Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, and Christine K. Prochno. ABSENT: None A Quorum was present. PLEDGE OF ALLEGIANCE INVOCATION - Pastor Michael Gates, Living Hope Church 3.APPROVAL OF MINUTES OF OCTOBER 24, 2017- Motion to approve the Minutes of the Regular Village Board Meeting held on October 24, 2017 as submitted and dispense with the reading. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson - Mayor Johnson attended the following meetings: • October 26 - Tollway Board Meeting • October 26 - Cub Scouts Pack 495 interviewed the Mayor and toured the Village Hall • October 26 - Meeting with residents on Cheltenham by Talbots Mill regarding the disposition of land for a right of way that was put in over sixty years ago. • October 28 - IL Route 390 Trick, Trot& Roll Event • October 31 - Suburban O'Hare Commission Meeting • November 1 - I-390 Opening Celebration & Ribbon Cutting • November 2 - Harper College Presented the Mayor with the Distinguished Alumni Award • November 4- Coffee with the Village Board • November 10 - Elk Grove High School's Veterans Day Ceremony • November 11 -Veterans Day Ceremony at the VFW Hall • November 13 - Customer Service Planning Meeting at the Tollway • November 14- Committee of the Whole Meeting- Tobacco Ordinance Mayor Johnson stated that he was extremely honored to receive the Distinguished Alumni Award from Harper College. It was humbling to be nominated by a fellow Mayor for the award. Harper College has a program in place that students entering high school as a freshman can commit to provide community service and maintain a specific grade point average to be eligible for free tuition for two years at Harper. Elk Grove High School has the highest percentage of students enrolled in the program at 93%. The Veterans Day Ceremony was wonderful both at Elk Grove High School and at the VFW Hall. The Veterans are excited about the elevator and we expect to have a groundbreaking ceremony sometime in April with the job completed in early July. Mayor thanked Community Development for completing over 2,000 roof permits and inspections from the July storm. The final leaf pickup will be the week after Thanksgiving from November 27 through December I. Please put the leaves out on Sunday, November 26th, and try not to block the sewers in case of rain. Public Works will pick up leaves for the entire Village that week. The Village will provide dumpsters from December 1 through December 8 at the Public Works location on Landmeier, the Meacham Fire Station and the old Fire Administration location on Brantwood for residents to drop off their lawn bags. Mayor Page 1 of 7 asked for residents to be patient if it snows during that week because half of the equipment will be equipped for leaf pickup. It could take longer to plow the streets and leaves may be pushed back onto the lawns by the plows,which is unavoidable. The Village will send out a robo-call to inform the residents and information will be posted on EGTV and the website. The Holiday Tree Lighting Ceremony will be on Thursday, November 24, at 4:30 PM featuring a concert with Gary Lewis and the Playboys. At 5:30 PM, the tree lighting will take place followed by fireworks and the entrance of Santa. Presentations: Mayor Johnson asked Police Chief Walsh and Officer Mike Carlson to join him at the podium. Officer Carlson was sworn in as Police Sergeant. TRUSTEE REPORTS: Trustee Petri -Attended the NWMC and the SWANCC meeting at Oakton Community College on November 8. Trustee Czarnik- Celebrated the Veterans Day Ceremonies at Elk Grove High School on November 10th and at the VFW Post 9284 on November 11th. The Elk Grove Sister Cities will have their annual Family Christmas luncheon on Sunday, December 10th at the Avalon Banquets beginning at 11:30 AM. Santa will arrive at approximately 1:00 PM. This event is a fundraiser to assist with the student exchange program. The cost is $30/Adults, $15 for children ages 4- 12 and under 4 is free. There will be raffles and entertainment. Trustee Feichter- Make A Difference Day was on October 28th and members of the Community Character Coalition were at Jewel and Walgreen's accepting donations of household supplies for the food pantries. Students from Elk Grove High School assisted with the event and thousands of donations were collected. Tasty Catering provided trucks to assist with taking the donations to the local Food Pantries. There was also a Day of Service at Shinnyo-en Temple on October 28th. There were many projects throughout the day to assist assembling packets for local organizations throughout the community. Nanci Vanderweel received a nice award from Shinnyo-en to thank and honor her many accomplishments and service that has