HomeMy WebLinkAboutPLAN COMMISSION - 07/20/1983 - CENTEX HOMES FINAL LAND USE AND ZONING MAP Minutes ELK GROVE VILLAGE PLAN COMMISSION Date: Wednesday, July 20, 1983 Location: Multi-Purpose Room EGV Municipal Building 901 Wellington Avenue The meeting was called to order by Chairman Glass at 8:20 p.m. Members Present: Members Absent: John Glass, Chairman Leah Cummins, Secretary Clark Fulton George Mullen Frederick Geinosky Orrin Stangeland David Paliganoff Staff Present: Robert Callahan, Building Inspector Supervisor Jon Wildenberg, Administrative Assistant Final Land Use and Zoning Map -- 198 Units (A-3 District) Joseph Luciani of Centex Homes was present to demonstrate how the final Land Use and Zoning Map and attendant documents would be adjusted to meet all previous staff and Plan Commission recommendations. In general, a plat of roadway dedication and easement will be created and offered to the village for acceptance, thereby fulfilling all requested easements and roadways. Luciani demonstrated where two children's recreational areas of 1,800 square feet total (900 square feet each) could be located. Gerald Harker added that the Homeowners Association may desire to move those locations; however, Centex has made provision for those areas. Luciani demonstrated that all parkways in this area would be at least six feet wide to accommodate parkway trees. Landscape Plan -- 198 Units (A-3 District) The landscape plan was submitted by Centex in accordance with the A-3 District requirements for approval of the final Land Use and Zoning Map. The landscape plan was reviewed by the Plan Commission and recommended for approval subject to: - Transfer of general notes (1) and (2) on page one of the plan to the unit plan drawings. - Addition of a general note (3) to the unit plan specifying that one additional tree be planted on the east side and on the west side of building #17. The trees shall meet the Subdivision Control Ordinance requirements. Plan Commission Minutes - 2 - July 20, 1983 Final Land Use and Zoning Map -- 198 Units (A-3 District) Landscape Plan -- 198 Units (A-3 District) (continued) Geinosky's motion to approve the landscape plan, subject to the above conditions, was seconded by Paliganoff; whereupon the landscape plan was approved by the unanimous voice vote of the Commission. Further discussion of the Land Use and Zoning Map ensued. Centex expressed concern regarding the connection of University Lane to Plum Grove Road. Harker requested consideration of not connecting University Lane to Plum Grove Road until such time as is necessary by the Village. This is requested to attempt to reduce problems of nuisance traffic through the area from Plum Grove Road east along University Lane and Vermont Drive to Meacham Road. Fulton moved to approve the final Land Use and Zoning Map subject to approval of final engineering drawings. In addition, to recommend that University Lane not be connected to Plum Grove Road until such time as required by the Village. Geinosky seconded the motion; whereupon it was approved unanimously by a voice vote of Plan Commission members. Clark Fulton was appointed Secretary pro tem. Wright Properties Subdivision The plat of subdivision was reviewed. Paliganoff moved to approve the plat. Geinosky seconded the motion; whereupon it was approved unanimously by a voice vote of Plan Commission members. Oginio's Resubdivision Geinosky moved to approve the plat. Paliganoff seconded the motion; whereupon it was approved unanimously by a voice vote of Plan Commission members.
