HomeMy WebLinkAboutPLAN COMMISSION - 05/02/1974 - ARLINGTON HTS RD AND CLEARMONT DR Minutes ELK GROVE VILLAGE PLAN COMMISSION May 2, 1974 The regular meeting of the Elk Grove Village Plan Commission was called to order by Chairman Richard McGrenera at 8: 12 P.M. on Thursday, May 2, 1974 in the Council Chamber of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: Richard McGrenera Edward Hauser Joseph Cimino Mead Killion Leah Cummins Alvin Krasnow Marcus Grice Chairman McGrenera opened the Public Hearing called to consider a petition filed by Mr. and Mrs . Anthony Maioriello, 1199 Arlington Heights Road to rezone the northeast corner of Arlington Heights Road and Clearmont Drive from R-1 Single Family to 0-T Office Transitional and to amend Article 5, Section 5.72 - "Special Uses" of the Zoning Ordinance to include funeral homes. Joseph Moschetti , Attorney for the petitioner, presented a general description of the proposed funeral home indicating that it would be a two-story brick building with mansard roof, underground garage, two chapels, and living quarters for the petitioner's family on the second floor. He stated that his client specifically requested an 0-T zoning classification, as opposed to B-3 in which funeral homes are a permitted use, because he feared business zoning on his property would lead to similar rezoning requests for other vacant parcels in that area. He further stated that the proposed funeral home would improve the neighborhood over existing conditions. Mr. Moschetti gave three reasons why he felt rezoning should be granted: 1 .) There is a definite need for such a facility within the Village, 2. ) The site is centrally located and away from main business areas where traffic problems may arise, and 3.) Traffic-wise the location is ideal due to it having access to a major North-South thoroughfare; with no driveways fronting on Clearmont Drive until east of Kenilworth Avenue. In response to the complaint that this location for a funeral home would be an affront to future tenants of the Senior Citizen Housing project, Mr. Moschetti stated that such facilities are really a benefit to senior citizens in that they provide a meeting place for elderly people, and that older people have a lesser fear of death than is generally believed. The attorney then introduced Adolph Schumann who gave more details of the proposed development. He stated that the main entrance would be off Arlington Heights Road; that drainage for that area would be improved over the existing drainage conditions, and that the site was more than adequate to handle procession traffic. The petitioner, Mr. Maioriello, then addressed the Plan Commissioner stating that he chose this site because it would be a good location not only for a funeral home but also to raise his family. He contended that what he is proposing is more closely identified to a church than a business , and that he had taken his neighbors into consideration when preparing the proposed site plan. Specific questions by members of the Plan Commission brought the following remarks by the petitioners : - The height of the building will be approximately 25' . - Although only 57 parking spaces would be required by ordinance, 76 are planned. - Two chapels are planned; however, a casket display room could be used at times for a third chapel . - Funeral processions generally begin at 9:30 A.M. ; visitation hours generally begin at 7 P.M. and are concluded by 10 P.M. - Clergymen in the Village are favorable to this development. Discussion then centered on whether approval of this rezoning request might constitute spot zoning. Mr. Moschetti contended that, due to the changing nature of this property and its location on Arlington Heights Road, this was not spot zoning. It was concluded that the Village Attorney should further examine this point. The public in attendance at the hearing were then given an opportunity to be heard. Most objected to the development for the following reasons : - Approvement could lead to additional commercially zoned property in the area. - Traffic from the proposed facility would jeopardize the children living in the area, and the related on-street parking would be a continual nuisance. - This parcel should be zoned residential to conform to the balance of the area. - Drainage situation would worsen, and lights around the parking area of the development would be objectionable. The public hearing was concluded at 9:55 P.M. with Chairman McGrenera advising the petitioner his request and all testimony heard would be taken under advisement by the Commission. After a short recess the meeting reconvened at 10: 16 P.M. in the Staff Conference Room. NEW BUSINESS HARDY'S RESUBDIVISION This 1 . 