A) Consideration of the following:
• A request (attached) from the Elk Grove Park District at 499 Biesterfield Road to
waive the permit fees for fencing of the temporary construction yard parking lot and
interior demolition work at 321 Bond Street in the amount of$267; and
• A request (attached) from the Elk Grove Park District at 499 Biesterfield Road to
waive the permit fees for the installation of an overhead door at 321 Bond Street in
the amount of$210.
(It has been past practice of the Village Board to grant fee waivers for governmental
and non-profit organizations.
(A report from the Director of Engineering & Community Development,
recommending approval, is attached.)
B) Consideration to accept the 2008-2009 Comprehensive Annual Financial Report (CAFR)
for the Fiscal Year ended April 30,•2009.
(The Comprehensive Annual Financial Report represents the findings of the annual
audit as performed by the independent auditor Sikich LLP.
(The CAFR was recently completed and distributed.
(A report from the Director of Finance, recommending approval, is attached.)
C) Consideration to award a License Agreement, Services Agreement, and Maintenance
Agreement with Accela, Inc. of San Ramon, CA in the amount of$185,432 to be funded
50% from the Capital Replacement Fund and 50% from the ICRC Fund.
(The Village's current software is being phased out by the developer Accela, Inc. and
will be replaced with a web based program that contains many of the functions identified
in the Multi-Year Technology Plan.

(The new software will interface with the Village's GIS system as well as provide
residents, contractors and builders the ability to apply for permits and schedule inspections
over the Internet.
(The program can also be expended for use by both the Fire and Health Departments
for inspection and report preparation functions.
(A report from the Director of Engineering and Community Development,
recommending approval, is attached.)
D) Consideration to award a Balancing Change Order credit in the amount of$69,208.84 for
42 Change Orders per MTI's memo to Elk Grove Village dated October 13, 2009.
(The October 13, 2009 memo provided for forty-two (42) change orders to six
different contractors for various projects.
(A report from the Chief of Police, recommending approval, is attached.)
E) Consideration to adopt Resolution No. 59-09 (attached) authorizing the release/retention
of Executive Session minutes of the Village of Elk Grove Village Board.
(As required by the Illinois Open Meetings Act, the Village has kept written minutes
of all Executive Sessions.
(This resolution allows the release of fifteen (15) sets of minutes dated August
through December 2008.
(A report from the Village Clerk, recommending approval, is attached.)
F) Consideration to adopt Ordinance No. 3219 (attached) amending Ordinance Number 3200
Position Classification and Salary Plan of the Village of Elk Grove Village by deleting one
(1) current position (Fire Inspector).
(This amendment eliminates one (1) Fire Inspector position that has been vacant for
over two (2) years.)
