HomeMy WebLinkAboutPLAN COMMISSION - 08/03/1983 - WENDY'S INTERNATIONAL INC SPECIAL USE Minutes ELK GROVE VILLAGE PLAN COMMISSION Date: Wednesday, August 3, 1983 Location: Multi-Purpose Room Municipal Building 901 Wellington Avenue The meeting was called to order by Chairman Glass at 8:10 p.m. Members Present: Members Absent: John Glass, Chairman Leah Cummins, Secretary Clark Fulton George Mullen Frederick Geinosky David Paliaanoff Orrin Stangeland Staff Present: Jon Wildenberg, Administrative Assistant Robert Callahan, Building Inspector Supervisor Clark Fulton was appointed Acting Secretary for the meeting. Docket 83-6: Petition of Wendy's International, Inc. for a Special Use Permit to allow the operation of a restaurant with drive-thru at the northwest corner of Busse Road and Jarvis Avenue. Mr. Stewart Diamond, attorney; Mr. Dan Sweeney; and Mr. Rick Stanger, project engineer, were in attendance to offer testimony on behalf of Wendy's International, Inc. Mr. Sweeney stated that every Wendy's store is a company operation and not a franchise. The Jarvis and Busse corner is a prime location for a restaurant facility. Approximately 40 persons will be employed at Wendy's. In addition, development of a restaurant will add to sales tax revenue as well as enhance the property tax base. Staff comments concerning the Wendy's site plan were reviewed. Sweeney indicated that Wendy's would comply with each comment raised by Staff and asked for further discussion regarding driveway access on Jarvis Avenue and installation of sidewalk on Busse Road. Rick Stanger noted that the Illinois Department of Transportation (IDOT) would not issue permits for sidewalk installation on Busse Road due to a lack of other connecting walks in the area and a reluctance to enclose the drainage ditch. Conditions at the north end of the property are very hazardous for sidewalk use. Wendy's would be amenable to placing walk on Busse from Jarvis north to the south edge of the driveway emptying onto Busse Road. At such time connecting sidewalk is available to the north, Wendy's would join the walkways. Plan Commission Minutes - 2 - August 3, 1983 Docket 83-6 (continued) Sweeney explained that two-way access is necessary at the east driveway on Jarvis Road to maintain orderly traffic flow in and around the restaurant site. Chairman Glass called for questions from the Plan Commission membership. In response to Geinosky, Sweeney stated that hours of operation would be from 10:30 a.m. to 10 or 11:00 p.m. in the evening. Closing time may be extended, depending upon consumer availability. Approximately 150 cars per hour would visit the site during peak times. Wendy's expects to construct the building within 75 to 90 days after receipt of all necessary permits. Stangeland expressed concern regarding the chances of pedestrians walking directly into traffic from the drive-thru window. Stanger pointed out that a guardrail at the exit door will prevent such access for pedestrians. Lt. John Bantner of the Elk Grove Village Police Department commented further on the vehicle access situation at the site. The width of Busse Road and Jarvis Avenue, when coupled with parking restrictions on the south side of Jarvis, should create a situation that will not cause automobile backups onto the street. Glass observed that the landscape plan submitted by Wendy's should be made part of the Special Use recommendation. The Public Hearing was adjourned at 9:39 p.m. Discussion regarding the Wendy's petition continued. Geinosky related that Fire Chief Henrici should be consulted on the matter of access on Jarvis Avenue. Diamond suggested that any consideration by the Plan Commission include a condition that Wendy's satisfy the Fire Chief relative to vehicle access and movement. Paliganoff's motion to recommend that a Special Use Permit be granted to Wendy's International for a restaurant with drive-thru at the northwest corner of Busse Road and Jarvis Avenue conditioned upon: - Adherence to a landscape plan submitted to and on file with the Village Clerk's Office; - Installation of sidewalk along Busse Road from Jarvis Avenue north to the south edge of the driveway on Busse (with IDOT approval); - Installation of sidewalk on Busse Road from the driveway, north to the property line at such time connecting sidewalk is available to the north (with IDOT approval); and - Resolvement of vehicle access and flow issues with the Fire Chief; was seconded by Fulton. The motion was approved by the Plan Commission voting as follows: AYE: Glass, Geinosky, Paliganoff, Fulton NAY: None ABSTAIN: Stangeland ABSENT: Cummins, Mullen • • Plan Commission Minutes - 3 - August 3, 1983 Bolger Landscape Plan (Northeast corner of Devon Avenue and Arlington Heights Road) A landscape and screening plan submitted by Mr. Bolger covering his proposed office center at the northwest corner of Devon and Arlington Heights Road was considered. The plan is required because it abuts residential property (Prince of Peace Church) . Mr. Bolger indicated that he would conform to all recommendations from the Elk Grove Village Foreman of Land and Forestry. Geinosky's motion to approve the landscape plan subject to revision in accordance with the Foreman of Land and Forestry's recommendations was seconded by Stangeland. The motion was approved by Plan Commission members voting as follows: AYE: Glass, Geinosky, Fulton, Paliganoff, Stangeland NAY: None ABSENT: Cummins, Mullen Window Systems Subdivision A three-lot industrial subdivision located on the west side of Brickvale Drive was reviewed. Reports from the Village Engineer and Building Commissioner indicated that all subdivision requirements have been met. Geinosky's motion to approve the plat of subdivision was seconded by Fulton. The motion was approved by a unanimous voice vote. Chairman Glass and Acting Secretary Fulton signed the plat. The meeting was adjourned at 11:20 p.m. Submitted by: on P.
