HomeMy WebLinkAboutPLAN COMMISSION - 05/16/1974 - KOTSIOS MANAVES SUBDIV/NERGE RD EXTENSION COOK COUNTY HWY Minutes ELK GROVE VILLAGE PLAN COMMISSION May 16, 1974 The regular meeting of the Elk Grove Plan Commission was called to order by Chairman McGrenera at 8:27 P.M. on Thursday, May 16, 1974 in the Council Chamber of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: Richard McGrenera Marcus Grice Leah Cummins William Wesley Joseph Cimino STAFF PRESENT: Donald Ciaglia, Director of Public Works/Engineering Thomas Rettenbacher, Building Commissioner Robert Franz, Assistant Manager Inasmuch as Bill Wesley, appointed to the Plan Commission on May 7, 1974, was not yet sworn in, the Commission did not have a quorum for this meeting. NEW BUSINESS Item I .B. - KOTSIOS-MANAVES SUBDIVISION The Commission reviewed the above plat which had been approved by the Village Engineer and is not located in the flood plain. Unofficially the Commission approved the plat and agreed to meet prior to the next Village Board meeting to officially act on this and other plats on their agenda. NERGE ROAD EXTENSION - COOK COUNTY HIGHWAY DEPARTMENT Chairman McGrenera then introduced Mr. Louis Quinlan, Director of Planning, Cook County Highway Department who had requested a meeting with the Commission to discuss the proposed extension of Nerge Road eastward across the Buttitta-Bonavolonta property to Devon Avenue west of Interstate 90. Mr. Quinlan stated that although obtaining the right- of-way for the above extension was not a serious concern, there did exist certain constraints to such a project: (a) The extension of Nerge Road is not on the existing "County Highway System" which serves as a planning guide to the County, and (b) Bids for the improvement of Devon Avenue from Arlington Heights Road westward will be let shortly and the County is not inclined to delay the use or risk the loss of these Motor Fuel Tax funds. The County, however, has no objections to the Village acquiring the right-of-way and extending Nerge Road. Mr. Quinlan made reference to a 1967 Interim Highway Transportation Plan prepared by the Chicago Area Transportation System (CATS) which calls for the extension of Devon Avenue westward beyond Rohlwing Road. The County agrees with this proposed extension which would terminate at Kane County. When questioned by the Commission as to the Village of Elk Grove's vacation of Devon Avenue west of Rohlwing Road, Mr. Quinlan stated that there is some question as to that vacation being valid. The Commission was informed that Cook County has agreed with adjoining counties to assume total responsibility for all county highways which border or are shared with Cook County. Therefore, Devon Avenue has become a Cook County Highway. Quinlan further advised that the only way a new road can be added to the existing Highway system is by a resolution of the Cook County Board of Commissioners and subsequent approval by the Illinois Department of Transportation. Mr. Quinlan advised that the County operates on a five year improvement program which is determined by a monitoring system in which all roads in the County are graded. Nerge Road is not listed in the existing five year program; however, a maintenance type improvement is likely. Quinlan did state that the proposed improvements to Devon Avenue would include the improvement of Rowlwing Road to a four lane facility between Devon Avenue and Nerge Road. Chairman McGrenera thanked Mr. Quinlan for coming to Elk Grove and spending time with the Plan Commission. He stated, however, that notwithstanding the comments made by Mr. Quinlan, it appeared the Commission would (a) recommend that Nerge Road be extended to Devon Avenue, and (b) that Devon Avenue not be extended westward beyond Rohlwing Road. After a short discussion on miscellaneous items , the meeting was adjourned at 10:55 P.M. with the understanding that a special meeting would be held before the May 28, 1974 Village Board meeting.
