HomeMy WebLinkAboutPLAN COMMISSION - 09/19/1974 - YANKEE DOODLE DANDY Minutes ELK GROVE VILLAGE PLAN COMMISSION September 19, 1974 The regular meeting of the Elk Grove Village Plan Commission was called to order by Chairman McGrenera at 8: 15 p.m. on Thursday, September 19, 1974 in the Staff Conference Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: Richard McGrenera Marcus Grice William Wesley Thomas Hamilton MEMBERS ABSENT: Joseph Cimino Alvin Krasnow Edward Hauser Leah Cummins STAFF PRESENT: Thomas Rettenbacher, Building Commissioner Gary Parrin, Administrative Intern Meetings The Chairman's first order of business was to inform the Commissioners of the following meetings : Wednesday, September 25: Hearing on amendments to the Cook County Comprehensive Plan. Saturday, September 28: DuPage County Planning Seiminar. Thursday, October 3: NIPC 1974 Annual Planning Conference (Planning for Scarce Resources) . Yankee Doodle Dandy The Commission considered two aspects of the Yankee Doodle site plan. First, the general consensus of the Commission is that the four inch median strip on Higgins Road should not be removed to allow access across lanes into the restaurant. If the State wants to allow the removal of the median strip, then it will be against the wishes of the Plan Commission. Secondly, the Commission felt that only two openings , rather than three, should be allowed on Higgins . Since the Commission lacked a quorum to vote on Yankee Doodle Dandy, Chairman McGrenera called for a Special Meeting of the Plan Commission on Thursday, September 26, at 8:00 p.m. to be held in the Staff Conference Room. The J . L. Williams petition for rezoning will also be discussed. Bonavolonta The Chairman requested that the Assistant Village Manager ask the Village Engineer to report on what he, and MSD, thinks of Mr. Bonavolonta's temporary open sewage retention tank; if it is an approved practice; and if indeed Mr. Bonavolonta received MSD's approval for the retention tank concept. Informal Meeting - Pecora Mr. Ted Pecora, accompanied by his architect, presented the Commission with a proposal to use his land as an 0 & T (Office - Transitional District) area. He cited page 40 of the Zoning Ordinance for the description of the district. The maximum height of his four proposed buildings would be 15 feet. The discussion led to the following possible alternatives for Plan Commission consideration in order to conform to the Zoning Ordinance: first, put only one building on the property; second, place four buildings on the property, but connect them with atriums; third, he should consider the possibility of providing dedicated streets ; and fourth, what amendments to the Ordinance would be needed if he could not come up with a proposal to meet the requirements to the Ordinance. The overriding recommendation to Mr. Pecora, though, was to work within the framework of the Zoning Ordinance, or at least let the Commission know what must be done to the Ordinance in order to facilitate his proposals.