been given to the community. Trustee Franke - Thank you to the VFW for hosting the event on Saturday. They do a wonderful job coordinating this ceremony with a 21-gun salute and we enjoy attending this event. Please remember the Veterans throughout the year. Trustee Prochno -Attended the Veterans Day Ceremony at both the high school and the VFW. The high school honored two programs that are ongoing not only in our community but also nationwide. One was the Pizzas for Patriots program that was originated by the late Sgt. Mark Evans and is being continued by his family. The other is a program that Cathy Mode and her husband coordinated called Packages for Patriots. There was also a very special ceremony that the VFW had on Sunday, November 12 at the Elk Grove Cemetery to honor our Revolutionary War Heroes that are buried there. It was a very nice ceremony that also included a 21-gun salute and it was nice to reflect on all those that have sacrificed their life to protect our freedom. Tapalpa is celebrating their 25th Anniversary this year and Trustees Prochno and Feichter presented a proclamation to the owners, Judi and Abraham Aguilar, congratulating them on the anniversary and thanking them for their continued service to the community. Trustee Lissner-Attended the Veterans Day Ceremony at the VFW. We had a meeting with the consulting company, Teska Associates, that is reviewing our ordinances and providing us with an outline of their recommendations. 5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the October 31, 2017 Accounts Payable Warrant in the amount of$2,019,810.53. Authorization of a request from the District 54 Education Foundation to waive permit fees in the amount of$200 associated with a Christmas tree sale commencing on November 19, 2017 at Elk Grove Town Center located at 980 Elk Grove Town Center. b. Authorization to award a purchase contract through the Illinois Department of Central Management Services to Morton Salt Inc. of Chicago, IL for the delivery of 2,400 tons of bulk rock salt at $46.93 per ton in the amount of$112,632. c. Authorization to make payment to the Suburban O'Hare Commission(SOC) in the amount of $25,000 to be utilized to assist with funding for analysis of overnight Runway Rotation Tests 2 and 3 as approved by the SOC Board of Directors. d. Authorization to concur with the 2017 combined Village and Library property tax levy determination of$30,510,603 less the proposed abatement of$6,609,996 for a net levy $23,900,607. e. Village Manager Rummel asked to remove item g. on the Consent Agenda pertaining to the Build America Bonds to be handled separately upon the advice of our financial advisor. Mayor agreed and asked if anyone had any questions or comments about any of the Consent Agenda items prior to voting. There was none. Some of the ordinance numbers listed on item 7-c will be amended as required for the approval process. Motion to approve Regular Agenda item 7-a pertaining to permitted uses in the B-5 Town Center Shopping District. Moved by Trustee Feichter Seconded by Trustee Franke AYES: Trustees Petri, Prochno, Czarnik, Feichter, Franke, Lissner NAYS: None Motion Carried- Unanimous Approval (6-0) The Village Attorney stated that there is a slight amendment to Ordinance 3527 adding the effective date for January 1, 2018 as discussed at the Committee of the Whole Meeting this evening. Page 4 of 7 Motion to approve Regular Agenda item 7-b pertaining to age requirements for sale of tobacco to ages twenty-one and over and amending the Ordinance to add the effective date of January 1, 2018. Moved by Trustee Lissner Seconded by Trustee Feichter AYES: Trustees Czarnik, Feichter, Lissner, Petri NAYS: Trustees Prochno, Franke Motion Carried-Approved (4-2) The Mayor noted that a letter will go out to all tobacco license holders in the Village informing them of the amendment effective January 1, 2018 and employees under the age of 21 can sell tobacco products, but they are not able to sell tobacco products to anyone under the age of 21. The last item on the Regular Agenda is item 7-c pertaining to the annexation and redevelopment of the Elk Grove Technology Park and the Busse Farm property. The Public Hearing for the Annexation Agreement was this evening at 6AS PM. Mayor asked if any Trustees had any questions or comments before the voting begins on the individual items. There was none. Motion to approve Resolution No. 62-17 approving an Annexation Agreement between the Village and the designated owners of the property to be annexed to the Village. PLAN COMMISSION -Village Manager Rummel - No report. 9. ZONING BOARD OF APPEALS -Village Manager Rummel - No report. 10.YOUTH COMMITTEE - Trustee Franke - No Report. 