CALL TO ORDER- 7:26 PM PRESENT: Mayor Craig B. Johnson,Trustees Nancy J. Czarnik,Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Christine K. Prochno ABSENT: Trustee Patton L. Feichter A Quorum was present. Also Present: Village Manager Raymond R. Rummel,Village Attorney George B. Knickerbocker, Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE INVOCATION - Pastor Leandro Nogueira, Elk Grove Baptist Church 3.APPROVAL OF MINUTES OF SEPTEMBER 12, 2017- Motion to approve the Minutes of the Regular Village Board Meeting held on September 12, 2017 as submitted and dispense with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE - Unanimous Approval (5-0) MOTION CARRIED 4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson- Mayor Johnson addressed the reason for the recent increase in the Village portion of the property tax bills. The Village taxes by dollar amount. In previous years,the business park was a large portion of the tax bill assessed valuation compared to the residents. Residents are now becoming a bigger part of the total Village assessed valuation. For example,the approximate assessed valuation breakdown was as follows: • 20 Years ago,the residential percentage was at 25% - commercial business side was at 75%. • In 2013, the residential side was 33% - the business side was at 67%. • In 2016, the last assessment,the residential side was at 38% - the business side was at 62%. A common complaint in Cook County is that businesses pay a lot more than the residents,which is reverse in some of the surrounding communities. Cook County is trying to equalize the property taxes to bring those numbers closer. Another factor is the Senior Freeze Exemption has doubled over the past year with the senior population increasing in Elk Grove. The Village held the line as announced earlier in the year,but the school districts and park district portions have also affected the increase. More information will be in an upcoming newsletter. Trustee Reports: Trustee Petri - No Report. Trustee Czarnik- The Frank J. Czarnik Memorial Golf Outing is on September 30th at 8:00 AM at Fox Run Golf Links in Elk Grove Village. Registration is $90,which includes a hot lunch buffet and prizes. Please call the Fox Run Golf Links at 847-228-3544 to register. Trustee Lissner-With reference to the recycling company mentioned at the last board meeting, Trustee Lissner dropped off a variety of electronics to eWorks located at 1201 Estes Street. It was a pleasant experience and the employees will assist with removing the items from a vehicle. EWorks is open year round, Monday through Friday, for electronics recycling. Contact 855-213-8348 for additional information. Trustee Lissner also reported that he toured Haas Company at 555 Busse Road on Wednesday, September 20, and learned that they are expanding to a new building on Lively. Trustee Prochno - The Sister Cities students will be visiting the first week of October. There are ten students coming from Termini Imerese that will stay with their counterpart families. The students will participate in the high school homecoming activities, ride on a float in the Columbus Day parade downtown, and enjoy many activities with the students here in Elk Grove. The students will be introduced at the October 10th Village Board Meeting. At the same time, business delegations will be arriving from Termini Imerese and Zihuatanejo, Mexico to tour the hospital and some businesses in Elk Grove. Page 1 of 4 Trustee Franke - Oktoberfest is this Friday, September 29, and Saturday, September 30, from 6:00 PM to 11:00 PM at Rotary Green. Online ticket sales will end at midnight tonight to receive a 20% discount. There have been 6,540 tickets purchased during the presales thus far. There is free parking available at Queen of the Rosary and Elk Grove High School and you can use the same mug from last year to save $1. Oktoberfest hats will be available for purchase at$5.00. 5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the September 26, 2017 Accounts Payable Warrant in the amount of$2,234,110.86. Moved by Trustee Petri Seconded by Trustee Czarnik AYES: Trustees Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED 6. CONSENT AGENDA a. Authorization of a request to grant a variation from the Municipal Code, Section 8-1213-1-11), Easements, to permit the installation of a screen wall within the twenty-five foot (25') public utility easements at 2526 Pratt Boulevard. b. Authorization to hold the Regular Village Board Meetings at 7:00 p.m. in 2018 on the second and fourth Tuesday of the month with the following exceptions: • March- add March 20, 2018 Budget Meeting for budget purposes at 6:00 p.m.; • June - hold one Regular Village Board Meeting to convene on June 19, 2018; • July - hold one Regular Village Board Meeting to convene at 5:00 p.m. on July 17, 2018; • August - hold one Regular Village Board Meeting to convene on August 14, 2018; • November- hold one Regular Village Board Meeting to convene on November 13, 2018; and • December - hold one Regular Village Board Meeting to convene on December 11, 2018. c. Authorization of a request from Pace Suburban Bus to waive permit fees in the amount of$1,009 to install a concrete sidewalk at 150 Northwest Point Boulevard. d. Authorization to award a professional services contract retainer to Entertainment Management Group of Elk Grove Village, IL for the management and operation of the 2018 Mid-Summer Classics Concert Series in an amount of$25,000. e. Authorization to award a professional services contract with Civiltech Engineering, Inc. of Itasca, IL for design engineering for Drainage Improvements - Tonne Road to Busse Road in the amount of $328,985.09 from the Water & Sewer Fund. f. Authorization to adopt Ordinance No. 3517 entitled, "AN