HomeMy WebLinkAboutPLAN COMMISSION - 11/09/1972 - CAROL PLACE MINUTES _ SPECIAL PLAN COMMISSION MEETING November 9, 1972 Members Present: Chairman William Shannon; Messrs. Thomas Hamilton, Mead Killion, Richard Pottker, Charles Siewert; Secretary Leah Cummins. Others Present: Mlle. Michelle was in faithful attendance as was our birthday boy, Tom Rettenbacher. Visitors included the Honorable Trustees Kenna and Spees ; they appeared in succession to one another, - not simultaneously. 1 . The primary item of business , that of discussing the Village Manager's "Checklist for Plats", was momentarily suspended as our Chairman produced a beautiful chocolate whipped cream cake and set it out in the center of the table, with a greeting card signed by all the Commissioners. As Mr. Rettenbacher (whom we all called "Tom" since it was his birthday) entered the room, the Commissioners lifted their voices in song and though totally unrehearsed, - they were spon- taneously, melodically exquisite, -- a definite indication that we make beautiful music together. Tears did not well in Tom' s eyes , but we felt he was touched. 2. - Trustee Kenna arrived at 8:05 P.M. to talk to us for five minutes. He requested that we furnish a decision on Carol Place, without further delay. He also said he wants to get the Barton-Aschman report into the Subdivision Control Ordinance. He also told us he was aware that we wanted a Flood Control Commission and-were dissatisfied with the negative reaction to that idea, that was generated by the Trustees. Mr. Hamilton, our faithful , articulate spokesman, alternately and affectionately referred to by his colleagues as Noah and Gunga Din, - patiently explained why are are pushing for creation of a flood control commission . . . specifically to create a flood control plan for the Village and the Industrial Park's existing and future development. Trustee Kenna said he now had better insight into our position and mould bring the matter back to the Judiciary, Planning and Zoning Committee for reconsideration. Trustee Kenna also commented that he had a suspicion are were getting "antsy" for passage of the Zoning Ordinance. We now have proof positive that there is a leak in the Plan Commission pipeline, or that there is an informant in our midst, or that our Plan Commission room is bugged. ` We strongly suspect all three! At any rate, we reconfirmed Mr. Kenna' s suspicions , and sat back and let him reassure us that we will , over his LIVE BODY, have a vote on the new ordinance on December 5, 1972. . When Mr. Kenna left at 9:40 P.M. , Shannon was grinning widely; Killion and Siewert were smiling, and Pottker, Hamilton and Cummins were purring! 3. Carol Place. It was moved by Cummins, seconded by Shannon, that are amend our previous approval of vacation of Carol Place so that the dimensions of Carol. Place will be 35' x 110' to be vacated' by the Village; and further stipulate that in addition to the regular sidewalk, a paved bicycle path be provided. All present voted AYE. Mr. George Spees then came to visit with us for awhile. His presence was greatly appreciated. We chatted informally about all our large. impending matters and he was wholly impressed by the sangfroid of the Plan Commission which contrasts. so greatly from the emotionally- impacted sessions of our esteemed Village Trustees . He left feeling that the Village' s future development is indeed in good hands. It should be mentioned that in between some deeply penetrating considerations that evening, the Plan Commissioners engaged in some frivolity . . . mostly to create a warm atmosphere for the birthday celebrant - whose family was awaiting his arrival for dinner. Laughter permeated the room, and emanated throughout the Village Hall to the extent that, intermittently persons appeared in the doorway to witness the merriment : Among those that appeared were The Chief Psychologist of District 59; the Principal of Elk Grove High School ; two members of the Elk Grove Village Police Department , the Director of Community Services. Each appearance seemed to intensify the hilarious mood of the Commission, as well as the puzzlement of the Spectator. Finally, when discussing the vacant seat on the Commission, Mr. Mead Killion said, "I sometimes wish we had a lawyer on the Plan Commission", in response to which Mr. Hamilton observed , "We don' t need a lawyer; we need a priest.'.' Mr. Shannon, himself overcome with mirth and joviality, made the motion to adjourn the meeting- to the next regular session on November 16th. Respectfully submitted , Leah Cummins Secretary.