11. BUSINESS LEADERS FORUMS - Trustee Lissner- Invitations will be going out to the business park for a Marketing Motivation for Change presentation scheduled on December 6 at Enclave. 12. CABLE TELEVISION COMMITTEE - Trustee Lissner-At the Coffee on November 4, a resident brought up that EGTV was not available on AT&T U-Verse. There is a switch on AT&T's end that is turned off at times and we have no way of knowing when this happens. EGTV would like residents to notify them if this happens in the future so they can check on it. 13. HEALTH &COMMUNITY SERVICES - Trustee Czarnik-The Interfaith Church Council sponsored a food drive during the month of October. This event is coordinated by the Community Services Office with assistance from a variety of schools, churches, the senior center and park district day care. Hollander International picked up 3,000 pounds of food donated and many volunteers helped to sort/stock the shelves in the Food Pantry. The Elk Grove High School Leadership Class provided fall cleanup of 24 homes to aid residents that are disabled or in need of assistance. 14. INFORMATION COMMITTEE - Trustee Lissner- Newsletters are now available online and at the library, senior center, pavilion and Village Hall. The Citizens Police Academy will begin on February 7, 2018. Please sign up through the Village website or call the Crime Prevention Unit at 847-357-4152. On Wednesday, November 15, there is a meeting at Enclave called "Conversation at Enclave" for entrepreneurs. You can go to enclaveforentrepreneurs.com for more information. There are two DARE Graduations coming up: Tuesday, November 28, at Queen of the Rosary School; and Wednesday, December 6, at Link Elementary School. There have been some complaints with door-to-door solicitors on a company called Constellation Energy. The solicitors were very aggressive and the Village revoked their permits for soliciting in the Village. The website has information under the NEWS section to assist residents regarding the energy suppliers. 15. RECYCLING&WASTE COMMITTEE- Trustee Feichter- No report. 16. PARADE COMMITTEE - Trustee Czarnik- The 2018 Hometown Parade theme will be "Music Through The Ages". The parade will take place on Saturday, June 16, 2018 at 2:00 PM. The next meeting will be on Monday, February 5, at 5:30 PM in Room E at the Charles J. Zettek Municipal Building. 17. PERSONNEL COMMITTEE - Trustee Franke - No Report. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - The Committee met at 3:45 PM today to discuss two petitions submitted to the Village. The first petition is from Aerotronic Controls CQafpany at 2101 Arthur for Resubdivision from two lots to one lot to allow parking lot access to Nicholas Boulevard. The second petition was submitted by Pal Group, Inc. at 2526 Pratt Boulevard for a Resubdivision from two lots to one lot for the purpose of constructing an office and maintenance facility. The Committee Page 6 of 7 unanimously recommends approval and these items should be placed on the next Consent Agenda for Village Board approval. There will be a JPZ Committee meeting on Tuesday, December 12, at 4:00 PM to discuss RV Vehicles in Residential Areas and a Training Program for Fostering Dogs in the community. 19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik- The Leicester road construction is complete. The Fall street rehabilitation project is under way. Concrete work is now completed and roadway patching and paving started. Work will begir#.on the west side of the Village and move east. Everything should be completed by the end of the month. 20.AIRPORT UPDATE - Mayor Johnson - The Suburban O'Hare Commission met on October 31St and it is a critical time. The ONCC is determining the final Fly Quiet Program for the next three years and SOC will meet again this Thursday to hopefully get them to have a rotation plan that will fairly distribute the noise to the region so one community will not take all the burden. 21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson -The lineup for next summer's concert series should be announced at the December 12 Village Board Meeting. 22. SPECIAL EVENTS - Mayor Johnson- The Holiday Tree Lighting Ceremony was already mentioned. 23. LIQUOR COMMISSION - Mayor Johnson - No Report. 24. REPORT FROM VILLAGE MANAGER- No Report. 25. REPORT FROM VILLAGE CLERK- No Report. 26. UNFINISHED BUSINESS- The Unfinished Business appears on the Consent Agenda. 27. NEW BUSINESS - There are no items for New Business. 28. PUBLIC COMMENT- 8:26 PM - Mayor Johnson asked if anyone would like to address the Village Board this evening. Trustee Franke asked if the Village is repaving the whole street at Cypress and Clearmont or just patching where the connections are being done for the water line.
