HomeMy WebLinkAboutPLAN COMMISSION - 10/19/1983 - CENTEX HOMES HAMPTON FARMS SPECIAL USE Minutes ELK GROVE VILLAGE PLAN COMMISSION Date: Wednesday, October 19, 1983 Location: Council Chamber Municipal Building 901 Wellington Avenue Members Present: Members Absent: John Glass, Chairman Leah Cummins, Secretary Clark Fulton Frederick Geinosky David Paliganoff George Mullen Orrin Stangeland Staff Present: Thomas Rettenbacher, Building Commissioner Public Hearing - Docket 83-10: Petition of Centex Homes Midwest to amend the Hampton Farms Special Use Permit. The Public Hearing was called to order by Chairman Glass at 8:21 p.m. Orrin Stangeland was appointed Acting Secretary for the evening. Fred Feinstein, attorney for Centex Homes, presented Gerald Harker and Joseph Luciani as witnesses to testify at the hearing. Joseph Luciani began by noting the zoning classifications of property surrounding Hampton Farms (i.e. , A-3 Multi-Family/Recreational to the north and R-3 Residential to the south) . In addition, Luciani requested that the petition be amended to request the addition of four (4) dwelling units only. The original request to add two (2) bedrooms as well has been dropped. Centex Homes has met with residents surrounding the subject building sites (Nos. 16 & 17 at the corner of Vermont and Gibson Drive) and have received recommendations and approval from the homeowners regarding their proposed changes in the area. The building sites were originally platted for the "old" Hampton Farms product. The petition is designed to extend the current Hampton Farms product to sites 16 & 17. Luciani noted that off-street parking requirements will continue to be met should the petition be successful. No further modification to the Hampton Farms development plan are anticipated prior to final buildout of the project. Tom Rettenbacher indicated that, in his opinion, the new product is an improvement over the original product. In response to Stangeland, Luciani stated that each site (i.e. , No. 16 and No. 17) was scheduled for six units. The new product would have eight units per site increasing the unit count by two per site for a total increase of four units. In response to Stangeland, Harker explained that eight units per site are required, as opposed to six units per site, to offset additional expenses incurred by Centex in following the recommendations of the Plan Commission Minutes - 2 - October 19, 1983 Public Hearing - Docket 83-10 (continued) Homeowners Association in adjusting the building site locations. For instance, buildings have been moved 20' further back from the street and driveways will be lengthened; thereby, increasing costs for utility drops and pavement. In order for Centex to maintain a reasonable and consistent profit margin, more saleable units are needed. Tom Rettenbacher inquired whether a revised Zoning Plat was available to review in comparison to the original Hampton Farms Zoning Plat. Luciani indicated that such plats were available and that the building "footprint" will remain the same, therefore no changes to open space calculations would occur. Paliganoff's motion to recommend approval of an amendment to the Hampton Special Use Permit allowing a four (4) unit increase in dwelling units, conditioned upon Village review and approval of an amended Land Use and Zoning Plat, was seconded by Fulton. The motion was approved by a vote of the Plan Commission as follows: AYE: Glass, Fulton, Paliganoff, Stangeland NAY: None ABSENT: Cummins, Geinosky, Mullen The Public Hearing was adjourned at 9:18 p.m. Docket 83-9: Petition of U.S. Homes Corporation to amend the Park Orleans Final Land Use and Zoning Map. Discussion of the above petition, subject of an October 5, 1983 Public Hearing, continued. Concerns regarding soil erosion were aired. Paul Ulatowski, engineer for U.S. Homes, presented a letter (attached to and made a part of these minutes) indicating erosion controls and efforts agreed to by the Elk Grove Estates Homeowners Association and U.S. Homes. Paliganoff commented that if luxury condominiums, valued up to $170,000, can sell, it will be a plus to Elk Grove Village. The revised wording on architectural entrance walls will enhance the area. Glass stated that U.S. Homes should be permitted to build either 24 units only or 36 units only - flexibility should not be incorporated into the Planned Unit Development's approved site plan. All changes should be brought before the Plan Commission via public hearing. Fulton commented that flexibility to build 24 or 36 units should not present any problems, given that approval for 36 units is currently reflected on the approved site plan. Paliganoff observed that the Plan Commission's Findings-of-Fact should address the issue of soil erosion and sedimentation control on the Park Orleans site. Paliganoff moved to approve the petition of U.S. Homes to allow construction of either 24 or 36 units in the "B" phases of Buildings No. 2, 3, and 4; and to allow revised identification logos on archi- tectural entrance walls (i.e. : Park Chardonnay, Park St. Tropez, and Park Marseille) . The motion was seconded by Fulton, whereupon the following vote was taken: AYE: Glass, Fulton, Paliganoff, Stangeland NAY: None ABSENT: Cummins, Geinosky, Mullen Plan Commission Minutes - 3 - October 19, 1983 The meeting was adjourned at 11:07 p.m. Submitted by: gn P. October 19, 1983 Mr. John Meyer, President Elk Grove Estates Homeowner Association c/o Mr. Steve Elmore Armco Realty 50 Eisenhower Lane North Lombard, IL 60148 Dear Mr. Meyer: We would like to at this time thank your organization for its cooper- ative attitude exhibited at our meeting on October 13, 1983, to discuss the siltation control situation at Park Orleans Condominiums. In Considering the suggestions put forth at that meeting, the following additional siltation control procedures will be instituted by U.S. Home on this project. 1 . Additional hay bail control will be installed around the drainage inlets located in the unpaved portion of the parking lot. 2. Additional hay bails will be installed at any other inlets which whow signs of permitting silt to enter into the drainage system. 3. A monitoring program will be established by U.S. Home. personnel on the site to insure that the hay bails are functioning properly and to replace the hay bails periodically as is necessary to maintain the silt control . We believe that the above steps will greatly reduce the incidence of siltation going into the lake and are the most reasonable practical methods to accomplish this end. At the meeting on October 13, 1983, it was pointed out that soil probes had indicated an increased amount of siltation deposit on the bottom of the lake adjacent to the outfall structures coming from Park Orleans Condominiums. It was suggested that U.S. Home consider removing to the extent practical the additional silt that has been deposited at the ends of these outfall pipes. U.S. Home Corporation at this point agrees to make a reasonable attempt to remove the additional silt from the ends of the outfall pipes in the adjacent lake. This attempt will be made by means of a large backhoe Page Two Mr. John Meyer October 19, 1983 standing on the shore line and the material recovered will be placed on U.S. Home's site. However this operation cannot be undertaken until the construction operations at Park Orleans Condominiums necessitate the bring- ing onto the site of a large enough backhoe to effectively clean the silt from the lake. Based on the present construction schedules at Park Orleans Condominiums a backhoe of sufficient size to remove the silt from the lake will not be on the site until spring of 1984. For that reason U.S. Home Corporation proposes to undertake the removal of silt from the lake at that time when a backhoe of sufficient size is moved onto the Park Orleans Condominiums site, however U.S. Home Corporation agrees that this work will be accomplished by June 15, 1984. Prior to our removing the silt from the lake it will be necessary to obtain approval from your association to enter the site to do this work. If you still desire U.S. Home to remove the silt from the end of the pipe culverts would you please contact us so that an access agreement can be established so that we will be able to do the work.
