to convene on June 19, 2018; • July-hold one Regular Village Board Meeting to convene at 5:00 p.m. on July 17, 2018; Page 1 of 5 • August-hold one Regular Village Board Meeting to convene on August 14, 2018; • November-hold one Regular Village Board Meeting to convene on November 13, 2018; • December-hold one Regular Village Board Meeting to convene on December 11, 2018. (Start times may be adjusted due to elections or special events such as the Mid-Summer Classics Concert Series. (This schedule follows the past practice of the Village Board to hold only one meeting during the months of June, July, August, November and December.) c. Consideration of a request from Pace Suburban Bus to waive permit fees in the amount of $1,009 to install a concrete sidewalk at 150 Northwest Point Boulevard. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Community Development recommends approval.) d. Consideration to award a professional services contract retainer to Entertainment Management Group of Elk Grove Village, IL for the management and operation of the 2018 Mid-Summer Classics Concert Series in an amount of$25,000. (In order to lock in pricing for various components of the 2018 Mid-Summer Classics Concert Series, Entertainment Management Group is seeking a retainer. (The concert series is funded by the 1%Hotel/Motel Tax, video gaming revenue, tobacco license fees, a $50,000 donation by the Elk Grove Park District, and sponsorship donations. (The tenth annual Mid-Summer Classics Concert Series will consist of five concerts to be held during the month of July.) e. Consideration to award a professional services contract with Civiltech Engineering, Inc. of Itasca, IL for design engineering for Drainage Improvements -Tonne Road to Busse Road in the amount of$328,985.09 from the Water& Sewer Fund. (A proposal for professional design engineering services was solicited from Civiltech Engineering, Inc. of Itasca, IL to develop contract plans, specifications, and complete permitting tasks for the Drainage Improvements-Tonne Road to Busse Road. (The scope of the improvements includes the removal of the existing CMP culverts that convey flow through the drainage ditch beneath the railroad tracks and replacing them with either reinforced concrete pipes or regrading of the ditch without a culvert pipe. (The work also includes regrading of the ditch bottom and side slopes, clearing, landscaping, restoration, and all incidental and collateral work necessary to complete the project. (Adequate funds are available in the Water& Sewer Fund. (The Director of Public Works has recommended approval.) f. Consideration to adopt Ordinance No. 3517 granting variations of Section 3-7:1)(3) of the Zoning Ordinance to permit the construction of a six foot(6) high vinyl fence located no less than twenty feet(20') from the North property line along Haar Lane, approximately Page 2 of 5 twenty-two feet(22')beyond a line extended from the nearest front corner of the principal structure located on an adjacent single family residential lot for property located at 1031 Gloria Lane, Elk Grove Village. (This item was previously discussed at the September 12, 2017 Village Board Meeting and currently appears under Unfinished Business.) g. Consideration to adopt Resolution No. 50-17 authorizing the Mayor to execute a Letter of Receipt stipulating the terms of an agreement for an application seeking a Cook County Class 6B Property Tax Exemption status pursuant to the Cook County Real Property Classification Ordinance as amended February 15, 2006 for certain real estate located at 1900 Busse Road. (Gullo International (Applicant) is seeking a Cook County Class 6B Property Tax Exemption for 1900 Busse Road. (The Applicant intends to demolish the existing building and construct a Class A modern and state-of-the-art industrial building. The new building will be 49,000 square feet with fourteen exterior docks, two drive in docks, and divisible into four units. The building will be ideal for distribution, a showroom, and manufacturing. (The goal of Class 6B is to attract new industry, stimulate expansion and retention of existing industry and increase employment opportunities. The eligibility requirements for 6B status are new construction, substantial renovation or buildings that have been vacant for a period of time. (This site qualifies as it involves new construction. (Property approved for Class 6B status allows the owner of the property to have the assessment level lowered for a period of twelve years. The assessment schedule is 10% of fair market value for ten years then 15% in the eleventh year and 20% in the twelfth year. Industrial property is assessed at 25%of fair market value in Cook County. (Upon approval,the Director of Business Development and Marketing will issue a Letter of Receipt to the Applicant. The Letter of Receipt will allow the Applicant to file an application with Cook County. Final approval is at the discretion of the Village Board and contingent with the Applicant completing the improvements stated in their application.
