MAYOR& BOARD OF TRUSTEES' REPORT 5.ACCOUNTS PAYABLE WARRANT: OCTOBER 31, 2017 $ 2,019,810.53 NOVEMBER 14, 2017 $ 3,142,587.98 6. CONSENT AGENDA a. Consideration of a request from the District 54 Education Foundation to waive permit fees in the amount of$200 associated with a Christmas tree sale commencing on November 19, 2017 at Elk Grove Town Center located at 980 Elk Grove Town Center. (It has been past practice of the Village Board to grant fee waivers for governmental and non-profit organizations. (The Director of Finance recommends approval.) b. Consideration to award a purchase contract through the Illinois Department of Central Management Services to Morton Salt Inc. of Chicago, IL for the delivery of 2,400 tons of bulk rock salt at $46.93 per ton in the amount of$112,632. (The Village Board on March 28, 2017 approved a joint purchasing requisition through the Illinois Department of Central Management Services (CMS) to procure 2,000 tons of bulk rock salt with the option to increase or decrease the order by 20 percent, or 400 tons, if necessary. (On October 1, 2017, the Village was notified by CMS that bulk rock salt had been secured for all joint purchasing participants at favorable bid prices. (The CMS contract allows for the Village to increase or decrease the Department's requested 2,000 tons of rock salt by 20 percent, or 400 tons, if necessary. Page 1 of 6 (Adequate funds are available in the General Fund to purchase 2,400 tons of bulk rock salt through the CMS contract with Morton Salt Inc. (The Director of Public Works recommends approval.) c. Consideration to make payment to the Suburban O'Hare Commission (SQC) in the amount of$25,000 to be utilized to assist with funding for analysis of overnight Runway Rotation Tests 2 and 3 as approved by the SOC Board of Directors. (The Board of Directors of the Suburban O'Hare Commission(SOC) approved a contract with JDA Aviation Consultants to perform a comprehensive analysis of noise impacts and distribution for the overnight Fly Quiet Runway Rotation Tests 2 and 3. (This information will be used to inform future policy decisions regarding the Interim Fly Quiet Rotation, which will be in effect until 2020. (SOC member communities are contributing to fund the payment of this contract.) d. Consideration to concur with the 2017 combined Village and Library property tax levy determination of$30,510,603 less the proposed abatement of$6,609,996 for a net levy $23,900,607. (This will be the 11th consecutive year that the Village Board is holding the line on property taxes. The non-pension portion of the Village tax levy is down$3,641 from last year while the pension portion is up $379,838. (The Library request is up $564,981 from last year. (The Director of Finance recommends approval.) e. Consideration to adopt Ordinance No. 3522 granting variations of Section 3-7:1) (1) of the Zoning Ordinance which prohibits principal structures from being located within any required front yard area and Section 3-7:E (3) (b) which prohibits parking of vehicles within the twenty-five foot (25') front yard setback for property located at 1421-1485 Elmhurst Road, Elk Grove Village. (This item was discussed at the Village Board Meeting on October 24, 2017 and currently appears under Unfinished Business.) f. Consideration to adopt Ordinance No. 3523 amending the Position Classification and Salary Plan of the Village of Elk Grove Village (Social Worker-Police Department; Community Services Coordinator; and Social Services Supervisor-Police Department). (The ordinance deletes a Police Department position of Social Worker and deletes a Police Department position of Community Services Coordinator, and adds a Police Department position of Social Services Supervisor.) g. Consideration to adopt Ordinance No. 3524,authorizing the refinancing of the 2010 General Obligation Build America Bondi of the Village of Elk Grove Village, IL. (The Ordinance allows for the refinancing of the outstanding principal amount of the General Obligation Build America Bonds Series 2010.) Page 2 of 6 h. Consideration to adopt Ordinance No. 3525 granting a variation of Section 3-7:E (3) (b) of the Zoning Ordinance which prohibits parking of vehicles within the twenty-five foot(25') front yard setback for property located at 1501-1541 Elmhurst Road. (This item was discussed at the Village Board Meeting on October 24, 2017 and currently appears under Unfinished Business.) i. Consideration to adopt Resolution No. 60-17 authorizing the Mayor to execute an Intergovernmental Agreement between the County of DuPage County and the Village of Elk Grove Village. (The Intergovernmental Agreement is for the Village to transfer or convey the right of way at the intersection of North Thorndale Avenue and Lively Boulevard to DuPage County to be executed by and between DuPage County and the Village of Elk Grove Village. (DuPage County has agreed to assume right of way ownership and jurisdiction of the north frontage road along Illinois Route 390 from Wood Dale Road to Illinois Route 83. It is the County's customary practice to own designated County Highway underlying right of way, including