6. CONSENT AGENDA
A).Consideration of a request (attached) from Children's Christian Learning Center at 1900
Nerge Road to waive the permit fees for a temporary sign in the amount of$25.00.
(It has been past practice of the Village Board to:grant fee waivers for governmental
and non-profit organizations.
(A reportfrom the. Director of Engineering & Community Development,
:recommending approval, is attached.)
B) Consideration of a request.(attached) from Saint Julian Eymard Church at 601 Biesterfield
.Road to waive the permit fees for railing replacement located at the rear entrance to the
church in the amount of$168.00.
(It has been past practice.of:the Village Board to grant fee waivers for governmental
and non-profit organizations..
(A .,report from the Director of Engineering .& Community Development,
recommending approval, is attached.)
C) Consideration of the following requests (attached) from Elk"Grove Park District:
• To waive the permit fees for upgrades to Fairchild Park, Olmstead Park, Marshall
Park, Bartrum Park, Osborn Park, and Morton Park including new-concrete walks, the
addition of new handicap-accessible concrete walks, a picnic shelter, and a retaining
wall in the amount of$2,850.00.
• To waive.the permit fees for additional,concrete flatwork behind the existing baseball
backstops at Lions Park in the amount of$391.00.
• To waive the permit fees for the replacement of concrete walks with stamped concrete
at the Farmhouse Museum at 399 Biesterfield Road in the amount of$367.50.
(The total amount being waived is $3,608.50.

recommending approval; is attached.)
D) Consideration to award a purchase contract to Advantage Chevrolet of Hodgkins, IL for
the purchase of a 2010 4x4 Chevrolet Suburban in the amount of$41,188.00.
(On Monday, August 17, 2009, the Village sought bids from eight (8) potential
bidders at which three.(3) companies submitted bids.
(This vehicle will replace the Battalion Chief's vehicle#157.
(Advantage Chevrolet of Hodgkins, II, was found to be the lowest responsive and
.responsible bidder.
(The Fiscal Year 2009/2010 Budget includes the replacement of this truck.
(A report from the Fire Chief; recommending approval, is attached.)
E) Consideration. to waive the formal bidding process and award a purchase contract with .
CDW, Inc. of Vernon Hills, IL for the purchase of one-hundred sixty (160) Microsoft
Office software licenses in the amount not to exceed$47,769.53.
.(The latest release of this product, Office 2007,. again offers many productivity-
improveiiient features that make it a worthwhile investment for the Village:
(The favorable price of these licenses is available to the Village by virtue of our
ability to leverage the Select Level pricing previously negotiated between Microsoft and
the State of Illinois..
..(The recommendation to waive the formal .bidding process reflects the Village's
ability to.purchase these products under the State Agreement No: CMS5003360.
(Adequate funds are available in the Fiscal Year 2010 budget.

approval, is attached.)
F) Consideration to adopt Resolution No. 47-09 (attached) rescinding Resolution No. 35-09
and determining the appropriateness for Class 6B status pursuant to the Cook County Real .
property Classification Ordinance as amended February'15, 2006" for certain real estate
propert}►-located-at 1655 Busse Road.
(EXW Chicago, LLC owns this 27,800 square foot building.
..(EXW Chicago, LLC has invested $2,436,000.00 into the property to date.
(Reoccupation of this location is estimated to create up to ten (10) full-time and ten
(10)part-time positions.
(Eligibility requirements for 6B status are new construction, substantial renovation or
purchase of buildings that have been vacant for a period of time. This building has met the
requirements for 6B classification under Special Circumstance because it has been vacant
for at least two years at this time.
(The 6B property tax incentive allows a property tax assessment reduction from 36%
to 16%'of fair market value for a twelve-year period.

G) Consideration to adopt Ordinance No. 3209 (attached) granting a variation of Section 7A-
1:F:1 and 3-7:D.3 of the Zoning Ordinance to permit the installation of a chain link fence
on property located,at 212.Holly Lane, Elk Grove Village.
(This item was discussed. at the'August 18, 2009 Village Board Meeting and
currently appears.under Unfinished Business of the Village Attorney.)
IT) Consideration to adopt Ordinance No. 3210 (attached) amending Chapter 2 Nuisances of
Title 4 Public Health of the Village Code by establishing an administrative fee for services
including monitoring, inspections, correspondence, lien preparations and such other
expenses incurred by the Village with respect to the enforcement of nuisances violations
set forth in Chapter 2.
(Previously the Village adopted an Ordinance establishing administrative fees for
foreclosed properties.
(This Ordinance creates consistency in administrative fees throughout the Village.
(A-report from the Village Attorney, recommending approval, is attached.)
I) Consideration to adopt Ordinance No. 321.1 (attached) 'amending.=the Village .Code
regarding non-resident.water and sewer rates and sewer connection fees.
(In the past it has been Village policy to not allow unincorporated properties to
connect to the Village's water and sewer system.
(Sanitary sewer mains are already located in the rear yards of Branigar'.s subdivision.
.(This Ordinance amends the Village Code to allow residential sewer-connections at .
the rate of$2,000:00 for a 5/8" connection,or$2,400.00 for..a 3/4" connection.
(This .Ordinance also updates the applicable water. and:sewer-rates..for properties
located outside of the municipal boundaries, at a rate of one and.one-half.(1%Z).times the
minimum rate.

third car attached garage. The encroachment would increase towards the rear of the
garage where the total encroachment into the required side yard would measure eleven