1 acre parcel is not in the flood plain and was approved by the Village Engineer. There was discussion that this property should be restricted to office and transitional use due to its location and previous agreements . The intended use is a Savings and Loan operation. Commissioner Krasnow moved, seconded by Commissioner Grice that approval be granted, with all members present voting AYE. Plan Commission - 2 - 5/2/74 UNFINISHED BUSINESS Item 3.H. - HIGGINS INDUSTRIAL PARK UNIT NO. 145 There is no soils information available on this property according to a report from the North Cook County Soils and Water Conservation District. Ten percent of the property, however, is in the flood plain and, therefore, it must comply with the Village Flood Plain Ordinance. The Village Engineer approved this plat. It was moved by Commissioner Killion, seconded by Commissioner Cimino that approval be granted, whereupon all members present voted AYE. NEW BUSINESS GEORGE LONG, LONGFELLOW SUBDIVISION Mr. Long was present at the meeting and requested Plan Commission consideration of his request for shared parking with the Medical Center which adjoins his property at 770 South Arlington Heights Road. Chairman McGrenera reported that he had been in contact with the Village Attorney on this matter and at his suggestion a meeting would be scheduled with Mr. Long, the Village Manager, the Village Attorney and himself. Mr. Long was advised to be in contact with the Village Manager to schedule such a meeting. UNFINISHED BUSINESS Item 3.G. - SENIOR CITIZEN HOUSING Chairman McGrenera acknowledged receipt of letters dated April 22, 1974 and April 23, 1974 from M. Myers & Associates restating the rental structure for the proposed Senior Citizen Housing Development, and responding to questions raised at the April 18, 1974 public hearing. After a final review of the Preliminary Planned Development Plat for this project, it was moved by Commissioner Cummins , seconded by Commissioner Krasnow, that the Preliminary Plat be approved, whereupon all members present voted AYE. Item 6. - CHAIRMAN' S REPORT Chairman McGrenera reported the following: 1 . Cathy Duoba, Chairwoman of the Housing Commission has been contacted by the Illinois Housing Development Authority and representatives of the Regional Housing Coalition to schedule a meeting to discuss regional planning and funding for low and moderate income housing as it relates to Section 23 of the Housing Assistance Payment Program. Under the Section 23 program, after a resolution is passed by a municipality, developers of new housing, owners of existing housing, or renters would be able to apply to the U.S. Department of Housing and Urban Development for subsidies . A meeting has been scheduled for Wednesday, May 8 at 8 P.M. and all Plan Commission members are invited. 2. The first item on the May 16, 1974 Plan Commission Agenda will be a discussion with Louis Quinlan, Director of Planning, Cook County Highway Department on the extension of Nerge Road eastward across the Buttitta property to Devon Avenue west of Interstate 90. Plan Commission - 3 - 5/2/74 • • Chairman's Report (continued) 3• Acknowledged receipt of a letter from William Everham, President of the Village of Itasca, stating that Joseph Zizzo, a landowner of one parcel of the Devon-53 project, requested and was denied water from the Village of Itasca. 4. A meeting has been scheduled for Thursday, May 23 with Centex Attorney D. Jones to acquaint the Plan Commission with the R-5 zoning classification to be introduced by Centex for the Vale Tract. UNFINISHED BUSINESS Commissioner Cummins moved, seconded by Commissioner Grice, that the April 4, 1974 Minutes of the Plan Commission be amended to read that the Discussion held subsequent to completing the agenda items for that evening was not a closed meeting. Members voting AYE were: Cummins , Grice and Hauser; voting NAY was Killion; abstaining were: Cimino and Krasnow. UNFINISHED BUSINESS Item 3.F. - Section 21 Centex Homes , Inc. Vice President Wil Liebow and Dave Weber, Sales Manager, were present at the meeting with a Final Plat for Section 21 . Concerns raised by the Plan Commission at their April 18 meeting: 25' setback along Meacham Road; include demensions of all easements ; and, delete park names were satisfied. Discussion ensued on why the retention area was not included on the Final Plat similar to all other plats reviewed by the Commission. It was decided that the engineering drawings would include this item, however, the con- figuration of the lake should remain the same. It was moved by Commissioner Cummins , seconded by Commissioner Killion, that approval be granted with the recommendation that the configuration and location of the retention lake be consistent with the Tentative Plat dated 4-16-74 and approved by the Plan Commission on 4-18-74. It is also recommended that the water surface area of the most northerly dedicated open space not be credited toward the land dedication requirements as set forth in the Subdivision Control Ordinance. All members present voted AYE. ,4 Following a reminder to the Commission members that two registration tickets have been secured for their use at the ASPO Conference to be held in Chicago from May 11th thru May 16th, the meeting was adjourned at 11 :46 P.M.