ORDINANCE GRANTING VARIATIONS OF SECTION 3-7:1)(3) OF THE ZONING ORDINANCE TO PERMIT THE CONSTRUCTION OF A SIX FOOT(6) HIGH VINYL FENCE LOCATED NO LESS THAN TWENTY FEET (20') FROM THE NORTH PROPERTY LINE ALONG HAAR LANE, APPROXIMATELY TWENTY-TWO FEET (22') BEYOND A LINE EXTENDED FROM THE NEAREST FRONT CORNER OF THE PRINCIPAL STRUCTURE LOCATED ON AN ADJACENT SINGLE FAMILY RESIDENTIAL LOT FOR PROPERTY LOCATED AT 1031 GLORIA LANE, ELK GROVE VILLAGE." g. Authorization to adopt Resolution No. 50-17 entitled, "A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A LETTER OF RECEIPT STIPULATING THE TERMS OF AN AGREEMENT FOR AN APPLICATION SEEKING A COOK COUNTY CLASS 6B PROPERTY TAX EXEMPTION STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 1900 BUSSE ROAD." h. Authorization to award a contract to B&H Photo-Video of New York City, NY, the low bidder for the purchase of a Fiber Camera Package in an amount not to exceed $30,104.00 from the Cable Television Fund. Mayor Johnson asked if the Village Board or anyone in the audience had any questions on the Consent Agenda items. No response. Motion to approve Consent Agenda items"a. through h." PLAN COMMISSION -Village Manager Rummel - There were no items under the Plan Commission for discussion. 9. ZONING BOARD OF APPEALS - Village Manager Rummel - There were no items under the Zoning Board of Appeals for discussion. 10.YOUTH COMMITTEE - Trustee Franke - There will be a Bon Fire at Lions Park on the baseball diamond on Saturday, October 21St, for students in the sixth grade through high school from 8:00 PM to 10:00 PM. 11. BUSINESS LEADERS FORUMS -Trustee Petri -The Steering Committee will have a meeting tomorrow, September 27, at 11:15 AM at the Holiday Inn. 12. CABLE TELEVISION COMMITTEE - Trustee Lissner- Item 6-h. on the Consent Agenda is for EGTV to purchase four (4) 500' camera cables to use inside the truck for filming events in the community. The cables will allow an additional 172' of cable that will use less electricity and provide HD quality filming. 13. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- Please remember that"A Caring Place" is available at Christus Victor Lutheran Church from 9:00 AM to 3:00 PM on Monday,Wednesday, and Thursday. This service is very helpful to provide respite care to those families that need assistance. The program is organized and supervised by trained and caring staff. Please call 847-437-2666 x24 for more information. 14. INFORMATION COMMITTEE -Trustee Lissner-The Illinois Tollway has sent out email notifications that each vehicle will now require a separate transponder for I-PASS. You can still share an account but if you do not have a transponder for each vehicle,you will be charged the cash price for tolls. 15. RECYCLING&WASTE COMMITTEE -Trustee Prochno - The Fall leaf pickup will start in October. Please remember to place leaves in a row in the street by 7:00 AM on collection day and be cautious of the sewer grates to avoid flooding. The pickup schedule is in the last newsletter or on the website. 16. PARADE COMMITTEE - Trustee Czarnik- The theme for the 2018 Hometown Parade will be "Music Through The Ages" and the date is Saturday,June 16, 2018 at 2:00 PM. The next meeting will be on Monday, October 2nd, at 5:30 PM in Room E at the Charles J. Zettek Municipal Building. 17. PERSONNEL COMMITTEE -Trustee Franke -The September 22nd meeting for the exit interview was cancelled due to illness and will be rescheduled. 18.JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - Mayor Johnson asked for concurrence from the Board to have the committee look into selling tobacco products between the ages of 18 and 21 as well as selling tobacco products in its entirety. Motion to recommend the JPZ Committee to look into the tobacco sales. Moved by Trustee Lissner Seconded by Trustee Franke VOICE VOTE - Unanimous Approval (5-0) MOTION CARRIED Trustee Prochno noted that the JPZ Committee met on Tuesday, September 19,to discuss a rezoning petition from Arrow Road Construction for a Resubdivision of property located at 1445 Oakton Street to consolidate the existing two (2) lots into one (1) lot to construct an office and maintenance facility. The consensus of the JPZ Committee is to recommend approval of the petition. Motion to direct the Village Attorney to prepare the necessary documents for the Resubdivision from two lots to one lot for property at 1445 Oakton Street. MOVED: Trustee Prochno SECONDED: Trustee Czarnik VOICE VOTE-Unanimous Approval (5-0) MOTION CARRIED A meeting will be scheduled to discuss the Fostering Dogs and Telecommunication Facilities items assigned to the Committee. 19. CAPITAL IMPROVEMENTS COMMITTEE- Trustee Czarnik- Ditch clearing,water main replacement and fall resurfacing improvements are ongoing. 20.AIRPORT UPDATE- Mayor Johnson - Phase III of the Runway Rotation Program is going on. If you have any comments, please submit them through the website so they can be tracked. 21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - Next year's lineup will be announced soon. 22. SPECIAL EVENTS - Mayor Johnson- Oktoberfest is the next special event. The Holiday Tree Lighting Ceremony will be held on Thursday, November 24, at 4:30 PM and Gary Lewis and the Playboys will be Page 3 of 4 performing. 23. LIQUOR COMMISSION - Mayor Johnson - No Report. 24. REPORT FROM VILLAGE MANAGER- No Report. 25. REPORT FROM VILLAGE CLERK- No Report. 26. UNFINISHED BUSINESS -The Unfinished Business appears on the Consent Agenda. 27. NEW BUSINESS - There are no items for New Business. 28. PUBLIC COMMENT- 8:07 PM - Mayor Johnson asked if anyone would like to address the Village Board this evening. No Response. 29.ADJOURNMENT - Motion to adjourn the Village Board meeting and go into Executive Session at 8:09 PM.
