A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS
PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION
ORDINANCE AS AMENDED JULY 17,2013 FOR CERTAIN REAL ESTATE LOCATED
AT 1855 GREENLEAF AVENUE ELK GROVE VILLAGE ILLINOIS
WHEREAS,the Village of Elk Grove Village desires to promote the development of
industry in the Village of Elk Grove; and
WHEREAS,the Cook County Assessor is operating under an ordinance enacted by the
Cook County Board of Commissioners, and amended from time to time, the most recent
amendment becoming effective as of July 17, 2013, which has instituted a program to
encourage industrial and commercial development in Cook County known as the Cook County
Real Property Classification Ordinance; and
WHEREAS,the Mayor and Board of Trustees, finds that special circumstances justify
finding that the property is "abandoned" for purpose of a Class 6B designation, even though it
has been vacant and unused for more than 12 months and there has been no purchase for value,
that finding, along with the specification of the circumstances, shall be included in the
resolution or ordinance supporting and consenting to the Class 6B application; and
WHEREAS,the Petitioner has applied for or is applying for Class 6B property status
special circumstances pursuant to said aforementioned ordinance for certain real estate located
at 1855 Greenleaf Avenue, in the Village of Elk Grove Village, Cook County, Illinois, with the
Property Index Number 08-35-104-055-0000, and has proven to this Board that such incentive
provided for in said ordinance is necessary for development to occur on this specific real estate.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Board of Trustees of the
Village of Elk Grove Village, Counties of Cook and DuPage, Illinois:
Section 1: That the request of the Petitioner to have certain real estate located at 1855
Greenleaf Avenue, Elk Grove Village, Cook County, Illinois, and identified by Property Index
Number 08-35-104-055-0000, declared eligible for Class 6B status pursuant to the Cook
County Real Property Classification Ordinance as amended July 17, 2013, is hereby granted in
that this Board and the Village of Elk Grove Village, Illinois, has determined that the incentive
provided by the said Class 6B Tax Incentive Ordinance is necessary for the said development
to occur on the subject property, legally described as follows:
THE WEST 185 FEET OF LOT 20 IN CENTEX INDUSTRIAL PARK UNIT 4, BEING
A SUBDIVISION IN SECTION 35, TOWNSHIP 41 NORTH, RANGE 11, EAST OF

THE THIRD PRINCIPAL MERIDIAN, ACCORDING TO THE PLAT OF SAID
CENTEX INDUSTRIAL PLARK UNIT 4, REGISTERED IN THE OFFICE OF THE
REGISTRAR OF TITLE OF COOK COUNTY, ILLINOIS ON NOVEMBER 2, 1959
AS DOCUMENT LR1894159, IN COOK COUNTY, ILLINOIS.
Section 2: That the Special Circumstances as outlined by the petitioner are attached
hereto as Exhibit "A" and made a part thereof.
Section 3: That the Village of Elk Grove Village, Illinois hereby supports and consents to
the Class 6B Application and approves the classification of the subject property as Class 6B
property pursuant to the Cook County Real Property Classification Ordinance and the Class 6B
tax incentives shall apply to the property identified as Permanent Real Estate Index Number 08-
35-104-055-0000.
Section 4: That the Mayor and Village Clerk are hereby authorized to sign any necessary
documents to implement this Resolution subject to the petitioner completing the following
conditions within twelve months of closing:
a. Upgrade the building with new fagade elements including an awning;
b. A backlit business sign;
c. LED fagade lights;
d. New landscaping and concrete work.
Section 5: That this Resolution shall be in full force and effect from and after its passage
and approval according to law.

DB Cl Il, LLC or its nominee(collectively,the"Applicant")has owned the property
located at M5 Greenleaf Avenue in Elk Grove Village,Illinois 60007(PIN: 08-35-104-055-
0000). It plans to r'ernodel the,existing 35,029 square foot building and then plans to lease this
new facility to Basic Crating for machine warehousing and distribution operations.
'rile subject property consists()fan approximately 59,361 square foot site. Currently there
is one building located on the subject property with a total building square footage of
approximately 35,029 square feet. This building was constructed over fifty years ago,has a low
ceiling height of 15 feet,and has suffered significant deferred maintenance. The building has
been vacant since approximately September 2016.
The property is currently suffering from functional obsolescence;accordingly,the
Applicant plaits to invest a substantial amount of capital to improve the property, The Applicant
expects to spend approximately$100,000 in improvements which will include,but will not be
limited to the following:
• Brand new landscaping;
General parking lot repair and replacement where needed;
@ Installation oflligh Quality Awnings;
• Repair of Dock Doors;
The Applicant expects this development will create approximately 5 construction related
Jobs, The Applicant expects the imprbvernerits to the interior of the building to be completed by
Late Fall 2017.
Applicant plans to lease the property to Basic Crating,Inc.("Basic Crating"),an unrelated
entity. Basic(`rating plans to relocate its machine warehousing and distribution operations from
1525 Chase Ave in Elk Grove Village to this site. Basic Crating's operations are currently based
in a leased 30,947 square foot facility and now it requires additional space to continue growing its
business.
Due to its growing business,Basic Crating can no longer remain at its current location.It
has outgrown the available building square footage at the site.if the Applicant obtains the Class
6b Tax incentive for the subject property, Basic Crating plans to transfer its entire operations to
the subject property. As the building on the subject property is approximately 5,000 square feet,
this relocation will significantly increase Basic C:rating's square footage.

Basic Crating currently employs 40 full time and 10 part time employees in Elk Grove
Village, all of whom will relocate to the subject property upon its completed rehabilitation,
Thereafter,Basic Crating projects hiring 3-4 employees on a UI time basis in the next t-3 years,
depending upon business demand,The move to this site is an expansion of their business,
It is for these reasons that it is necessary to grant the Applicant a Resolution supporting
and consenting to a Class 6b Tax Incentive for the above-referenced property based on
occupation of abandoned property for less than twenty-four(24)months continuous vacancy
without a purchase for value, special circumstances and substantial rehabilitation,
