HomeMy WebLinkAboutPLAN COMMISSION - 10/31/1974 - HIGGINS INDUSTRIAL PARK UNIT 160 y MINUTES ELK GROVE VILLAGE PLAN COMMISSION October 31 , 1974 The special meeting of the Elk Grove Village Plan Commission was called to order at 8: 15 P.M. on Thursday, October 31 , 1974 in the Council Chamber of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: Richard McGrenera Marcus Grice Leah Cummins William Wesley Joseph Cimino Alvin Krasnow (8:35) MEMBERS ABSENT: Edward Hauser Thomas Hamilton Staff Present: Thomas Rettenbacher, Building Commissioner Gary Parrin, Administrative Intern Chairman McGrenera opened the meeting by reading Mr. Ted Pecora's letter stating his intent to withdraw his petition for Office and Transitional zoning. His plans are to annex the property as 1-1 , which is consistent with the official plan. Mr. Pecora will present the Village Board with a pre-annexation agreement and will submit to the Plan Commission his plat of subdivision (2 lots) for approval . Chairman McGrenera then distributed to the Commissioners a list of items that the developer of the Vale Tract should consider prior to coming before the Commission. The list was compiled by the Planning Consultant. Commissioner Cummins stated that a market analysis would also be helpful because of the size of the property. Higgins Industrial Park Unit No. 160 Chairman McGrenera relayed to the Commissioners the outcome of a meeting he had with the Village Engineer. The Engineer guaranteed McGrenera that the Flood Plain Ordinance will be followed. Other informa- tion than that must wait until the developer submits drawings . The developer has only submitted a plat of subdivision. Commissioners Cummins and Cimino desired to know what beyond the Flood Plain Ordinance must be required of the developer. In addition, they wish to know if compensatory storage is required. Chairman McGrenera will request the Engineer to attend the Thursday, November 7 Plan Commission meeting to answer questions . Bonavolonta Anthony Bonavolonta was present to hear the staff reports in regard to his revised site plan. The discussion led to the following suggestions : 1 . Make the northern-most driveway onto Nerge Road (Section 1) an emergency exit. The exit should be 12 feet wide with a chain across it . To reconcile for the loss of an exit onto Nerge Road, a driveway should be added to connect the parking lot to the "Private Drive'' 2. The Engineer recommends that the right-of-way should be a minimum of 72 feet . Cimino and Wesley said the right-of-way should be 100 feet, which would make it the same as Nerge Road west of Rohlwing Road. Nerge Road should be treated as a major arterial through the proposed development. 3• Mr. Bonavolonta informed the Plan Commission that there is going to be another proposed access route to the donated property besides the easement. He anticipates that a cul-de-sac will be placed in Section 4, which will give further access to the donated property. 4. The Commissioners agreed that the "Private Drive" should be flared onto Nerge Road in order to increase safety and reduce congestion at that exit onto Nerge Road. Chairman McGrenera told his fellow Commissioners that he discussed retention ponds with Commissioner Hamilton. They both concurred that retention ponds should be built using the most up-to-date technology and require a minimum of maintenance. A seminar is being considered on retention pond development. Mr. Bonavolonta was told that Tod Trayser will attend the November 7 Plan Commission meeting to present his comments on the revised site plan. Paul Fuchs , Chairman of the Citizens of Elk Grove opposed to Devon-53, asked Chairman McGrenera if objections that were brought forth at the Public Hearing will be considered by the Commission. McGrenera assured Mr. Fuchs that they will be of major concern to the Commission. The meeting adjourned at 10:35 P.M. Submitted by: Gary E.
