REGULAR PLAN COMMISSION MEETING
September 21 , 1972
Members Present: Messrs. Gayle Bantner, Thomas Hamilton, Mead Killion,
Alvin Krasnow, Richard Pottker; Mrs. Leah Cummins,
Secretary.
Although it is not the practice of this august body of
planners to keep track of each member' s attendance, it
should be noted in this record that Chairman Shannon's
•absence was conspicuous , . . . .and shall be reported to
the Village President.
Others Present: Trustee Nanci Vanderweel , Mlle Michelle (whose course
work in her master' s degree program is now complete;
it is heartwarming to note that Mr. Krasnow is helping
her with her thesis) .
Mr. Calkins was in attendance and slid off the edge of
his chair when the phone rang. Mr. Ret,tenbacher, repre-
senting Administration was also present.
1 . Minutes:
At 8:05 p.m. Mr. Krasnow, as Acting Chairman, called the meeting to
order and directed the Secretary to read the minutes ofthe Septem-
ber 7, 1972 meeting - which she did. The members booed loudly and
then unanimously approved those minutes .
3. Unfinished Business :
A. Mrs. Cummins explained that she had contacted Mr. Kracower, a
.professional planner from Evanston, and, after interviewing him
by phone, invited him to attend the Plan Commission meeting that
night.
At this point, Mr. Kracower arrived and presented some written
materials which are representative of documents he completed for
other communities. He verbally reviewed for the Plan Commission
members, ways and means in which he has served as consultant to
municipalities faced with development decisions. Plan Commission
members questioned him at length, and finally it was requested
that he summarize his proposed services in letter-form along with
a cost estimate for such services. The consultant assignment
refers to the Devon-53 Project for which Plan Comm.ission members
are seeking to be expertly informed, as is their custom.
I . Higgins Industrial Park Unit No. 96. It was moved by Cummins,
seconded by Pottker that this plat be approved. All members present
voted AYE.
J. Higgins Industrial Park Unit No. 97, Lots Nos. 141 and 142. It
was moved by Bantner, seconded by Killion that this plat be approved.
All members present voted AYE. *

K. Higgins Industrial Park Unit No. 98. It was moved by Bantner,
seconded by Cummins that this plat be approved. All present voted
AYE.
M. Howard Street Dedication. It was moved by Cummins , seconded by
Bantner that this plat be approved. All present voted AYE.
N. Centex Industrial Park Unit No. 171 . It was moved by Killion,
seconded by Bantner that this plat be approved. Much discussion
ensued as members sought to amend the motion to include a con-
tingent statement. It was felt the approval should only be
forwarded to the Trustees subject to the property coming up to
Village standards for development in the flood plain according
to the Village Engineer. It was considered unnecessary to append
this to the motion for approval . On roll call , all members
present voted AYE with the exception of Mr. Pottker, who abstained.
L. Laura's Resubdivision. This plat was returned .to the Village
Engineer for clarification of the ten (10' ) foot rear easement.
The Secretary of the Plan Commission was directed to call the
Kane-DuPage Soil and Water Conservation District at 232-0820 to
see if McLennan had requested a recommendation from this body;
and also to obtain a supply of application forms for future
developers of land in DuPage County.
B. Centex North Stage II . Next, the Plan Commission directed its
attention to Centex North Stage II , anddeliberated at great
length on this proposed development. Messrs. Krasnow and Retten-
bacher had travelled with Mr. Shannon to the site in Elmhurst
where a similar development was built.. They reported on their
impressions. Mr. Killion noted that the new plan removed all
objections that had previously been called to the attention of
the developer. Still , the planners were reluctant to push
ahead with approval , pending still another field trip, which
it was requested Mr. Rettenbacher make to Northbrook, to see
another example of this type of development for comparison sake.
At this point (11 :00 p.m. ) , Trustee Vanderweel and Mrs. Cummins left the
meeting and the rest of the planners were left with their own devices to
conclude the meeting --which they allegedly did without considering any
additional items of business.