the locations where County roads intersect with local roadways. The Village currently maintains ownership of the right of way at the intersection of North Thorndale Avenue and Lively Boulevard. The Agreement would document the transfer of the right of way from the Village to the County. (The Director of Public Works recommends approval.) j. Consideration to adopt Resolution No. 61-17 (attached) authorizing the Mayor to execute a Letter of Receipt stipulating the terms of an agreement for an application seeking a Cook County Class 6B Property Tax Exemption status pursuant to the Cook County Real Property Classification Ordinance as amended February 15,2006 for certain real estate located at 1855 Greenleaf Avenue. (The Law Offices of Liston & Tsantilis, on behalf of their client DB Cl II LLC, (Applicant) is seeking a Cook County Class 6B property tax exemption for property located at 1855 Greenleaf Avenue. . (The Applicant intends to lease the existing building to Basic Crating Inc. Basic Crating is currently located in Elk Grove Village and due to business expansion intends to occupy the entire building for warehousing and distribution of crating equipment and goods. (Basic Crating plans to relocate forty jobs to the new building and hire an additional three to four employees. (The exiting site contains a 35,029 square foot building that has been vacant since September of 2016. (The Applicant will invest a minimum of$100,000 to upgrade the building with new fagade elements including an awning, a backlit business sign, LED fagade lights, new landscaping and new concrete work. (The eligibility requirements for 613 status are new construction, substantial renovation or buildings that have been vacant for a period of time. (This site qualifies as it involves occupation of a vacant building without a purchase value, vacancy for less than two years with special circumstances and significant rehabilitation. Page 3 of 6 (Property approved for Class 6B status allows the owner of the property to have the assessment level lowered for a period of twelve years. The assessment schedule is 10% of fair market value for ten years then 15% in the eleventh year and 20% in the twelfth year. Industrial property is currently assessed at 25% of fair market value in Cook County. (Upon approval, the Director of Business Development and Marketing will issue a Letter of Receipt to the Applicant. The Letter of Receipt will allow the Applicant to file an application with Cook County. Final approval is at the discretion of the Village Board and contingent with the Applicant completing the improvements stated in their application. (The Director of Business Development and Marketing recommends issuing a Letter of Receipt.) 7. REGULAR AGENDA a. Consideration of Ordinance No. 3526 amending Section 713-5-2:13 of the Zoning Ordinance of the Village of Elk Grove Village pertaining to permitted uses in the B-5 Town Center Shopping District by adding thereto Health and Fitness Centers with ancillary services including tanning and hydromassage and Village Board Approved Uses in said District and by deleting "and none other" from the first sentence. (The Plan Commission held a public hearing to consider the proposed text amendments on October 30, 2017, and voted unanimously to recommend approval of the changes to the Zoning Ordinance.) b. Consideration of Ordinance No. 3527 amending Section 3-613-1 and Section 3-613-4 of the Village Code by amending provisions concerning age requirements for the sale of cigarettes to minors from eighteen to twenty-one. (The Village regulates the retail sale and purchase of tobacco products, accessories and electronic smoking devices to persons under eighteen(18) years of age pursuant to Section 3-613-1 and Section 3-613-4 of the Village Code of Elk Grove Village. (It was brought to the Village Board to reconsider increasing the age for the sale of tobacco products to person's age twenty-one (21) and above. (The Village Board heard public comment at a Committee of the Whole Meeting on November 14, 2017 at 4:00 PM prior to consideration of the Ordinance at the November 14, 2017 Village Board Meeting.) 8. PC Docket 17-5 - A Public Hearing for the petition submitted by Brennan Investment Group, Inc. for consideration of Annexation, Rezoning and Resubdivision to 1-1 for property located at 743-955 E. PC Docket 17-6 - A Public Hearing to consider text amendments to Section 713-5-2:13 pertaining to uses prohibited in B-5 Zoning Districts to provide opportunity for redevelopment of vacant space as well as adding text to allow Village Board approved uses. (PH 10-30-2017) c. PC Docket 17-4 - A Public Hearing for the petition submitted by GW Property Group, Page 4 of 6 LLC for rezoning of property located at 1551 Busse Road from I-2 Industrial District to B-3 Business District to construct two multi-tenant buildings. (PH 11-13-2017) d. PC Docket 17-7 - A Public Hearing for the petition submitted by Village Square for consideration of Annexation and Rezoning to A-2 Multiple Family Residence District for construction of six (6) multi-family townhome buildings located at 751 Meacham Road.
